While companies and foreign governments have announced large-scale projects since Mr. Trump&#8217;s inauguration, the White House has not provided documentation showing total <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/fact-check-trump-9-trillion-us-investments\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">investments<\/a><\/span> approaching $21 trillion \u2014 an amount roughly two-thirds of the <a href=\"https:\/\/fred.stlouisfed.org\/series\/GDP\" target=\"_blank\" rel=\"nofollow noopener\">annual GDP<\/a>.<\/p>\n<p>The administration&#8217;s own list of major investments &#8220;made possible by President Trump&#8217;s leadership&#8221; totaled <a href=\"https:\/\/www.whitehouse.gov\/investments\/\" target=\"_blank\" rel=\"nofollow noopener\">$9.6 trillion<\/a> as of the latest update in November, but even that figure is exaggerated. It includes some investments announced under President Biden and trade goals that the U.S. is also partially responsible for.\u00a0<\/p>\n<p>The White House did not directly respond to CBS News&#8217; questions about these inclusions or the discrepancies between the administration&#8217;s total and the much higher figures the president has claimed in his remarks.\u00a0<\/p>\n<p>&#8220;President Trump&#8217;s dealmaking has secured trillions in investments to make and hire in America, trillions in commercial opportunities for American companies, and trillions in new export opportunities,&#8221; White House spokesman Kush Desai said in a statement.<\/p>\n<p>Federal data shows corporate investment levels are roughly in line with last year, with companies on track to invest over $5 trillion in 2025. The $20 trillion surge Mr. Trump has claimed does not appear in the available data.<\/p>\n<p>Here&#8217;s a closer look at some of the investment claims.<\/p>\n<h2>Trump claims credit for some corporate investments announced under Biden<\/h2>\n<p>The White House list includes more than 100 corporate commitments totaling over $3 trillion. Yet some of the largest were <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/fact-check-trump-9-trillion-us-investments\/\" data-invalid-url-rewritten-http=\"\">originally unveiled<\/a><\/span> years before Mr. Trump took office and were backed by federal funding under President Biden&#8217;s administration.\u00a0<\/p>\n<p>The administration lists a $200 billion investment by Micron Technology in semiconductor manufacturing and research. However, a company spokesman confirmed $120 billion of that was previously <a href=\"https:\/\/investors.micron.com\/news-releases\/news-release-details\/micron-announces-historic-investment-100-billion-build-megafab\" target=\"_blank\" rel=\"nofollow noopener\">announced<\/a> in 2022 and supported by <a href=\"https:\/\/www.nist.gov\/news-events\/news\/2024\/12\/department-commerce-awards-chips-incentives-micron-idaho-and-new-york#:~:text=This%20funding%20will%20support%20the,to%20approximately%2010%25%20by%202035.\" target=\"_blank\" rel=\"nofollow noopener\">$6 billion<\/a> in funding from Biden&#8217;s <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/live-updates\/biden-chips-act-signing-watch-live-stream-today-2022-08-09\/\" data-invalid-url-rewritten-http=\"\">Chips and Science Act<\/a><\/span>.<\/p>\n<p>Similarly, the White House attributes a $16 billion <a href=\"https:\/\/gf.com\/gf-press-release\/globalfoundries-announces-16b-u-s-investment-to-reshore-essential-chip-manufacturing-and-accelerate-ai-growth\/\" target=\"_blank\" rel=\"nofollow noopener\">GlobalFoundries<\/a> investment in U.S. chip production to Mr. Trump. However, only $3 billion is newly promised this year. A company spokesperson said the remaining $13 billion was originally <a href=\"https:\/\/gf.com\/gf-press-release\/globalfoundries-and-u-s-department-of-commerce-announce-award-agreement-on-chips-act-funding-for-essential-chip-manufacturing\/\" target=\"_blank\" rel=\"nofollow noopener\">announced<\/a> under Biden and backed by tax credits from the Chips and Science Act.<\/p>\n<p>The Trump administration also claims credit for some major clean-energy manufacturing investments, even though its own policies have undercut projects in the sector, said Tom Taylor, a senior policy analyst at Atlas Public Policy, which tracks clean energy investment in the U.S.\u00a0<\/p>\n<p>The administration cited Invenergy&#8217;s $1.7 billion <a href=\"https:\/\/wwww.invenergy.com\/news\/grain-belt-express-awards-1-7b-to-u-s-contractors-quanta-and-kiewit-to-build-largest-transmission-line-in-u-s-history\" target=\"_blank\" rel=\"nofollow noopener\">commitment<\/a> to a clean-energy transmission project announced in May. However, in July, the U.S. Department of Energy <a href=\"https:\/\/www.energy.gov\/articles\/department-energy-terminates-taxpayer-funded-financial-assistance-grain-belt-express\" target=\"_blank\" rel=\"nofollow noopener\">canceled<\/a> a $4.9 billion loan guarantee to Invenergy that had been issued under Biden. A spokesman for Invenergy said the company is continuing its transmission project, but did not respond to a CBS News inquiry about whether the loan cancellation impacted the scale of its investment.<\/p>\n<p>&#8220;The administration has kind of been on a tear this year about canceling clean energy projects,&#8221; Taylor said. His <a href=\"https:\/\/atlaspolicy.com\/cleanmanufacturingq32025\/\" target=\"_blank\" rel=\"nofollow noopener\">research<\/a> shows the administration&#8217;s funding cuts and policy shifts have halted over $20.8 billion in clean manufacturing investments this year.