Again and again, audits called for changes in state law meant to fix those problems.<\/p>\n<p>In many cases, those fixes did not happen.<\/p>\n<p>CBS News California Investigates recently exposed how <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/california-hidden-fees-drive-up-traffic-tickets\/\" data-invalid-url-rewritten-http=\"\">lawmakers ignored years of warnings<\/a><\/span> from the California State Auditor about hidden traffic violation fees.<\/p>\n<p>That raised a broader question: What other audit warnings have lawmakers been ignoring, and at what cost?<\/p>\n<p>An exclusive CBS News California analysis of state audit recommendations dating back to 2015 found lawmakers failed to enact three out of every four recommendations that required legislative action.\u00a0<\/p>\n<p>The unresolved warnings span some of California&#8217;s most expensive and urgent problems, including <a href=\"https:\/\/www.auditor.ca.gov\/reports\/2025-601\/#issue1:~:text=EDD%20continues%20to%20have%20high%20rates%20of%20improper%20UI%C2%A0payments%2C%20including%20fraudulent%20payments%2C%20and%20it%20needs%20to%20improve%20the%20customer%20service%20it\" target=\"_blank\" rel=\"nofollow noopener\">unemploymen<\/a>t fraud, <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2023-102.1\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">homelessness <\/a>spending oversight, <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2020-102\/summary.html\" target=\"_blank\" rel=\"nofollow noopener\">public safety <\/a>funding accountability, <a href=\"https:\/\/information.auditor.ca.gov\/pdfs\/reports\/2021-117.pdf\" target=\"_blank\" rel=\"nofollow noopener\">wildfire risk<\/a>, and <a href=\"https:\/\/information.auditor.ca.gov\/pdfs\/reports\/2021-118.pdf\" target=\"_blank\" rel=\"nofollow noopener\">drinking water <\/a>safety, just to name a few.<\/p>\n<p>These are audits the Legislature asked for. Audits Californians paid for. Audits with recommendations that remain unresolved, while California continues to lose money to potential waste and fraud.\u00a0<\/p>\n<h2>California&#8217;s Unfinished Business<\/h2>\n<p>CBS News California analyzed state audit recommendations dating back to 2015 and found the following.<\/p>\n<ul>\n<li>California lawmakers failed to act on three out of every four state audit recommendations<\/li>\n<li>There are more than 300 outstanding recommendations to the legislature<\/li>\n<li>The outstanding recommendations impacted more than 100 different issues and agencies<\/li>\n<li>Two out of three state audits<strong> <\/strong>include<strong> <\/strong>recommendations on which the auditor notes that lawmakers have taken &#8220;no action&#8221;<strong> <br \/><\/strong>at all.\u00a0<\/li>\n<\/ul>\n<p>CBS News California Investigates is now building a publicly searchable &#8220;Audit Accountability Tracker&#8221; to help viewers and voters track what lawmakers have not done and what that inaction costs Californians.\u00a0<\/p>\n<p>The database is not yet public, but the early findings reveal a series of patterns the Auditor has documented for years: the same problems, the same risks, the same inaction.<\/p>\n<h2>Billions lost to fraud and broken oversight<\/h2>\n<p>The analysis reveals that some of California&#8217;s most costly cases of fraud or untracked spending were the subjects of numerous prior audits. According to the auditor, state losses may have been mitigated if lawmakers had acted on earlier recommendations.<\/p>\n<p>&#8220;There would still be issues, but not as serious as we are now,&#8221; former California State Auditor Elaine Howle told CBS News California in 2021 <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2020-628.2\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">while discussing two audits<\/a> related to\u00a0<a href=\"https:\/\/information.auditor.ca.gov\/reports\/2020-128and628.1\/summary.html\" target=\"_blank\" rel=\"nofollow noopener\">pandemic unemployment <\/a>fraud.<\/p>\n<p><a href=\"https:\/\/information.auditor.ca.gov\/reports\/2018-129\/summary.html\" target=\"_blank\" rel=\"nofollow noopener\">Prior audits warned lawmakers<\/a> that the state&#8217;s Employment Development Department (EDD) left Californians vulnerable to fraud, but by the time lawmakers acted, it was too late. \u00a0<\/p>\n<p>It&#8217;s estimated that <a href=\"https:\/\/edd.ca.gov\/siteassets\/files\/pdf\/news-22-34.pdf\" target=\"_blank\" rel=\"nofollow noopener\">California lost more than <strong>$20 billion<\/strong><\/a> to pandemic unemployment fraud when EDD issued billions in fraudulent payments to criminals while out-of-work Californians struggled to get an EDD rep on the phone, let alone get paid.\u00a0<\/p>\n<p>Years later, <a href=\"https:\/\/www.auditor.ca.gov\/reports\/2025-601\/#issue1:~:text=EDD%20continues%20to%20have%20high%20rates%20of%20improper%20UI%C3%82%20payments,%20including%20fraudulent%20payments,%20and%20it%20needs%20to%20improve%20the%20customer%20service%20it\" target=\"_blank\" rel=\"nofollow noopener\">new audits reveal that EDD fraud continues<\/a>, along with <a href=\"https:\/\/information.auditor.ca.gov\/reports\/responses\/2020-128and628.1\/1#:~:text=As%20of%20October%2027,%202022,%20the%20Legislature%20has%20not%20taken%20action%20to%20address%20this%20specific%20recommendation.\" target=\"_blank\" rel=\"nofollow noopener\">outstanding recommendations<\/a> to lawmakers.