Base Group also disputed that it had violated any U.S. trade rules.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Alan Garten, the chief legal officer for Trump Organization, said in a statement that the payment was not related to the trade dispute.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cWe have been in the golf, hospitality and real estate business for decades and have entered into transactions with countless companies around the world,\u201d Mr. Garten said in the statement. \u201cAny suggestion that this transaction was driven by anything other than legitimate business considerations is pure fiction.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">Still, the financial ties between the president and the South Korean company illustrate the minefield Mr. Trump has created by maintaining personal financial ties with nearly 30 different business ventures with foreign counterparts worldwide \u2014 unlike any other president in modern American history.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">And it demonstrates how Mr. Trump is now benefiting from deals with foreign companies whose fortunes are affected by the decisions of his administration.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">A White House spokesman said that Mr. Trump had not been involved in the trade dispute.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cThere are no conflicts of interest, and the only special interest guiding the Trump administration\u2019s decision-making is the best interest of the American people,\u201d Kush Desai, a White House spokesman, said in a statement.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">The Base Group payment is a small piece of at least $125 million in payments Mr. Trump\u2019s holding company collected last year directly from foreign sources in several countries, including Britain, India, Indonesia, Ireland, Oman, the Philippines, Qatar, Romania, Saudi Arabia, South Korea, Turkey, Vietnam and the United Arab Emirates.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">The total value of these deals is small compared with other sources of Mr. Trump\u2019s 2025 revenue, such as cryptocurrency deals, which alone earned the president <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/06\/30\/us\/politics\/trump-financial-disclosure-crypto-windfall.html\" title=\"\">$1.4 billion last year.<\/a><\/p>\n<p class=\"css-140ip4z e1me5xab0\">But historians and former government officials interviewed by The Times said these kinds of direct financial entanglements by a president with foreign entities \u2014 and in some cases with foreign governments \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/06\/30\/us\/politics\/trump-moneymaking-presidential-history.html\" title=\"\">had never happened<\/a> at anything close to this scale.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Most presidents in American history have taken steps to avoid even an appearance of a conflict. George W. Bush <a class=\"css-yywogo\" href=\"https:\/\/www.upi.com\/Archives\/1998\/06\/17\/Bush-gets-149-million-in-Rangers-sale\/6687898056000\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">sold<\/a> his stake in the Texas Rangers baseball team as he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/1998\/07\/15\/us\/gov-bush-speaks-volumes-in-hints-on-presidency.html\" title=\"\">was considering<\/a> a presidential run. President Reagan <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/1981\/01\/31\/us\/president-sells-740000-in-assets-and-puts-the-cash-in-a-blind-trust.html\" title=\"\">liquidated his stock holdings<\/a>, and Calvin Coolidge was so concerned about the appearance of a conflict, he did not even want to <a class=\"css-yywogo\" href=\"https:\/\/coolidgefoundation.org\/coolidge-facts\/#:~:text=Coolidge%20did%20not%20own%20a%20home%20for%20his%20entire%20career%20as%20a%20politician.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">own a home<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cI never encountered anything like this,\u201d said Peter J. Wallison, who served as White House counsel and at the Treasury Department during the Reagan administration. \u201cIt just creates conflicts of interest, and it makes it difficult for a president to make decisions, or it might affect his decisions, and that is problematic.\u201d<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Before starting his first term, Mr. Trump and his family vowed not to sign any <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/01\/11\/us\/politics\/trump-organization-business-conflicts.html#:~:text=A%20spokeswoman%20for%20Mr.%20Trump%20said%20he%20had%20always%20intended%20the%20%E2%80%9Cno%20new%20deals%E2%80%9D%20promise%20to%20apply%20only%20to%20foreign%20deals\" title=\"\">new foreign deals<\/a> while he was at the White House. But he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/05\/us\/politics\/trump-organization-ethics-policy-foreign-deals.html\" title=\"\">dropped that pledge<\/a> for his second term, arguing that his family had lost out on too many deals while still being criticized for foreign projects that had started before Mr. Trump was first elected.