But a closer look at the decisions he has made since taking office shows that the president is considering a far wider set of economic restrictions on Beijing, ones that could hasten America\u2019s split from a critical trading partner.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration has so far <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/america-first-investment-policy\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">proposed expanding restrictions on investments<\/a> flowing between the United States and China. It has appointed officials who, because of national security concerns, are likely to push for more curbs on Chinese investments and technology sales to China. And Mr. Trump has ushered in <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/04\/business\/economy\/trump-tariffs-china.html\" title=\"\">a 10 percent tariff on Chinese imports<\/a>, a move that he called an \u201copening salvo.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After years in which officials from both parties gradually pared back America\u2019s economic relationship with China, Mr. Trump\u2019s moves suggest that he is prepared to sever ties more aggressively.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Samm Sacks, a senior fellow at Yale Law School\u2019s Paul Tsai China Center, said the investment memorandum that the administration issued on Friday read like \u201ca call to finish the unfinished task of fully unwinding commercial ties with China.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cSo far, pragmatists have prevailed in getting a more narrow version of decoupling,\u201d Ms. Sacks said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The pronouncements could be \u201ca bargaining tool\u201d for Mr. Trump to kick off negotiations with the Chinese leader, Xi Jinping, Ms. Sacks said. \u201cBut should that fall apart or not work out \u2014 which is probably most likely \u2014 I see this as the blueprint to finish the job of decoupling.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The main wild card in how far the United States will go appears to be Mr. Trump himself. The president <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/business\/economy\/trump-china-trade-deal.html\" title=\"\">is interested in potentially striking a deal<\/a> with Mr. Xi, in part because of China\u2019s failure to live up to the terms of an agreement the two leaders signed in early 2020. Current and former advisers say Mr. Trump takes a more transactional view to issues like Chinese investment than many of his more hawkish advisers, a position that could result in continuing economic ties in exchange for a deal that he feels benefits the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has expressed support for foreign investments in the United States that other Republicans consider national security issues, like a proposal by Japan\u2019s Nippon Steel to invest <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/07\/us\/politics\/trump-nippon-steel-us.html\" title=\"\">in U.S. Steel<\/a>, or <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/technology\/trump-tiktok-ban-delay-executive-order.html\" title=\"\">a rescue of TikTok<\/a>. And while campaigning, Mr. Trump said he would welcome Chinese companies to build auto plants in the United States as long as they hired locally.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI\u2019ll tell them if they want to build a plant in Michigan, in Ohio, in South Carolina, they can \u2014 using American workers, they can,\u201d the president said at a rally in Dayton, Ohio, last March.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">During his first term, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/05\/13\/business\/trump-vows-to-save-jobs-at-chinas-zte-lost-after-us-sanctions.html\" title=\"\">backed off<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/05\/25\/us\/politics\/trump-trade-zte.html\" title=\"\">a plan<\/a> that would have crippled ZTE, a Chinese electronics maker, after Mr. Xi helped secure a meeting between Mr. Trump and President Kim Jong-un of North Korea.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s advisers say the president could continue to ratchet up pressure on Beijing, since he may see that as way to force Chinese officials to make concessions. As a result, trade tensions could rise in the months to come.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump, who hit China with tariffs during his first term, imposed <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/04\/business\/economy\/trump-tariffs-china.html\" title=\"\">an additional 10 percent levy<\/a> on all Chinese imports this month. The reason, he said, was that Beijing was not doing enough to limit the flow of drugs into the United States. China answered with its own tariffs on American imports. It also restricted the export of certain <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/09\/business\/china-critical-minerals.html\" title=\"\">critical minerals<\/a> and initiated an antimonopoly investigation into Google.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/america-first-trade-policy\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">trade memorandum<\/a> signed by the president on his first day in office directed his advisers to study other significant measures against China, such as revoking the permanent normal trade relations that the United States extended to China before it joined the World Trade Organization. And on Friday, the Office of the United States Trade Representative said it was moving forward with a trade case aimed at protecting the U.S. shipbuilding industry against Chinese competition.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s team is also discussing ways to tighten U.S. export controls, including by patching perceived loopholes in regulations on chips and chip-making equipment. Trump officials recently met with their counterparts in Japan and the Netherlands to discuss cooperation to keep technology out of China, continuing regular meetings from the Biden administration, people familiar with the incident said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Personnel appointments also point to a stricter stance on Chinese investment and technology sales. Within the Commerce Department, which leads the efforts to limit technology sales to China, the Trump administration recently ousted several longtime employees, including Matthew S. Borman, a former deputy assistant secretary for export administration, in favor of new appointments. A nominee for assistant secretary of commerce, Landon Heid, advocated tighter restrictions on sales to Chinese technology companies while at the State Department.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On investment, Mr. Trump\u2019s directive was a presidential memorandum rather than an executive order, meaning it did not immediately affect any policy. But it told the Treasury Department and other agencies in general terms to establish new rules to stop U.S. companies and investors from making investments that would aid China\u2019s military advances, and stop people affiliated with China \u201cfrom buying up critical American businesses and assets.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The memorandum said that the Trump administration would create a \u201cfast track process\u201d for investment from U.S. allies, and that the United States would welcome all \u201cpassive\u201d investments from foreigners, meaning investments in which they have no controlling stakes or managerial influence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But it proposed harsher restrictions on certain foreign adversaries, like China, that it said were systematically investing in the United States to obtain technology, intellectual property and leverage in strategic industries like agriculture, minerals and shipping.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The memo said the Trump administration would expand the authorities of the Committee on Foreign Investment in the United States, or CFIUS, a body that reviews incoming investments for national security threats, to include \u201cgreenfield investment\u201d \u2014 new facilities built from the ground up. It also ordered CFIUS to stop using \u201cmitigation\u201d agreements, in which companies make changes in ownership or technology to try to lessen national security concerns and allow acquisitions to go through.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump directed his advisers to consider expanded restrictions on emerging technologies, as well as whether to apply limits to more types of investments, such as pension funds and university endowments. He also ordered them to review the special structure that Chinese companies typically use to list on U.S. stock exchanges, which critics say limits ownership rights and protections for U.S. investors.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Critics say investment flows between the countries have aided the Chinese government and military, including by funding activities contrary to U.S. national security and helping U.S. technology flow to China.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Coalition for a Prosperous America, a trade group that supports protectionist measures, praised the presidential memo. In a statement, it said money from U.S. investors had allowed China \u201cto fund its state-sponsored genocide, military aggression, surveillance state apparatus and other malign activities.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Roger Robinson Jr., a senior adviser to the group, called it \u201ca history-making breakthrough.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cHopefully, the Congress will do its part in making illegal a number of Wall Street\u2019s reckless and indefensible investment practices benefiting Chinese state-controlled corporate bad actors to our detriment,\u201d Mr. Robinson said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But some analysts said that the economic impact could be limited and that the order could be subject to legal challenges.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ling Chen, a professor at the Johns Hopkins University School of Advanced International Studies in Washington, said Chinese investment in the United States had already fallen sharply since 2017.
