The chairman \u2014 who has drawn President Trump&#8217;s ire for declining to rapidly slash interest rates \u2014 said the probe centered on his comments about a years-long renovation project at the Federal Reserve&#8217;s office buildings.<\/p>\n<p>The probe has not resulted in any criminal charges.<\/p>\n<p>In sealed court proceedings, the Federal Reserve is challenging the legality of the subpoenas and asking a federal judge to quash them, according to a source familiar with the efforts. It&#8217;s unclear specifically what the Federal Reserve&#8217;s legal arguments are, and the challenge is taking place behind closed doors because of secrecy rules surrounding grand jury proceedings.<\/p>\n<p>The Wall Street Journal was first to report the Federal Reserve&#8217;s move to quash the subpoenas.<\/p>\n<p>The independently funded renovation project and Powell&#8217;s testimony came under scrutiny by the Trump administration last year, with Office of Management and Budget Chair Russell Vought <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-official-criticizes-fed-chief-jerome-powell-office-renovations-interest-rates\/\" data-invalid-url-rewritten-http=\"\">accusing Powell<\/a><\/span> of leading an &#8220;ostentatious&#8221; office renovation project that may be &#8220;violating the law.&#8221; The renovations have faced cost overruns.<\/p>\n<p>In his testimony to the Senate, Powell called some descriptions of the renovation project as overly lavish &#8220;misleading and inaccurate.&#8221; He told lawmakers there isn&#8217;t any new marble aside from what&#8217;s necessary to replace broken old marble and said there are no &#8220;special elevators,&#8221; new water features or rooftop gardens.<\/p>\n<p>The questions about the renovations \u2014 and the subpoenas \u2014 followed a <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/what-does-the-federal-reserve-do-and-why-is-trump-mad-at-its-chair-jerome-powell\/\" data-invalid-url-rewritten-http=\"\">monthslong conflict between the Fed and Mr. Trump<\/a><\/span>. The president has pressed the central bank to quickly lower interest rates in order to boost economic growth and lower borrowing costs, but the Fed has <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/fed-meeting-fomc-interest-rate-decision-january-28\/\" data-invalid-url-rewritten-http=\"\">taken a more cautious tack<\/a><\/span>, wary of causing inflation to spike. Meanwhile, the president has called Powell a &#8220;moron,&#8221; a &#8220;stubborn mule,&#8221; a &#8220;Trump Hater&#8221; and &#8220;Mr. Too Late.&#8221;<\/p>\n<p>Powell&#8217;s term as Fed chair is <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-interest-rates-federal-reserve-hurdles-jerome-powell-subpoena\/\" data-invalid-url-rewritten-http=\"\">set to end in May<\/a><\/span>. He is eligible to remain on the Federal Reserve board until 2028, where he could continue to play a role in monetary policy, but he hasn&#8217;t indicated whether he will stay.<\/p>\n<p>Powell argued last month that the criminal investigation was a pretext to put pressure onto the Fed and challenge its ability to set monetary policy independently.<\/p>\n<p>&#8220;The threat of criminal charges is a consequence of the Federal Reserve setting interest rates based on our best assessment of what will serve the public, rather than following the preferences of the president,&#8221; the chair said.<\/p>\n<p>U.S. Attorney for D.C. Jeanine Pirro said at the time of Powell&#8217;s announcement regarding the subpoenas that her office&#8217;s staff &#8220;contacted the Federal Reserve on multiple occasions to discuss cost overruns and the chairman&#8217;s congressional testimony, but were ignored, necessitating the use of legal process\u2014which is not a threat.&#8221;<\/p>\n<p>&#8220;The word &#8216;indictment&#8217; has come out of Mr. Powell&#8217;s mouth, no one else&#8217;s,&#8221; Pirro said. &#8220;None of this would have happened if they had just responded to our outreach.&#8221;<\/p>\n<section