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">Last year, Mr. Trump\u2019s family signed new business deals in the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/30\/world\/middleeast\/trump-family-qatar-dubai.html\" title=\"\">Middle East,<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/03\/20\/world\/europe\/trump-romania-transylvania-apartments-golf-course.html\" title=\"\">Europe<\/a> and even a plan for a new resort hotel in the <a class=\"css-yywogo\" href=\"https:\/\/www.prnewswire.com\/news-releases\/dar-global-and-the-trump-organization-announce-two-global-firsts-trump-international-hotel-maldives-and-the-worlds-first-tokenized-hotel-development-project-302616856.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Maldives<\/a>. In most cases, payments are tied to specific projects, such as luxury towers in Dubai that were announced last year.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The South Korean company and its top executive have sought to build a relationship with Mr. Trump and his family at least since he entered the White House in 2017.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">That year, a Base Group subsidiary named Keumyang International started to import wine produced at the Trump vineyard in Virginia, an agreement <a class=\"css-yywogo\" href=\"https:\/\/www.keumyang.com\/mall\/KY_Detail.ky?ps_ctid=01052300\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">that is still in place<\/a>. Trump wine <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/10\/30\/world\/asia\/trump-asia-summit-food.html\" title=\"\">was served<\/a> at a dinner Mr. Trump had in October with President Lee Jae Myung of South Korea during a trip to Asia.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">More recently, the company\u2019s chairman, Kim Sung-jip, traveled to Washington for Mr. Trump\u2019s second inauguration in 2025 and then took another trip <a class=\"css-yywogo\" href=\"https:\/\/heraldk.com\/2025\/04\/21\/%EA%B9%80%EC%84%B1%EC%A7%91-%EB%B2%A0%EC%9D%B4%EC%8A%A4%EA%B7%B8%EB%A3%B9-%ED%9A%8C%EC%9E%A5-%E2%80%9C%ED%95%9C%EB%AF%B8-%EB%B9%84%EC%A6%88%EB%8B%88%EC%8A%A4-%EA%B5%90%EB%A5%98%EB%A1%9C-%E9%9F%93\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">last spring<\/a> to Trump National Doral golf club near Miami, where he met with Eric Trump.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">This year, Mr. Kim hosted Eric Trump in South Korea in February for a series of meetings, including a dinner with top executives of other major South Korean corporations such as SK Networks, a technology company, and Hana Bank, one of the country\u2019s largest financial institutions, according to <a class=\"css-yywogo\" href=\"https:\/\/dbr.donga.com\/kfocus\/view\/en\/article_no\/2006\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">local media coverage<\/a> of the event.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">At the gathering, they discussed ways to expand trade and business deals between the two countries, Kihyung Kang, executive director of Base Group, told The Times.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">Mr. Garten, asked if the trade dispute had come up during the visit, said Eric Trump and other Trump Organization executives had \u201cnever had any discussions whatsoever regarding any government matters, trade issues, regulatory proceedings.\u201d<\/p>\n<p class=\"css-140ip4z e1me5xab0\">While in South Korea in February, Eric Trump also visited a golf course site that a local government was promoting for the construction of a possible hotel and entertainment complex, according to a <a class=\"css-yywogo\" href=\"https:\/\/www.hanam.go.kr\/www\/selectBbsNttView.do?key=10221&amp;bbsNo=1164&amp;nttNo=497359&amp;searchCtgry=&amp;searchCnd=all&amp;searchKrwd=&amp;pageIndex=26&amp;integrDeptCode=&amp;selectPageUnit=\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">statement from local government<\/a> officials there. The Trump Organization has <a class=\"css-yywogo\" href=\"https:\/\/www.trump.com\/golf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">11 domestic golf properties<\/a>, another five outside the United States and several others under construction.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">Base Group, in a statement, said it had \u201can opportunity to acquire\u201d a \u201cworld-class golf course\u201d and it decided it would partner with the Trump family\u2019s company.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cThe Trump Organization owns and operates some of the finest golf and resort properties around the world,\u201d the company said. \u201cThere was no other partner that could produce on the level and quality that a club like this would demand.\u201d<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The company said there was no relationship between the golf project and the trade dispute relating to Korea Aluminium, which sells foil used to package <a class=\"css-yywogo\" href=\"http:\/\/www.koal.co.kr\/eng\/sub.php?code=76\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">prescription<\/a> drugs, <a class=\"css-yywogo\" href=\"http:\/\/www.koal.co.kr\/eng\/sub.php?code=62\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">ice cream cone<\/a> containers and dozens of other products.