It&#8217;s likely too early for the board to identify the cause of the crash.<\/p>\n<p>&#8220;This hearing is a critical part of our ongoing investigation,&#8221; NTSB Chairwoman Jennifer Homendy said in her opening remarks. Addressing family members of some of the crash victims attending the hearing, she said, &#8220;Please know that we are working diligently to make sure we know what occurred, how it occurred, and to prevent it from ever happening again.&#8221;\u00a0<\/p>\n<p>The NTSB&#8217;s lead investigator began by presenting an 11-minute animation that recreated events leading up to the collision. At the end, it included newly released surveillance video with a clear view of the Black Hawk helicopter approaching the path of American Airlines flight 5342, followed by the midair impact. Before the video was played, families attending the hearing were allowed to leave the room.\u00a0<\/p>\n<figure class=\"embed embed--type-image is-image embed--float-none embed--size-medium\">\n<p>      <span class=\"img embed__content\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/assets1.cbsnewsstatic.com\/hub\/i\/r\/2025\/07\/30\/7b8b2d1a-8e5f-4465-9489-95e47e647186\/thumbnail\/620x349g2\/e625655f896a81674d81dcaec7e05816\/ntsb-collision.jpg#\" alt=\"ntsb-collision.jpg \" height=\"349\" width=\"620\" class=\" lazyload\" srcset=\"https:\/\/assets1.cbsnewsstatic.com\/hub\/i\/r\/2025\/07\/30\/7b8b2d1a-8e5f-4465-9489-95e47e647186\/thumbnail\/620x349g2\/e625655f896a81674d81dcaec7e05816\/ntsb-collision.jpg 1x, https:\/\/assets3.cbsnewsstatic.com\/hub\/i\/r\/2025\/07\/30\/7b8b2d1a-8e5f-4465-9489-95e47e647186\/thumbnail\/1240x698g2\/a2fdcc2f79ded648ff8d2366fbd49912\/ntsb-collision.jpg 2x\" loading=\"lazy\"\/><\/span><figcaption class=\"embed__caption-container\">\n<p>                  <span class=\"embed__caption\">This image from video released by the NTSB shows the moment before the collision of an Army Black Hawk helicopter and American Airlines flight 5342 over Washington, D.C., on Jan. 30, 2025.<\/span><\/p>\n<p>                  <span class=\"embed__credit\"><\/p>\n<p>                National Transportation Safety Board<\/p>\n<p>                          <\/span><br \/>\n              <\/figcaption><\/figure>\n<p>The American Airlines plane from Wichita, Kansas, collided with a <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/experts-ask-why-black-hawk-helicopter-may-have-been-flying-above-allowed-altitude\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Black Hawk helicopter<\/a><\/span> while coming into land at Ronald Reagan National Airport and was the first in a string of crashes and <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/close-call-between-delta-flight-air-force-jet-near-reagan-national\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">near<\/a><\/span>\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/sanfrancisco\/news\/united-skywest-close-call-near-miss-san-francisco-international-sfo-collision\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">misses<\/a><\/span> this year that have alarmed officials and the traveling public, despite statistics that still show flying remains the safest form of transportation.<\/p>\n<p>Investigations have already shown the FAA failed to recognize a troubling history of 85 near misses <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/faa-plane-chopper-nearly-collided-in-2018-incident-near-reagan-national-airport\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">around Reagan airport<\/a><\/span> in the years before the collision, and that the <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/midair-close-calls-military-aircraft\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Army&#8217;s helicopters<\/a><\/span> routinely flew around the nation&#8217;s capitol with a key piece of locating equipment, known as ADS-B Out, turned off.<\/p>\n<p><span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/faa-reagan-national-airport-runway-close-calls\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Multiple sources told CBS News<\/a><\/span> in February that top officials at the FAA pushed last summer to close one of three runways at Reagan airport following two close calls between airliners still on the ground.<\/p>\n<p>Aviation attorney Bob Clifford, who is working to file one of the first lawsuits against the government next month, said he hopes NTSB will look beyond the immediate factors that caused this crash to highlight the bigger ongoing concerns in the crowded Washington airspace.<\/p>\n<p>&#8220;In this particular instance, there&#8217;s a much broader picture. Ted Cruz isn&#8217;t waiting to propose changes. He introduced legislation Tuesday that would require all aircraft operators to use both forms of ADS-B, or Automatic Dependent Surveillance Broadcast, the technology to broadcast aircraft location data to other planes and air traffic controllers. Most aircraft today are equipped with ADS-B Out equipment but the airlines would have to add the more comprehensive ADS-B In technology to their planes.<\/p>\n<p>&#8220;There cannot be a double standard in aviation safety,&#8221; Cruz said. &#8220;We should not tolerate special exceptions for military training flights, operating in congested air space.&#8221;<\/p>\n<p>The legislation would revoke an exemption on ADS-B transmission requests for Department of Defense aircrafts. It also would require the FAA to evaluate <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/washington-dc-plane-crash-update-today-ntsb\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">helicopter routes<\/a><\/span> near airports and require the Army Inspector General to review the Army&#8217;s aviation safety practices.<\/p>\n<p>Homendy said her agency has been recommending that move for decades after several other crashes.<\/p>\n<p>&#8220;In 2008, we sent a letter to FAA stating the board believes that the equipage of aircraft with ADS-B In capability will provide \u2014 and I want to stress this \u2014 an immediate and substantial contribution to safety, especially during operations in and around airports,&#8221; she said.<\/p>\n<p>Transportation Secretary Sean Duffy said that while he&#8217;d like to discuss &#8220;a few tweaks,&#8221; the legislation is &#8220;the right approach.&#8221; He also suggested that the previous administration &#8220;was asleep at the wheel&#8221; amid dozens of near-misses in the airspace around Washington&#8217;s airspace.<\/p>\n<p>&#8220;In the past, people became complacent \u2014 leaders became complacent,&#8221; Duffy said.<\/p>\n<h2>A &#8220;fact-finding proceeding&#8221;<\/h2>\n<p>Homendy said the hearings over the next few days will be a &#8220;fact-finding proceeding.&#8221; In addition, the NTSB will also post thousands of pages of evidence from the crash investigation online Wednesday morning.<\/p>\n<p>FAA Administrator Bryan Bedford said that he expects &#8220;we&#8217;re going to have some very uncomfortable conversations over the next two and a half days&#8221; but that &#8220;they need to be had in the clear light of day \u2013 and simply put the best interest of the traveling public ahead of any of our personal interests, perhaps.&#8221;<\/p>\n<p>The hearings in Washington will involve NTSB board members, investigators and witnesses for organizations involved in the crash. Panels will focus on military helicopter routes in the Washington area, collision avoidance technology and training for air traffic controllers at Ronald Reagan National Airport, among other subjects.<\/p>\n<p>Federal officials have also raised concerns over the nation&#8217;s outdated and understaffed air traffic control system. During January&#8217;s midair crash above Washington, one controller was handing both commercial airline and helicopter traffic at the busy airport.<\/p>\n<p>Duffy has announced a multibillion-dollar plan to overhaul the system controllers use that relies on old technology like floppy disks.<\/p>\n<p class=\"content__meta--contributors\">\n<p>                      <span
