Bill Lee convened a special session that will start Tuesday, <a href=\"https:\/\/www.tn.gov\/governor\/news\/2026\/5\/1\/gov--lee-calls-special-legislative-session-to-review-congressional-map.html\" target=\"_blank\" rel=\"noopener\">writing in a statement Friday<\/a> that lawmakers &#8220;owe it to Tennesseans to ensure our congressional districts accurately reflect the will of Tennessee voters.&#8221;\u00a0<\/p>\n<p>Lee said any changes to Tennessee&#8217;s map &#8220;must be enacted as soon as possible.&#8221; The state has primaries scheduled for Aug. 6 in this year&#8217;s congressional elections, though the deadline for candidates to qualify for the primary ballot was in March.<\/p>\n<p>GOP Sen. Marsha Blackburn, who is running for governor of Tennessee, has <a href=\"https:\/\/x.com\/VoteMarsha\/status\/2049515547910381782\" target=\"_blank\" rel=\"noopener\">called on state lawmakers<\/a> to draw a map that gives Republicans an edge in all nine of the state&#8217;s congressional districts, splitting up the Memphis-area district held by Democratic Rep. Steve Cohen. President Trump has <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116494706928688681\" target=\"_blank\" rel=\"noopener\">strongly urged Lee<\/a> to redraw the state&#8217;s map to give Republicans &#8220;one extra seat.&#8221;<\/p>\n<p>Meanwhile in Alabama, Gov. Kay Ivey <a href=\"https:\/\/x.com\/GovernorKayIvey\/status\/2050283101285179701\" target=\"_blank\" rel=\"noopener\">called a special legislative session<\/a> starting Monday to potentially schedule special primary elections if a new House map is implemented.\u00a0<\/p>\n<p>Ivey said she wants the state to be &#8220;prepared should the courts act quickly enough&#8221; for the House map to be changed in time for this year&#8217;s elections. The state&#8217;s primaries are set for May 19, and the <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/2026-candidate-filing-deadlines\" target=\"_blank\" rel=\"noopener\">deadline for candidates to file<\/a> was in January.<\/p>\n<p>Alabama faces a complicated situation due to years of litigation over its congressional districts. The Supreme Court <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/supreme-court-voting-rights-act-alabama-redistricting\/\" data-invalid-url-rewritten-http=\"\">ruled in 2023<\/a><\/span> that Alabama&#8217;s House map violated the Voting Rights Act, and later that year, a three-judge panel <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/alabamas-congressional-districts-rejected-federal-court-majority-black-voters-district\/\" data-invalid-url-rewritten-http=\"\">rejected another map<\/a><\/span> that was crafted by state lawmakers. A <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/alabama-new-congressional-map-judges-black-voting-power\/\" data-invalid-url-rewritten-http=\"\">court-appointed expert<\/a><\/span> then drew a fresh map, resulting in two House districts where Black voters make up a significant portion of the electorate, both held by Democrats.<\/p>\n<p>If permitted by the courts, Ivey said she is aiming to return to the state legislature&#8217;s 2023 map, which had one majority-Black, Democratic-leaning House seat.<\/p>\n<p>Under a court injunction issued last year, Alabama&#8217;s existing map is <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.alnd.179302\/gov.uscourts.alnd.179302.510.0_1.pdf\" target=\"_blank\" rel=\"noopener\">required to remain in place<\/a> until after the 2030 Census. But state Attorney General Steve Marshall on Thursday asked the Supreme Court to <a href=\"https:\/\/www.supremecourt.gov\/DocketPDF\/25\/25-274\/407725\/20260430173716520_2026.04.30%20-%20Milligan%20Mot%20to%20Expedite%20FINAL.pdf\" target=\"_blank\" rel=\"noopener\">vacate the lower court ruling<\/a> that struck down lawmakers&#8217; 2023 map, citing the high court&#8217;s decision earlier this week.<\/p>\n<p>The gambit was made possible by the Supreme Court&#8217;s <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/supreme-court-louisiana-congressional-map-voting-rights-act\/\" data-invalid-url-rewritten-http=\"\">decision Wednesday<\/a><\/span> in Louisiana v. Callais. In a 6-3 ruling, the high court struck down a Louisiana map that includes two majority-Black House districts, upholding a lower court ruling that found state lawmakers relied too heavily on race.<\/p>\n<p>Louisiana officials reacted Thursday by <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/louisiana-house-primaries-suspended\/\" data-invalid-url-rewritten-http=\"\">moving to suspend<\/a><\/span> its House primaries scheduled for later this month, potentially setting the stage to draw a new map.<\/p>\n<p>But the ruling&#8217;s impacts are expected to stretch well beyond Louisiana because, in effect, it narrowed a portion of the 1965 Voting Rights Act that had previously been interpreted to require states to draw districts where minority groups make up a majority in some circumstances. Now, districts only violate the Voting Rights Act when there is a &#8220;strong inference that intentional discrimination occurred,&#8221; Justice Samuel Alito wrote in the majority opinion.<\/p>\n<p>Beyond Alabama and Tennessee, legislators in Mississippi are planning to hold a special session to redraw the state&#8217;s Supreme Court districts. Some state officials have suggested also redrawing the state&#8217;s U.S. House maps to unseat Democratic Rep. Benny Thompson, though it might be too late for this year because Mississippi <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/redistricting-2026-midterm-elections-supreme-court\/\" data-invalid-url-rewritten-http=\"\">has already held its primary elections<\/a><\/span>.<\/p>\n<p>Florida has also <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/florida-redistricting-vote-ron-destantis-map\/\" data-invalid-url-rewritten-http=\"\">moved to redraw its House maps<\/a><\/span> and give the GOP an edge in four more seats, an effort that was launched prior to the Supreme Court&#8217;s ruling.<\/p>\n<p>Well before this week&#8217;s ruling, several states <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/texas-californias-redistricting-maps\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">had launched<\/a><\/span> rare mid-decade redistricting efforts ahead of the hotly contested 2026 midterm elections.\u00a0<\/p>\n<p>Texas lawmakers <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/supreme-court-texas-map-republicans\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">shifted five Democratic districts<\/a><\/span> toward the GOP last summer, and <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/texas-redistricting-court-ruling-california-prop-50\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">California<\/a><\/span> reacted by moving five of its Republican-held districts leftward. Missouri and North Carolina shifted one Democratic district apiece to the right, and last month, Virginia voters <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/virginia-redistricting-results-gerrymandering\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">approved<\/a><\/span> a measure to create four new