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Korea Aluminium is owned by a construction company called Camus E&amp;C. Base Group, a <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/cfdb12706c3af395\/76f0a2f8-full.pdf#page=25\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">holding company,<\/a> has <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/1203b251e54bd7ac\/e4b24902-full.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a<\/a> <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/289d8aad9f99db73\/201082fd-full.pdf#page=106\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">controlling<\/a> stake in Camus, <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/442bed62fe0fe158\/e3ae108c-full.pdf#page=106\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">financial filings show<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The trade dispute dates to at <a class=\"css-yywogo\" href=\"https:\/\/www.federalregister.gov\/documents\/2022\/07\/18\/2022-15204\/certain-aluminum-foil-from-the-peoples-republic-of-china-initiation-of-circumvention-inquiries-of\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">least 2022<\/a>, when the Biden-era Commerce Department announced it was opening an investigation into South Korean companies that appeared to be circumventing trade duties on Chinese-made aluminum by sending metal products based on it to the United States.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">The company and other South Korean aluminum exporters aggressively challenged the accusation, arguing that <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/f8f7665663d6cebc\/faa522b6-full.pdf#page=17\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">they had<\/a> \u201csignificant expertise and decades of knowledge\u201d making distinctive aluminum products.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The federal government had previously concluded China was unfairly subsidizing its own aluminum industry and \u201cdumping\u201d its products at artificially low prices into the United States. The department suspected that China was trying to circumvent this punishment by diverting its product through South Korean companies, a <a class=\"css-yywogo\" href=\"https:\/\/www.federalregister.gov\/documents\/2023\/03\/22\/2023-05832\/antidumping-and-countervailing-duty-orders-on-certain-aluminum-foil-from-the-peoples-republic-of\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">finding<\/a> it <a class=\"css-yywogo\" href=\"https:\/\/www.federalregister.gov\/documents\/2023\/11\/27\/2023-26030\/antidumping-and-countervailing-duty-orders-on-certain-aluminum-foil-from-the-peoples-republic-of\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">substantiated in 2023<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The Commerce Department <a class=\"css-yywogo\" href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2025-08-08\/pdf\/2025-15138.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">moved<\/a> in 2025 to impose a separate tariff on certain imports to the United States by South Korean aluminum suppliers, including Korea Aluminium.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">These moves by the Commerce Department hurt Korea Aluminium\u2019s sales, the company said.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cOur exports of AL-FOIL to the United States plummeted due to the impact of heavy U.S. anti-dumping duties on raw materials from China,\u201d <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/442bed62fe0fe158\/e3ae108c-full.pdf#page=106\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Korea Aluminium\u2019s parent<\/a> company, Camus, <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/7cbd1c79b5fbcee6\/c8174d2e-full.pdf#page=32\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">stated<\/a> in its <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/70d6fb229eac11aa\/beb04212-full.pdf#page=32\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">most<\/a> recent annual report released in March, a claim repeated in other company <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/442bed62fe0fe158\/e3ae108c-full.pdf#page=21\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">documents<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Ms. Kang, the executive director of Base Group, said in an interview that the company had stopped exporting to the United States. There was no mention of the financial ties to Mr. Trump and his family. No final action has been taken on the matter.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Mr. Desai, the White House spokesman, and Emily Davis, a spokeswoman at the Commerce Department\u2019s International Trade Administration, both said that the review of the claims against Korea Aluminium have not been influenced by the White House.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">\u201cThe Department of Commerce\u2019s trade remedy proceedings are quasi-judicial, apolitical and administered according to strict statutory requirements,\u201d Ms. Davis said in a statement. \u201cAt no time was there any political interference.
