The viral video, posted by conservative YouTuber Nick Shirley, alleged nearly a dozen day care centers in Minnesota that are receiving public funds are not actually providing any service.\u00a0<\/p>\n<p>HSI has historically investigated criminal activity with an international or immigration nexus, such as child exploitation, drug smuggling, identity theft and fraud. Under the second Trump administration, many HSI agents have been assigned to work alongside ICE&#8217;s immigration enforcement branch to find and arrest immigrants suspected of being in the U.S. illegally.<\/p>\n<p>Asked whether the effort in Minneapolis is focused on the <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/what-to-know-minnesota-fraud-scandal-more-charges-filed-trump-walz\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">suspected fraud there<\/a><\/span> or <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/gov-walz-city-leaders-talk-federal-immigration-crackdown\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">immigration enforcement<\/a><\/span>, a senior DHS official said, a &#8220;little of everything.&#8221;<\/p>\n<p>The HSI investigation comes a day after FBI Director Kash Patel called <a href=\"https:\/\/www.cbsnews.com\/minnesota\/video\/fbi-has-surged-resources-to-minnesota-to-investigate-fraud-director-says\/\" target=\"_blank\" rel=\"nofollow\" data-invalid-url-rewritten-http=\"\">previous fraud arrests in Minnesota &#8220;just the tip of a very large iceberg.&#8221;<\/a> He said that the agency has &#8220;surged personnel and investigative resources&#8221; to the state to investigate fraud.\u00a0<\/p>\n<p>Earlier this month, federal prosecutors said the total fraud in Minnesota&#8217;s Medicaid programs <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/billions-paid-out-by-medicaid-in-minnesota-may-be-fraudulent-us-attorney\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">could be as much as $9 billion<\/a><\/span>, a figure that Gov. Tim Walz and other state officials <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/walz-minnesota-officials-question-us-attorney-fraud-claim\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">have disputed<\/a><\/span>.\u00a0<\/p>\n<p>The accusations from federal prosecutors prompted a group of Minnesota House and Senate Republicans on Monday to <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/minnesota-republicans-demand-walz-resign-fraud\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">call on Walz to resign<\/a><\/span>. In response, the governor&#8217;s office said Walz has been working for years to crack down on fraud and has asked the state Legislature for more authority to take aggressive action.  <\/p>\n<p>This summer, Walz\u00a0<a href=\"https:\/\/minnesotareformer.com\/2025\/07\/28\/walz-says-he-stopped-payments-to-50-of-the-largest-housing-stabilization-providers\/\" target=\"_blank\" rel=\"nofollow noopener\">agreed with a previous estimate from First Assistant U.S. Attorney Joe Thompson<\/a>\u00a0that fraud across all programs, including the\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/man-78th-charged-feeding-our-future-fraud-scheme\/\" data-invalid-url-rewritten-http=\"\">Feeding Our Future scheme<\/a><\/span>, which is not a DHS-administered program, could total $1 billion.\u00a0<\/p>\n<p>Thompson told reporters that there are federal investigations into all 14 of the Medicaid programs deemed &#8220;high risk&#8221; for fraud, which\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/medicaid-billing-department-of-human-services-tim-walz\/\" data-invalid-url-rewritten-http=\"\">are also subject to a third-party payment audit<\/a><\/span>.<\/p>\n<p>More than 90 people have been accused, and in many cases convicted, of bilking hundreds of millions of dollars from the state, putting
