Kennedy Jr., the health secretary, was widely criticized as <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/26\/us\/texas-measles-outbreak-death.html\" title=\"\">minimizing the measles outbreak<\/a> in West Texas at a cabinet meeting on Wednesday. In a social media post on <a class=\"css-yywogo\" href=\"https:\/\/x.com\/SecKennedy\/status\/1895585297351799198\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Friday<\/a>, he took a new tact, saying that the outbreak was a \u201ctop priority\u201d for his department, Health and Human Services.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He noted various ways in which the department is aiding Texas, among them by funding the state\u2019s immunization program and updating advice that doctors give children vitamin A. But on neither occasion did Mr. Kennedy himself advise Americans to make sure their children got the shots.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Centers for Disease Control and Prevention, part of H.H.S., did not send its first substantive notice about the outbreak until Thursday, almost a month after the first cases in Texas were reported.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey\u2019ve been shouting with a whisper,\u201d said Dr. Michael Osterholm, who is an epidemiologist at the University of Minnesota and a former health department official.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI fear that their hands have been tied,\u201d he added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">C.D.C. officials did not immediately respond to a request for comment. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">The measles outbreak in West Texas has sickened more than 140 residents and killed one child, the first such death in a decade. The lukewarm endorsement of immunization and infrequent federal updates particularly concern scientists in light of Mr. Kennedy\u2019s long track record of sowing distrust in vaccines.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Over the years, he has suggested that the vaccine for measles, mumps and rubella was associated with autism and that measles outbreaks were mostly \u201cfabricated\u201d to fatten drug makers\u2019 profits.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">If the Texas outbreak offers a window into the Trump administration\u2019s approach to public health, it spells trouble for the future, some researchers said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Health officials in the state say they have not needed extensive federal help, but future outbreaks in other places may not be manageable without federal assistance. \u201cYou could call this a dress rehearsal,\u201d said Catherine Troisi, an epidemiologist at the UTHealth Houston School of Public Health.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">She added: \u201cIn the theater, a bad dress rehearsal means a good performance. I actually am quite sure that\u2019s not the case in public health.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In past measles outbreaks, the C.D.C. often plays a leading role in educating the public about the dangers of contracting the virus and the importance of M.M.R. vaccinations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the height of an outbreak in New York in 2019, during President Trump\u2019s first term, the agency issued a <a class=\"css-yywogo\" href=\"https:\/\/archive.cdc.gov\/www_cdc_gov\/media\/releases\/2019\/s0424-highest-measles-cases-since-elimination.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">news release<\/a> urging health care providers to reassure patients about the safety of the vaccine and criticizing groups that spread misleading information about it.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In an accompanying statement, Alex M. Azar II, the health secretary at the time, wrote that measles was a \u201chighly contagious, potentially life-threatening disease.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWith a safe and effective vaccine that protects against measles, the suffering we are seeing is avoidable,\u201d he added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The messaging this time around has been far more muted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">By the time the C.D.C. released its first public statement about the outbreak, measles had spread to nine counties in Texas, and nine additional cases had broken out in bordering New Mexico.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The statement mentioned vaccination once, saying it \u201cremains the best defense against measles infection.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When asked about the cases in Texas on Wednesday, Mr. Kennedy said the outbreak was \u201cnot unusual,\u201d and falsely claimed that many people hospitalized were there \u201cmainly for quarantine.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He did not mention vaccines. In his post on social media, Mr. Kennedy emphasized that his department would \u201ccontinue to fund Texas\u2019 immunization program.\u201d But he did not explicitly call for Americans to get the shots.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Instead, the vaccination campaign has largely been left to state and local officials. In Texas, there have been frequent news conferences, vigorously promoting vaccine clinics and debunking misinformation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Senator Bill Cassidy, a Louisiana Republican who is a doctor, and who <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/04\/us\/politics\/bill-cassidy-senator-rfk-jr.html\" title=\"\">cast a crucial vote<\/a> to confirm Mr. Kennedy to his post, urged residents of his state, which borders Texas, to make sure they were up-to-date on their measles vaccinations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But a virus as contagious as measles does not respect state boundaries, and the C.D.C. should be providing greater national guidance and leadership, Dr. Osterholm said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">\u201c<\/strong>Any location could be the next hot spot tomorrow<em class=\"css-2fg4z9 e1gzwzxm0\">,\u201d <\/em>he said.<\/p>\n<p class=\"css-at9mc1
