He added that the country is open to &#8220;not only small investments, but also large investments, particularly in infrastructure.&#8221;<\/p>\n<p>Fraga indicated that the new policy would be announced Monday night.\u00a0<\/p>\n<p>CBS News has reached out to the White House for comment.<\/p>\n<p>It marks a notable shift for the country, which has had a <a href=\"https:\/\/horizontecubano.law.columbia.edu\/news\/employment-wages-and-dynamism-other-faces-private-sector-prosperous-cuba\" target=\"_blank\" rel=\"nofollow noopener\">largely state-controlled economy<\/a> for decades and heavily restricted residents from starting private businesses <a href=\"https:\/\/apnews.com\/article\/business-cuba-economy-small-business-69f693b97d920f5e9b43eb32087d862f\" target=\"_blank\" rel=\"nofollow noopener\">until 2021<\/a>.<\/p>\n<p>The policy change comes as Cuba grapples with a <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/cuba-national-energy-grid-nationwide-blackout\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">collapsing energy grid<\/a><\/span> and <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/miami\/news\/rep-mario-diaz-balart-comments-cuba-regime-change\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">bouts of public protest<\/a><\/span>. The Trump administration threatened steep tariffs earlier this year on any country that ships oil to Cuba, choking off the country&#8217;s access to petroleum and leading to fuel shortages.<\/p>\n<p>President Trump and members of his administration have suggested in recent months that the island&#8217;s communist regime could fall \u2014 after Mr. Trump ordered a U.S. military operation to arrest the leader of Venezuela, another adversarial Latin American country.<\/p>\n<p>Mr. Trump told reporters late Sunday that the U.S. and Cuban governments are talking. Calling Cuba a &#8220;failed nation,&#8221; the president said Cuba &#8220;wants to make a deal, and I think we will pretty soon either make a deal or do whatever we have to do.&#8221; He also said that &#8220;something will happen with Cuba pretty quickly,&#8221; though he said he wants to deal with the war with Iran first.<\/p>\n<p>Last month, the U.S. president <a href=\"https:\/\/apnews.com\/article\/trump-cuba-friendly-takeover-rubio-venezuela-435f056b47cfd6bc0c0af875318fa123\" target=\"_blank\" rel=\"nofollow noopener\">said<\/a> a &#8220;friendly takeover&#8221; of Cuba was possible.<\/p>\n<p>It&#8217;s unclear how much foreign investment would be drawn to the island. Cuba is under intense U.S. sanctions that <a href=\"https:\/\/ofac.treasury.gov\/faqs\/topic\/1541\" target=\"_blank\" rel=\"nofollow noopener\">make it difficult for Americans<\/a> to invest in Cuba or do business with the country without U.S. government permission, with <a href=\"https:\/\/www.ecfr.gov\/current\/title-31\/subtitle-B\/chapter-V\/part-515\/subpart-E\/section-515.573#p-515.573(c)\" target=\"_blank\" rel=\"nofollow noopener\">some exceptions<\/a>. The U.S. State Department also <a href=\"https:\/\/www.state.gov\/division-for-counter-threat-finance-and-sanctions\/cuba-restricted-list\" target=\"_blank\" rel=\"nofollow noopener\">bans direct financial transactions<\/a> with a litany of companies that it deems to be affiliated with Cuba&#8217;s military or intelligence services.<\/p>\n<p>Fraga said the U.S.&#8217;s restrictions on commerce with Cuba are &#8220;undoubtedly an element that affects the development of these transformations.&#8221;<\/p>\n<p>Andy Gomez, a professor of Cuban studies at the University of Miami, <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/miami\/news\/cuba-invest-private-business-crisis-economy-energy\/\" data-invalid-url-rewritten-http=\"\">told CBS Miami<\/a><\/span> that the risks of foreign investors in Cuba may outweigh the benefits.<\/p>\n<p>&#8220;To invest in Cuba and be assured that you&#8217;re going to be able to, for the companies, be able to keep most of your
