Summit"},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-6606220950177433\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<!-- ItShrt World News -->\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-client=\"ca-pub-6606220950177433\"\r\n     data-ad-slot=\"1882483372\"\r\n     data-ad-format=\"auto\"\r\n     data-full-width-responsive=\"true\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script>\r\n<br \/>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">World leaders, tech moguls and assorted hangers-on (including yours truly) are gathered in Paris this week for the <a class=\"css-yywogo\" href=\"https:\/\/www.elysee.fr\/en\/sommet-pour-l-action-sur-l-ia\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Artificial Intelligence Action Summit<\/a>, a conference co-hosted by Emmanuel Macron, the French president, and Narendra Modi, India\u2019s prime minister, to discuss a host of A.I.-related issues.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The leaders of three American A.I. companies \u2014 Sam Altman of OpenAI, Dario Amodei of Anthropic and Demis Hassabis of Google DeepMind \u2014 are here, as are a flock of prominent A.I. leaders, academic researchers and civil society groups. (Vice President JD Vance, who is leading the U.S. delegation, is expected to appear on Tuesday.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Between bites of pain au chocolat, here\u2019s some of what I\u2019m seeing so far:<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-68cf7ca6\">Europe is having regulation regrets.<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The backdrop for the A.I. summit is that Europe \u2014 which passed tough laws on data privacy and social media over the last decade, and had a head start on regulating A.I. with the European Union\u2019s A.I. Act \u2014 appears to be having second thoughts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron, who this week <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/technology\/artificial-intelligence\/france-invest-109-billion-euros-ai-macron-announces-2025-02-09\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">announced $112.5 billion<\/a> in private investments into the French A.I. ecosystem, has been especially wary of falling behind. He has become a cheerleader for Mistral, a French A.I. start-up, and has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/10\/business\/ai-summit-paris.html\" title=\"\">argued against<\/a> \u201cpunitive\u201d regulation that could make the country\u2019s tech sector less competitive.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Tech companies (and their lobbyists) appreciate the assist. But it\u2019s probably too late to stop <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/08\/technology\/eu-ai-act-regulation.html\" title=\"\">the A.I. Act<\/a>, which is slated to take effect in stages over the next year. And several American A.I. executives told me they still considered Europe a hard place to do business compared with other big markets, such as India, where regulation is comparatively lax.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-43ceafa0\">A.I. doomsayers are losing ground.<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The Paris A.I. summit is actually the third in a series of global A.I. summits. The first two \u2014 held in Britain in 2023 and in South Korea last year \u2014 were much more focused on the potential risks and harms of advanced A.I. systems, up to and including human extinction.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But in Paris, the doomers have been sidelined in favor of a sunnier, more optimistic vision of the technology\u2019s potential. Panelists and speakers were invited to talk up A.I.\u2019s ability to accelerate progress in areas like medicine and climate science, and gloomier talks about A.I. takeover risks were mostly relegated to unofficial side events. And a leaked draft of the <a class=\"css-yywogo\" href=\"https:\/\/www.transformernews.ai\/p\/leaked-ai-action-summit-statement\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">official summit statement,<\/a> which was expected to be signed by some of the attending nations, was panned by A.I. safety groups for paying too little attention to catastrophic risks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Partly, that reflects a deliberate decision by Mr. Macron and his lieutenants to play up the positive side of A.I. (One of them, Anne Bouverot, a special envoy to the summit, took aim at the \u201cexaggerated fears\u201d of people focused on A.I. safety during her opening remarks on Monday.) But it also reflects a larger shift within the A.I. industry, which seems to be realizing that it\u2019s easier to get policymakers excited about A.I. progress if they\u2019re not worried it\u2019s going to kill them.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-154ff183\">DeepSeek has energized the also-rans.<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Like all A.I. events over the past month, the Paris summit has been buzzing with conversation about <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/10\/world\/asia\/china-deepseek-education.html\" title=\"\">DeepSeek, the Chinese A.I. start-up<\/a> that stunned the world with its powerful reasoning model, reportedly built for a fraction of the cost of leading American models.