The payments are set to go out starting in October.<\/p>\n<p>&#8220;President Trump is delivering on promises to lower costs for American patients by putting them first and taking on big health insurance companies, drug manufacturers and other corporate giants that have used the status quo in Washington to raise healthcare costs for Americans,&#8221; the White House said on Thursday.\u00a0<\/p>\n<p>The announcement comes less than two months before the midterm elections, with pocketbook issues expected to be a key issue as voters cast their ballots. Three-quarters of nearly 2,200 respondents said their income is not keeping up with inflation, according to a July<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/cbs-poll-analysis-cost-of-living-democrats-republicans\/\" data-invalid-url-rewritten-http=\"\">\u00a0CBS News poll<\/a><\/span>.<\/p>\n<p>Mr. Trump separately pledged this week to send a <a href=\"https:\/\/www.cbsnews.com\/video\/trump-promises-5000-dividend-checks-for-americans-if-republicans-hold-on-to-house-and-senate\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">$5,000 dividend <\/a>to every U.S. adult if Republicans maintain control of Congress after the midterms.\u00a0<\/p>\n<div>\n<div style=\"min-height:451px\" id=\"datawrapper-vis-AxNVg\"><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/AxNVg\/full.png\" alt=\"States where Obamacare recipients will get $500 checks (Choropleth map)\"\/><\/div>\n<\/div>\n<p>Monthly premiums for Affordable Care Act, or Obamacare, health plans have soared after <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/aca-health-subsidies-insurance-prices\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Congress last year allowed coverage subsidies<\/a><\/span> to expire.
