Resound?"},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-6606220950177433\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<!-- ItShrt World News -->\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-client=\"ca-pub-6606220950177433\"\r\n     data-ad-slot=\"1882483372\"\r\n     data-ad-format=\"auto\"\r\n     data-full-width-responsive=\"true\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script>\r\n<br \/>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Sometimes, silence speaks louder than song.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That\u2019s the hope, at least, for more than 1,000 musicians who released a lyric-less album on Tuesday to protest the British government\u2019s proposal to expand the ways that developers can use copyright-protected works to train artificial intelligence models.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The album, which was created by artists including Annie Lennox, Billy Ocean, Hans Zimmer and Kate Bush, is not exactly silent: It features recordings of empty studios, which the artists say represent \u201cthe impact we expect the government\u2019s proposals would have on musicians\u2019 livelihoods.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There are footsteps and rustles \u2014 is that a door closing? a page turning? a fly? \u2014 but only the most out-there contemporary composers would refer to the sounds as songs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cDoesn\u2019t that silence say it all?\u201d Kate Bush, who contributed to the album, said in a <a class=\"css-yywogo\" href=\"https:\/\/www.katebush.com\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">statement<\/a>, adding, \u201cIf these changes go ahead, the life\u2019s work of all the country\u2019s musicians will be handed over to A.I. companies for free.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Under the government\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/consultations\/copyright-and-artificial-intelligence\/copyright-and-artificial-intelligence\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">proposals<\/a>, artists would have to opt out, or \u201creserve their rights,\u201d to keep their works from being used to train A.I. The window for public comments on the proposal, which is part of a broader government consultation on copyright and artificial intelligence, was set to close Tuesday night.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cOpt-out shifts the burden of controlling your works onto the rights holder,\u201d said Ed Newton-Rex, who organized the album and is the chief executive of Fairly Trained, a nonprofit that certifies generative A.I. companies for the training data they use.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cBasically,\u201d he said, of the current government proposal, \u201cit flips copyright on its head.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Even as some <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/03\/arts\/ai-art-overlap.html\" title=\"\">artists<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/28\/arts\/design\/artists-artificial-intelligence.html\" title=\"\">experiment<\/a> with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/card\/2024\/11\/13\/technology\/openai-artist-alexander-reben\" title=\"\">artificial intelligence<\/a>, many fear that developers are inappropriately using their work without compensating them. (Publishers and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/30\/business\/media\/newspapers-sued-microsoft-openai.html\" title=\"\">journalists are also concerned<\/a>: The New York Times has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/27\/business\/media\/new-york-times-open-ai-microsoft-lawsuit.html\" title=\"\">sued<\/a> OpenAI and Microsoft for copyright infringement of news content related to A.I. systems. OpenAI and Microsoft have denied those claims.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The album \u2014 titled \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.isthiswhatwewant.com\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Is This What We Want?<\/a>\u201d \u2014 has 12 songs, each of which has a one-word title that together spell out the sentence: \u201cThe British government must not legalize music theft to benefit A.I. companies.\u201d <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Only some of the artists who were part of the album project directly contributed to the audio, Mr. Newton-Rex said, although he said that all shared in the credits.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Newton-Rex and other <a class=\"css-yywogo\" href=\"https:\/\/www.theguardian.com\/technology\/2025\/feb\/11\/uk-copyright-law-consultation-fixed-favour-ai-firms-peer-says\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">critics<\/a> fear that artists may not even know if their work is being used to train the A.I. models. He said that he had previously run opt-out schemes at generative A.I. companies, which he called an \u201cillusion,\u201d in part because copyrighted work can spread so quickly online that creators can lose control of it.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Powerful A.I. developers have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/06\/technology\/tech-giants-harvest-data-artificial-intelligence.html\" title=\"\">repeatedly shown<\/a> that they are willing to skirt copyright law to train systems. And Britain, desperate to revive its sluggish economy, is <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/publications\/ai-opportunities-action-plan-government-response\/ai-opportunities-action-plan-government-response\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">aggressively trying to court A.I. developers<\/a>. Prime Minister Keir Starmer recently said he plans to push Britain to be \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/news\/prime-minister-sets-out-blueprint-to-turbocharge-ai\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the world leader<\/a>.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The country has already signaled its willingness to break with the European Union and some of its other allies, like Australia and Canada, in its attitude to the technology. At a recent A.I. summit in Paris, Britain <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/11\/world\/europe\/vance-speech-paris-ai-summit.html\" title=\"\">sided with the United States<\/a> in declining to sign a <a class=\"css-yywogo\" href=\"https:\/\/www.elysee.fr\/en\/emmanuel-macron\/2025\/02\/11\/statement-on-inclusive-and-sustainable-artificial-intelligence-for-people-and-the-planet\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">communiqu\u00e9<\/a> calling for A.I. to be \u201cinclusive and sustainable.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now, Britain is <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/publications\/ai-opportunities-action-plan-government-response\/ai-opportunities-action-plan-government-response\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">arguing<\/a> that a \u201ccompetitive copyright regime\u201d is part of what is needed to \u201cbuild cutting-edge, secure and sustainable A.I. infrastructure.\u201d The proposals, which were announced late last year, call the current system unclear and say that it is hampering innovation for both A.I. developers and artists. Britain <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/news\/uk-consults-on-proposals-to-give-creative-industries-and-ai-developers-clarity-over-copyright-laws\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">argues<\/a> that the proposed changes are meant to give artists more control over the way their work is used and more opportunities for payment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In response to a request for comment, the Department for Science, Innovation and Technology said that Britain\u2019s current copyright structure is holding both artists and A.I. companies back from full innovation. But it also noted that no decisions had been finalized and that it would consider the responses it received before setting out next steps.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Britain\u2019s consultation process, in which the government asks for public input at the early stages of policy proposals, is designed to take in feedback and often leads to revisions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As the consultation period ended on Tuesday, British artists and publishers released a series of protests.
