Other states including <a href=\"https:\/\/weather.com\/news\/weather\/video\/at-least-200-homes-damaged-in-ruidoso\" rel=\"nofollow noopener\">New Mexico<\/a>, <a href=\"https:\/\/balancedweather.substack.com\/p\/more-flash-flooding-in-oklahoma-and\" rel=\"nofollow noopener\">Oklahoma<\/a>, <a href=\"https:\/\/apnews.com\/article\/flooding-vermont-storms-5c358c58633fcc8d566596e157cbf094\" rel=\"nofollow noopener\">Vermont<\/a> and <a href=\"https:\/\/www.desmoinesregister.com\/live-story\/weather\/2025\/07\/11\/tornado-warning-near-me-central-iowa-newton-national-weather-service\/84633805007\/\" rel=\"nofollow noopener\">Iowa<\/a> also saw flash flood damage in July.  <\/p>\n<p>The U.S. Federal Emergency Management Agency&#8217;s <a href=\"https:\/\/www.fema.gov\/sites\/default\/files\/documents\/how-to-read-flood-insurance-rate-map-tutorial.pdf\" rel=\"nofollow noopener\">flood maps<\/a> are intended to be the nation&#8217;s primary tool for identifying flood risks. During a flash flood on July 4, 2025, the river rose more than 30 feet at Kerrville.<\/span><\/p>\n<p>                  <span class=\"embed__credit\"><\/p>\n<p>                FEMA<\/p>\n<p>                          <\/span><br \/>\n              <\/figcaption><\/figure>\n<p>But while FEMA has <a href=\"https:\/\/www.fema.gov\/pdf\/rebuild\/map_mod_fact_sheet.pdf\" rel=\"nofollow noopener\">improved the accuracy<\/a> and <a href=\"https:\/\/www.fema.gov\/flood-maps\/tools-resources\/risk-map\" rel=\"nofollow noopener\">accessibility<\/a> of the maps over time with better data, digital tools and community input, the maps still don&#8217;t capture everything \u2014 including the changing climate. There are areas of the country that flood, some regularly, that don&#8217;t show up on the maps as at risk.  <\/p>\n<p>I study <a href=\"https:\/\/scholar.google.com\/citations?user=cko_yyIAAAAJ&amp;hl=en\" rel=\"nofollow noopener\">flood-risk mapping as a university-based researcher<\/a> and at First Street, an organization created to quantify and communicate climate risk. In a 2023 assessment using newly modeled flood zones with climate-adjusted precipitation records, we found that <a href=\"https:\/\/firststreet.org\/research-library\/the-precipitation-problem\" rel=\"nofollow noopener\">more than twice as many<\/a> properties across the country were at risk of a <a href=\"https:\/\/theconversation.com\/whats-a-100-year-flood-a-hydrologist-explains-162827\" rel=\"nofollow noopener\">100-year flood<\/a> than the FEMA maps identified.  <\/p>\n<p>Even in places where the FEMA maps identified a flood risk, we found that the federal mapping process, its <a href=\"https:\/\/doi.org\/10.1038\/s41598-025-95120-9\" rel=\"nofollow noopener\">overreliance on historical data<\/a>, and <a href=\"https:\/\/www.maxwell.syr.edu\/docs\/default-source\/research\/pralle_drawing-lines_apsa2017.pdf?sfvrsn=8e28f5c4_0\" rel=\"nofollow noopener\">political influence<\/a> over the updating of maps can lead to maps that don&#8217;t fully represent an area&#8217;s risk.  <\/p>\n<h2>  What FEMA flood maps miss  <\/h2>\n<p>FEMA&#8217;s maps are essential tools for identifying flood risks, but they have significant gaps that limit their effectiveness.  <\/p>\n<p>One major limitation is that they don&#8217;t consider flooding <a href=\"https:\/\/doi.org\/10.1038\/s41598-023-48969-7\" rel=\"nofollow noopener\">driven by intense bursts of rain<\/a>. The maps primarily focus on <a href=\"https:\/\/www.fema.gov\/flood-maps\/guidance-reports\/guidelines-standards\/guidance-femas-risk-mapping-assessment-and-planning\" rel=\"nofollow noopener\">river channels and coastal flooding<\/a>, largely excluding the risk of flash flooding, particularly along smaller waterways such as streams, creeks and tributaries.  <\/p>\n<p>This limitation has become more important in recent years due to climate change. The more detailed map includes flash flood risks along smaller creeks and streams.