<\/p>\n<p>The White House list also contains apparent errors, including a $3 billion pledge by Kraft Heinz that appears twice. The administration has not responded to a CBS News request for clarification.<\/p>\n<h2>Foreign trade goals and aspirational pledges inflate totals<\/h2>\n<p>Foreign governments account for nearly $6 trillion on the White House&#8217;s list, but several of the largest entries are trade targets \u2014 not investments in the U.S.<\/p>\n<p>For example, in a joint announcement, the U.S. and Qatar <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/05\/fact-sheet-president-donald-j-trump-secures-historic-1-2-trillion-economic-commitment-in-qatar\/\" target=\"_blank\" rel=\"nofollow noopener\">committed<\/a> to &#8220;generate an economic exchange worth at least $1.2 trillion,&#8221; without specifying what portion Qatar would spend or when. The figure is also more than five times the <a href=\"https:\/\/tradingeconomics.com\/qatar\/gdp\" target=\"_blank\" rel=\"nofollow noopener\">gross domestic product<\/a> of Qatar in 2024.<\/p>\n<p>Similarly, India and the U.S. <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/2025\/02\/united-states-india-joint-leaders-statement\/\" target=\"_blank\" rel=\"nofollow noopener\">agreed<\/a> to &#8220;more than double total bilateral trade to $500 billion by 2030&#8221; \u2014 a trade target, not a singular investment commitment.<\/p>\n<p>Some foreign investment pledges touted by Mr. Trump also appear aspirational to some economists.<\/p>\n<p>Saudi Arabia <a href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-remarks-bilat-mohammed-bin-salman-saudi-arabia-november-18-2025\/\" target=\"_blank\" rel=\"nofollow noopener\">promised<\/a> to invest roughly $1 trillion in the U.S. during the crown prince&#8217;s visit to the White House in November. But economists, including Maya Senussi at the Wall Street advisory firm Oxford Economics, have <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.oxfordeconomics.com%2Fresource%2Ftrump-talks-business-on-gcc-tour-with-a-sprinkle-of-diplomacy%2F&amp;data=05%7C02%7CDaniel.Dale%40cnn.com%7C1f371cf078dc424ff88408de078a1df5%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638956486962438657%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=tngU3MFHydy9hzfSgHXIfgV2DiX7PZeMv7a5aBrGHN8%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">questioned<\/a>\u202fwhether the oil-rich country could afford an investment that size with global energy prices declining.<\/p>\n<p>History also offers reason for skepticism: Mr. Trump <a href=\"https:\/\/trumpwhitehouse.archives.gov\/articles\/president-trump-delivers-remarks-arab-islamic-american-summit\/\" target=\"_blank\" rel=\"nofollow noopener\">touted<\/a> in 2017 that Saudi Arabia had agreed to buy $400 billion in U.S. goods, but exports of American goods and services amounted to less than one-fourth of that total over his first term, according to <a href=\"https:\/\/agsi.org\/analysis\/distinguishing-myth-from-reality-saudi-arabias-trade-and-investment-with-the-united-states\/\" target=\"_blank\" rel=\"nofollow noopener\">analysis<\/a> by the Arab Gulf States Institute in Washington.<\/p>\n<h2>Current U.S. investment levels remain typical<\/h2>\n<p>Federal data suggests that real investment spending \u2014 as opposed to announced commitments \u2014 remains roughly in line with last year&#8217;s levels.<\/p>\n<p>Within the U.S., <a href=\"https:\/\/fred.stlouisfed.org\/series\/GPDI\" target=\"_blank\" rel=\"nofollow noopener\">gross private domestic investment<\/a>, the broadest measure of what U.S. companies are spending to expand their businesses, is projected to total about $5.4 trillion this year, according to the Bureau of Economic Analysis, or BEA. That&#8217;s up roughly $100 billion from the same point last year, but far below the multitrillion-dollar surge Mr. Trump has mentioned.<\/p>\n<div>\n<div style=\"min-height:473px\" id=\"datawrapper-vis-7ndRK\"><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/7ndRK\/full.png\" alt=\"Gross private domestic investment in U.S. (Line chart)\"\/><\/div>\n<p><amp-iframe width=\"100\" height=\"100\" layout=\"responsive\" sandbox=\"allow-scripts allow-same-origin\" resizable=\"\" src=\"https:\/\/datawrapper.dwcdn.net\/7ndRK\/4\/%E2%80%9D&lt;\/div&gt;%20&lt;\/amp-iframe&gt;&lt;\/div&gt;\"\/><\/div>\n<p>&#8220;Trump may be talking about commitments that have yet to happen. But on actual investment spending \u2014 so new equipment, buildings and machinery \u2014 2025 is similar to 2024,&#8221; Nicholas Bloom, an economics professor at Stanford University, told CBS News in an email.\u00a0<\/p>\n<p>Some research suggests that foreign corporations have sharply increased the number of spending <em>pledges<\/em> under Mr. Trump. They&#8217;ve promised to invest over $270 billion from January to October, more than double the volume announced under Biden in the same period, according to <a href=\"https:\/\/www.fdiintelligence.com\/content\/75a6a84c-87b7-40b2-a477-03a6baf58437\" target=\"_blank\" rel=\"nofollow noopener\">fDi intelligence<\/a>, which is part of the Financial Times.<\/p>\n<p>But experts say announcements do not always translate into realized investment.\u00a0<\/p>\n<p>New foreign direct investment \u2014 the actual amount that foreign companies put into U.S. subsidiaries and projects \u2014 also remains steady. But how much does that really mean in terms of money coming in?&#8221; said Gary Clyde Hufbauer, nonresident senior fellow at the Peterson Institute.<\/p>\n<section
