of spoilage as it sits in ports, ships and warehouses after funding for the U.S. Agency for International Development, or USAID, was paused by the Trump administration, according to a Feb. 10 report from a government watchdog.\u00a0<\/p>\n<p>The <a href=\"https:\/\/oig.usaid.gov\/sites\/default\/files\/2025-02\/USAID%20OIG%20-%20Oversight%20of%20USAID-Funded%20Humanitarian%20Assistance%20Programming%20021025.pdf\" target=\"_blank\" rel=\"nofollow noopener\">report<\/a> from USAID&#8217;s inspector general highlighted the risks of &#8220;safeguarding and distribution&#8221; of $8.2 billion in unspent humanitarian aid after the Trump administration ordered almost all staff to be <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/usaid-missions-overseas-ordered-shutdown-by-friday\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">placed on leave<\/a><\/span> and ordered a review of U.S. foreign assistance programs.\u00a0<\/p>\n<p>USAID, which\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/usaid-merger-trump-white-house-atul-gawande\/\" data-invalid-url-rewritten-http=\"\">provides humanitarian aid<\/a><\/span>\u00a0to more than 100 countries, buys food directly from U.S. farmers and manufacturers, which have typically provided about 40% of international food assistance, according to a 2021 <a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/R\/R45422\/4\" target=\"_blank\" rel=\"nofollow noopener\">report <\/a>from the Congressional Research Service. With USAID funding paused, there is concern among U.S. farmers about the market for some of their products, including Kansas <a href=\"https:\/\/www.cjonline.com\/story\/news\/politics\/government\/2025\/02\/09\/what-does-usaid-food-for-peace-shutdown-mean-for-kansas-sorghum-crop\/78300587007\/\" target=\"_blank\" rel=\"nofollow noopener\">sorghum producers<\/a>, according to the Topeka Capital-Journal.\u00a0<\/p>\n<p>While the future of USAID&#8217;s funding and its purchases from U.S. farmers remains unclear, there is currently $489 million worth of food sitting &#8220;at ports, in transit, and in warehouses at risk of spoilage, unanticipated storage needs, and diversion,&#8221; the Feb. 10 USAID inspector general report said.\u00a0<\/p>\n<p>An additional 500,000 additional metric tons of food is currently on ships or ready to be shipped abroad, the report added. USAID typically buys commodities such as wheat, soybeans, sorghum and split peas from U.S. farmers.<\/p>\n<p>&#8220;When the food doesn&#8217;t get to where it needs to go, it winds up in a landfill, and that has devastating effects,&#8221; Ashley Stanley, the CEO of Spoonfuls, which redirects excess food from grocers and other companies to aid organizations in Massachusetts, told CBS Boston.\u00a0<\/p>\n<p>The U.S. State Department, which has been tasked with <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/usaid-merged-into-state-department\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">overseeing USAID<\/a><\/span>, didn&#8217;t immediately respond to a request for comment.\u00a0<\/p>\n<p>The Trump administration has\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/musk-says-administration-is-on-verge-of-shutting-usaid\/\" data-invalid-url-rewritten-http=\"\">targeted USAID<\/a><\/span>\u00a0as the President Trump and billionaire\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/elon-musk-special-government-employee-what-does-that-mean\/\" data-invalid-url-rewritten-http=\"\">Elon Musk<\/a><\/span>, the head of the Department of Government Efficiency, or\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-doge-executive-order-elon-musk-us-digital-service-it\/\" data-invalid-url-rewritten-http=\"\">DOGE<\/a><\/span>, seek to cut the size of the federal government. Musk has said the agency should be shut down, calling it &#8220;beyond repair.&#8221;\u00a0<\/p>\n<p>The future of the agency, established in 1961 to combat poverty, strengthen democracy and protect human rights and global health, is now uncertain. On Friday, a federal judge prevented the Trump administration from placing 2,200 USAID employees on\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/usaid-missions-overseas-ordered-shutdown-by-friday\/\" data-invalid-url-rewritten-http=\"\">administrative leave<\/a><\/span>,<\/p>\n<p>The Norwegian Refugee Council, one of the largest humanitarian groups, called the U.S. cutoff the most devastating of any in its 79-year history.
