The nonpartisan group\u00a0<a href=\"https:\/\/www.nirsonline.org\/wp-content\/uploads\/2026\/02\/NIRS_2026-Retirement-in-America-FINAL.pdf\" target=\"_blank\" rel=\"nofollow noopener\">found<\/a> that most Americans without an employer-sponsored plan are unlikely to put any money away for retirement.\u00a0<\/p>\n<p>Mr. Trump highlighted the issue in his speech by pointing out that the typical 401(k) balance is about $30,000 higher than when he took office, while noting that millions of workers without employer-sponsored plans and company matches aren&#8217;t enjoying the same gains.<\/p>\n<p>The new plans will &#8220;ensure that all Americans can profit from a rising stock market,&#8221; Mr. Trump said. Here&#8217;s what to know about the plan.<\/p>\n<h2>How would the plan work?<\/h2>\n<p>The Trump administration&#8217;s new plan would expand on a bill signed into law by President Biden in 2022 called the Securing a Strong Retirement Act, or\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/secure-2-0-retirement-changes\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Secure Act 2.0<\/a><\/span>. That bill itself was built on prior legislation passed during Mr. Trump&#8217;s first term, <a href=\"https:\/\/www.axios.com\/2026\/02\/25\/trump-state-of-union-retirement-plan\" target=\"_blank\" rel=\"nofollow noopener\">according<\/a> to Axios.\u00a0<\/p>\n<p>The Secure Act 2.0 created a so-called\u00a0<a href=\"https:\/\/crr.bc.edu\/the-savers-match-could-really-help-low-and-middle-income-workers\/\" target=\"_blank\" rel=\"nofollow noopener\">Savers Match program<\/a>, set to launch in 2027, under which the federal government will provide a 50% matching contribution up to $1,000 for low- to moderate-income workers.\u00a0<\/p>\n<p>In his address on Tuesday, Mr. Trump said the new plan would be similar to the <a href=\"https:\/\/www.tsp.gov\/funds-individual\/?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=sendto_newslettertest_business&amp;stream=top#_ga=2.75043153.2139391218.1772026543-112221076.1754507965\" target=\"_blank\" rel=\"nofollow noopener\">Thrift Savings Plan<\/a>, which provides federal workers with access to low-fee funds that invest in stocks and bonds.\u00a0<\/p>\n<h2>Could this bridge the retirement gap?<\/h2>\n<p>Millions of Americans have been unable to save for retirement, data shows.
