Kathy Hochul spoke out after Louisiana Gov. Jeff Landry signed an extradition warrant for a New York doctor\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/newyork\/news\/new-york-doctor-indicted-abortion-pill-louisiana\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">indicted by a grand jury<\/a><\/span>\u00a0for allegedly prescribing abortion pills online.<\/p>\n<p>Hochul said she would not cooperate with any extradition order for Dr. Margaret Carpenter.<\/p>\n<p>&#8220;Louisiana has changed their laws, but that has no bearing on the laws here in the state of New York,&#8221; Hochul said. &#8220;I will not be signing an extradition order that came from the governor of Louisiana. Not now, not ever.&#8221;\u00a0<\/p>\n<p>Hochul said she&#8217;s sent out a notice that certain out-of-state warrants are not enforceable in the state of New York.\u00a0<\/p>\n<p>Prosecutors in Louisiana said a mother ordered the pill online and gave it to her child, a pregnant minor. \u00a0<\/p>\n<p>&#8220;The young child was told by the mother that she had to take the pill or else, and the child took the pill,&#8221; \u00a0Baton Rouge, La. District Attorney Tony Clayton previously said. &#8220;To ship a pill from another state is equivalent to me shipping fentanyl or any other type of drugs over here that end up in the mouths and stomachs of our minor kids.&#8221;<\/p>\n<p>Prosecutors alleged the girl suffered a medical emergency after taking the medication, resulting in her being treated at a hospital. \u00a0<\/p>\n<p>The case appears to be the first criminal charges against a doctor accused of sending abortion pills to another state since the\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/one-year-roe-v-wade-reversal-dobbs-decision-warnings-about-abortion-become-reality\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">U.S. Supreme Court overturned Roe v. Wade in 2022<\/a><\/span>.<\/p>\n<p>&#8220;I will never under any circumstances turn this doctor over to the state of Louisiana under any extradition request,&#8221; Hochul previously said\u00a0<a href=\"https:\/\/www.facebook.com\/govkathyhochul\/videos\/3615193021959119\" target=\"_blank\" rel=\"nofollow noopener\">in a video posted to social media<\/a>. &#8220;I will do everything I can to protect this doctor and allow her to continue the work that she&#8217;s doing that is so essential.&#8221;<\/p>\n<p>Louisiana has a near-total abortion ban, and physicians convicted of performing abortions, including with pills, face up to 15 years in prison, $200,000 in fines and the loss of their medical license. Louisiana also is the first state to reclassify mifepristone and misoprostol\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/louisiana-abortion-pill-law\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">as &#8220;controlled dangerous substances<\/a><\/span>.&#8221; The drugs are still allowed there, but require medical personnel to take extra steps to access them.\u00a0<\/p>\n<p>Carpenter was previously sued by the attorney general of Texas for allegations of sending abortion pills there, though that case did not involve criminal charges.<\/p>\n<p>After the indictment,\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/newyork\/video\/new-york-governor-responds-after-doctor-charged-in-abortion-case-full-news-conference\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Hochul signed additional legislation<\/a><\/span> enabling physicians to ask pharmacies to print their practices on the prescription label while withholding their individual names.\u00a0<\/p>\n<p>    <!-- data-recirc-source=\"queryly\" --><\/p>\n<aside class=\"component list recirculation component--type-recirculation \">\n<p><h3 class=\"component__title\">More from CBS News<\/h3>\n<\/p>\n<\/aside>\n<p><!-- tags --><\/p>\n<div class=\"content-author\">\n      <a href=\"https:\/\/www.cbsnews.com\/team\/jesse-zanger\/\" class=\"content-author__name\" data-invalid-url-rewritten-http=\"\">Jesse Zanger<\/a><\/p>\n<div class=\"content-author__bio\">\n<div class=\"content-author__full-information\">\n<p class=\"content-author__text\">Jesse Zanger is the managing editor of CBSNewYork.com.