<\/p>\n<p><a href=\"https:\/\/information.auditor.ca.gov\/reports\/2023-102.1\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">Homelessness spending<\/a>\u00a0offers another example of state audit warnings <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2020-112\/summary.html\" target=\"_blank\" rel=\"nofollow noopener\">that lawmakers ignored<\/a>. The Auditor repeatedly warned lawmakers that California lacks a statewide plan, outcome tracking and accountability for homelessness program spending.\u00a0<\/p>\n<p>The<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/sanfrancisco\/news\/california-homelessness-spending-audit-24b-five-years-didnt-consistently-track-outcomes\/\" data-invalid-url-rewritten-http=\"\"> state spent more than $20 billion<\/a><\/span> without uniform standards to measure effectiveness. Meanwhile, audit after audit repeated the same core warnings while the <a href=\"https:\/\/information.auditor.ca.gov\/reports\/recommendations\/2023-102.1\" target=\"_blank\" rel=\"nofollow noopener\">recommendations<\/a> to the legislature appear to <a href=\"https:\/\/information.auditor.ca.gov\/reports\/recommendations\/2023-102.1#:~:text=Recommendations%20to%20Legislature-,Number,September%202025%20and%20should%20provide%20resources%20for%20this%20effort%2C%20as%20necessary.,-Print%20all%20recommendations\" target=\"_blank\" rel=\"nofollow noopener\">have stalled.\u00a0<\/a><\/p>\n<p>In many cases, recommended <a href=\"https:\/\/information.auditor.ca.gov\/reports\/responses\/2017-112\/3#:~:text=and%20best%20practices.-,This%20bill%20died%20in%20the%20Assembly%20Appropriations%20Committee.,-Legislative%20Action%20Current\" target=\"_blank\" rel=\"nofollow noopener\">legislation died behind closed doors<\/a> without a public vote revealing who killed it or why.\u00a0<\/p>\n<h2>It is not just about money<\/h2>\n<p>Outstanding audit recommendations also involve risks to public safety and public health that may have been mitigated if lawmakers acted sooner.<\/p>\n<p>For instance, the auditor found that water systems were failing to tell people that their <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2021-118\/index.html#QL1\" target=\"_blank\" rel=\"nofollow noopener\">drinking water was unsafe<\/a>. It&#8217;s an issue CBS News California has<a href=\"http:\/\/youtube.com\/watch?list=PLa9rnaEtSHWV9myuhOabcw5Ess_dMkX5E&amp;t=151&amp;v=y4DHG0lQIUA&amp;feature=youtu.be\" target=\"_blank\" rel=\"nofollow noopener\"> been covering<\/a> for years.<\/p>\n<p>The auditor pushed for more disclosure, and <a href=\"https:\/\/information.auditor.ca.gov\/reports\/responses\/2021-118\/1#:~:text=As%20of%20January%2031,%202023,%20the%20Legislature%20has%20not%20taken%20action%20to%20address%20this%20specific%20recommendation.\" target=\"_blank\" rel=\"nofollow noopener\">lawmakers failed to act.<\/a><\/p>\n<p>As <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2021-117\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">wildfires continue<\/a> to <a href=\"https:\/\/www.youtube.com\/watch?list=PLiU0D01qFGDzLrp6na6LFmV8RMyFkIkLZ&amp;t=26&amp;v=FwXqq8arCf0&amp;feature=youtu.be\" target=\"_blank\" rel=\"nofollow noopener\">destroy communities<\/a>, <a href=\"https:\/\/information.auditor.ca.gov\/reports\/recommendations\/2021-117?utm_source=chatgpt.com\" target=\"_blank\" rel=\"nofollow noopener\">lawmakers take &#8220;no action<\/a>&#8221; on auditor-recommended oversight laws and ignore other recommendations related to <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2021-105\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">law enforcement<\/a>,\u00a0 <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2022-030\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">courts,<\/a> <a href=\"https:\/\/information.auditor.ca.gov\/reports\/2023-103\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">healthcare for pregnant women<\/a>, <a href=\"https:\/\/information.auditor.ca.gov\/pdfs\/reports\/2017-131.pdf\" target=\"_blank\" rel=\"nofollow noopener\">hate crimes<\/a>, <a href=\"https:\/\/information.auditor.ca.gov\/pdfs\/reports\/2018-501.pdf\" target=\"_blank\" rel=\"nofollow noopener\">untested rape kits<\/a>, \u00a0<a href=\"https:\/\/information.auditor.ca.gov\/reports\/recommendations\/2020-108\" target=\"_blank\" rel=\"nofollow noopener\">affordable housing<\/a> solutions and more.\u00a0<\/p>\n<p>Lawmakers even failed to act on polices that, according to the auditor, put <a href=\"https:\/\/information.auditor.ca.gov\/reports\/recommendations\/2021-112\" target=\"_blank\" rel=\"nofollow noopener\">child abuse victims <\/a>at risk.<\/p>\n<p>In all, CBS News California identified more than 300 outstanding audit recommendations.<\/p>\n<h2>New lawmakers, old warnings<\/h2>\n<p>CBS News California Investigates shared some of our findings with Assemblymember John Harabedian, the new chair of the Joint Legislative Audit Committee (JLAC). The JLAC committee decides which issues the auditor investigates.<\/p>\n<p>&#8220;When I hear that there are many audits and recommendations that haven&#8217;t been addressed, I think that&#8217;s a wake-up call, Harabedian said.&#8221;<\/p>\n<p>Harabedian is part of a large new class of lawmakers, many of whom were not in office when the recommendations were written.<\/p>\n<p>&#8220;I think that being new to the Legislature and now being the chair of the Joint Legislative Audit Committee, I am keenly focused on oversight,&#8221; he said. &#8220;I do think investigative journalism, what you&#8217;re doing, is important.