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In addition to lighting a fire under America\u2019s A.I. giants, DeepSeek has given new hope to smaller A.I. outfits in Europe and elsewhere that had counted themselves out of the race. By using more efficient training techniques and clever engineering hacks to build their models, DeepSeek proved that you might need only tens of millions of dollars \u2014 rather than hundreds of billions of dollars \u2014 to keep pace on the A.I. frontier.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cDeepSeek has shown that all countries can be part of A.I., which wasn\u2019t obvious before,\u201d Cl\u00e9ment Delangue, the French-born chief executive of Hugging Face, an A.I. development company, told me.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now, Mr. Delangue said, \u201cthe whole world is playing catch-up.\u201d<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-58a35e63\">Trump\u2019s A.I. policy is a question mark.<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The most popular guessing game of the week has been what the Trump administration\u2019s posture on A.I. will be.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The new administration has made a few moves on A.I. so far, such as repealing the Biden White House\u2019s executive order that laid out a testing program for powerful A.I. models. But it hasn\u2019t yet laid out a full agenda for the technology.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Some people here are hopeful that Elon Musk \u2014 one of the president\u2019s top advisers and a man who both runs an A.I. company and has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/03\/29\/technology\/ai-artificial-intelligence-musk-risks.html\" title=\"\">expressed fears<\/a> about powerful A.I. run amok \u2014 will persuade Mr. Trump to take a more cautious approach.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Others believe that the venture capitalists and so-called A.I. accelerationists in Mr. Trump\u2019s orbit, such as the investor Marc Andreessen, will persuade him to leave the A.I. industry alone and tear up any regulations that could slow it down.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Vance may tip the administration\u2019s hand on Tuesday, during his summit address. But no one here is expecting stability any time soon. (One A.I. executive characterized the Trump administration to me as \u201chigh variance,\u201d which is A.I.-speak for \u201cchaotic.\u201d)<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-37a43a2c\">No one is really grappling with short A.I. timelines.<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The biggest surprise of the Paris summit, for me, has been that policymakers can\u2019t seem to grasp how soon powerful A.I. systems could arrive, or how disruptive they could be.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Hassabis, of Google DeepMind, said during an event at the company\u2019s Paris office on Sunday that A.G.I. \u2014 artificial general intelligence, an A.I. system that matches or exceeds human abilities across many domains \u2014 could arrive within five years. (Mr. Amodei, of Anthropic, and Mr. Altman, of OpenAI, have predicted its arrival even sooner, possibly within the next year or two.)<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Even if you apply a discount to the predictions made by tech C.E.O.s, the discussions I\u2019ve heard in Paris have lacked the urgency you\u2019d expect them to have, if powerful A.I. really is around the corner.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The policy wonks here are big on fuzzy concepts like \u201cmulti-stakeholder engagement\u201d and \u201cinnovation-enabling frameworks.\u201d But few are thinking seriously about what would happen if smarter-than-human A.I. systems were to arrive in a matter of months, or asking the right follow-up questions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">What would it mean for workers if powerful A.I. agents capable of replacing millions of white-collar jobs were not a far-off fantasy but an imminent reality? What kinds of regulations would be necessary in a world where A.I. systems were capable of recursive self-improvement, or carrying out autonomous cyberattacks? And if you\u2019re an A.G.I. optimist, how should institutions get ready for rapid improvements in areas like scientific research and drug discovery?<\/p>\n<p class=\"css-at9mc1 evys1bk0\">I don\u2019t mean to pile on the policymakers, many of whom are doing their best to keep pace with A.I. progress. Technology moves at one speed; institutions move at another. And it\u2019s possible that industry leaders are way off in their A.G.I. predictions, or that new obstacles to A.I. improvement will emerge.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But at times this week, listening to policymakers discuss how to govern A.I. systems that are already several years old \u2014 using regulations that are likely to be outdated soon after they\u2019re written \u2014 I\u2019ve been struck by how different these time scales are. It feels, at times, like watching policymakers on horseback, struggling to install seatbelts on a passing Lamborghini.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">I\u2019m not sure what to do about this. It\u2019s not as if industry leaders are being vague or unclear about their intentions to build A.G.I., or their intuition that it\u2019s going to happen very soon.