\u00a0<\/span><\/p>\n<p>                  <span class=\"embed__credit\"><\/p>\n<p>                Jeremy Porter<\/p>\n<p>                          <\/span><br \/>\n              <\/figcaption><\/figure>\n<p>For example, when flooding from Hurricane Helene hit unmapped areas around Asheville, North Carolina, in 2024, it caused a <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/insurance-hurricane-helene-florida-north-carolina-fema-flood-homeowners\/\" data-invalid-url-rewritten-http=\"\">huge amount of uninsured damage<\/a><\/span> to properties. <\/p>\n<p>Even in areas that are mapped, like the <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/texas-flood-camp-mystic-buildings-removed-from-100-year-flood-map-by-fema\/\" data-invalid-url-rewritten-http=\"\">Camp Mystic site<\/a><\/span> in Kerr County, Texas, that was hit by a <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/camp-mystic-campers-counselors-killed-texas-flooding\/\" data-invalid-url-rewritten-http=\"\">deadly flash flood<\/a><\/span> on July 4, 2025, the maps may underestimate their risk because of a reliance on historic data and outdated risk assessments.  <\/p>\n<h2>  Political influence can fuel long delays  <\/h2>\n<p>Additionally, FEMA&#8217;s mapping process is often shaped by political pressures.  <\/p>\n<p>Local governments and developers sometimes fight to avoid high-risk designations to avoid insurance mandates or restrictions on development, leading to maps that may understate actual risks and leave residents unaware of their true exposure.  <\/p>\n<p>An example is New York City&#8217;s appeal of a 2015 FEMA Flood Insurance Rate Maps update. The delay in resolving the city&#8217;s concerns has left it with maps that are <a href=\"https:\/\/www.nyc.gov\/site\/floodmaps\/about\/about-flood-maps.page\" rel=\"nofollow noopener\">roughly 20 years old<\/a>, and the current mapping project is tied up in legal red tape.  <\/p>\n<p>On average, it takes <a href=\"https:\/\/www.gao.gov\/products\/gao-22-104079\" rel=\"nofollow noopener\">five to seven years<\/a> to develop and implement a new FEMA Flood Insurance Rate Map. As a result, many maps across the U.S. are significantly out of date, often failing to reflect current land use, urban development or evolving flood risks from extreme weather.  <\/p>\n<p>This delay directly <a href=\"https:\/\/www.gao.gov\/products\/gao-04-417\" rel=\"nofollow noopener\">affects building codes and infrastructure planning<\/a>, as local governments rely on these maps to guide construction standards, development approvals and flood mitigation projects. Ultimately, outdated maps can lead to underestimating flood risks and allowing vulnerable structures to be built in areas that face growing flood threats.  <\/p>\n<h2>  How technology advances can help  <\/h2>\n<p>New advances in satellite imaging, rainfall modeling and high-resolution lidar, which is similar to radar but uses light, make it possible to create faster, more accurate flood maps that capture risks from extreme rainfall and flash flooding.  <\/p>\n<p>However, fully integrating these tools requires significant federal investment. Congress <a href=\"https:\/\/www.congress.gov\/crs-product\/IF10988\" rel=\"nofollow noopener\">controls FEMA&#8217;s mapping budget<\/a> and sets the legal framework for how maps are created. These <a href=\"https:\/\/agupubs.onlinelibrary.wiley.com\/doi\/full\/10.1029\/2020WR028673\" rel=\"nofollow noopener\">new models<\/a> incorporate forward-looking climate data, including projections of extreme rainfall, sea-level rise and changing storm patterns \u2014 factors FEMA&#8217;s maps generally exclude. <\/p>\n<p>Real estate portals like Zillow, Redfin, Realtor.com and Homes.com now provide <a href=\"https:\/\/www.redfin.com\/guides\/climate-change-housing-impact\/flood-risk\" rel=\"nofollow noopener\">property-level flood risk scores<\/a> that consider both historical flooding and future climate projections. The models they use identify risks for many properties that FEMA maps don&#8217;t, highlighting hidden vulnerabilities in communities across the United States.  <\/p>\n<p>Research shows that the availability, and accessibility, of climate data on these sites has started <a href=\"https:\/\/www.nber.org\/papers\/w33119\" rel=\"nofollow noopener\">driving property-buying decisions<\/a> that increasingly take climate change into account.  <\/p>\n<h2>  Implications for the future  <\/h2>\n<p>As homebuyers understand more about a property&#8217;s flood risks, that may shift the desirability of some locations over time. Those shifts will have implications for property valuations, community tax-revenue assessments, population migration patterns and a slew of other considerations.  <\/p>\n<p>However, while these may feel like changes being brought on by new data, the risk was already there. What is changing is people&#8217;s awareness.  <\/p>\n<p>The federal government has an important role to play in ensuring that accurate risk assessments are available to communities and Americans everywhere.
