{"id":37171,"date":"2025-07-08T22:01:19","date_gmt":"2025-07-08T22:01:19","guid":{"rendered":"https:\/\/site.itshrt.com\/worldnews\/from-cops-on-k-8-campuses-to-california-sharing-your-dna-how-things-really-work-inside-the-state-capitol\/"},"modified":"2025-07-08T22:01:19","modified_gmt":"2025-07-08T22:01:19","slug":"from-cops-on-k-8-campuses-to-california-sharing-your-dna-how-things-really-work-inside-the-state-capitol","status":"publish","type":"post","link":"https:\/\/site.itshrt.com\/worldnews\/from-cops-on-k-8-campuses-to-california-sharing-your-dna-how-things-really-work-inside-the-state-capitol\/","title":{"rendered":"From cops on K-8 campuses to California sharing your DNA, how things really work inside the State Capitol."},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-6606220950177433\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<!-- ItShrt World News -->\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-client=\"ca-pub-6606220950177433\"\r\n     data-ad-slot=\"1882483372\"\r\n     data-ad-format=\"auto\"\r\n     data-full-width-responsive=\"true\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script>\r\n<br \/>\n<\/p>\n<div id=\"\">\n<p>From <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/sacramento\/news\/handcuffs-in-hallways-cops-called-to-schools-california-law\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">cops called on elementary school kids<\/a><\/span> for behavioral issues to the state <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/sacramento\/news\/baby-dna-parental-consent-genetic-records-california-law-newborns\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">storing and sharing your DNA without permission<\/a><\/span>, we showed you how our CBS News California investigations have lawmakers pushing for change.<\/p>\n<p>Now, we&#8217;re giving you a glimpse into how things really work inside the California State Capitol.\u00a0<\/p>\n<p>The Capitol doesn&#8217;t generally work the way people think it does, and bills prompted by our reporting provide the perfect examples.<\/p>\n<p>Our\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/sacramento\/news\/handcuffs-in-hallways-cops-called-to-schools-california-law\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Handcuffs in Hallways<\/a><\/span>\u00a0investigations revealed that cops were called to K-8 campuses more than 10,000 times in a single year, including for things like tardy mediation, inappropriate behavior, and disrupting school activities which is technically a misdemeanor.<\/p>\n<p>&#8220;We&#8217;re using valuable resources, having cops come to campuses thousands of times a year for very minor incidents,&#8221; said California Assemblymember Ash Kalra.\u00a0<\/p>\n<p>Assemblyman Kalra introduced a bill intended to reduce unnecessary calls for cops on campus for the second year in a row.\u00a0<\/p>\n<p>Last year, Assembly Education Chair Al Muratsuchi simply chose not to schedule Kalra&#8217;s bill for a hearing, single-handedly killing it. \u00a0<\/p>\n<p>Many people don&#8217;t realize that one person, a committee chair, has the power to quietly kill any bill before anyone ever gets a chance to vote.<\/p>\n<p>This year, however, he&#8217;s supporting the bill with changes. &#8220;I just want to clarify for the record there were many amendments taken to the bill,&#8221; Muratsuchi said at the hearing.\u00a0<\/p>\n<p>Those amendments include clarifications that administrators can&#8217;t prevent staff from calling the cops and that they must notify law enforcement of drug sales and weapons on campus.\u00a0<\/p>\n<p>If a chair supports a bill, it usually passes, and this one did despite concerns by some committee members that it could lead to underreporting of on-campus crimes.<\/p>\n<p>Now the bill heads to the Appropriations Committee where many bills quietly die in the dreaded suspense file without a vote&#8230;\u00a0 like last year&#8217;s <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/sacramento\/news\/right-to-know-california-storing-your-childs-dna\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">newborn genetic privacy bill that was prompted by our 10-year investigation.<\/a><\/span> \u00a0<\/p>\n<p>Nearly every baby born in the U.S. gets a heel prick shortly after birth. Their newborn blood fills six spots on a special  card used to test the baby for dozens of disorders that &#8212; if treated early enough &#8212;  could save their life.<\/p>\n<p>The test itself  is crucial, but it&#8217;s what happens after the test that has many people concerned.<\/p>\n<p>The leftover bloodspots become &#8220;property of the state&#8221; and may be purchased by researchers or shared with law enforcement without your knowledge or consent.<\/p>\n<p>For years, everyone from parents to privacy advocates has been calling for more transparency.<\/p>\n<p>In fact, three different senate committees <a href=\"https:\/\/digitaldemocracy.calmatters.org\/bills\/ca_202320240sb625\" target=\"_blank\" rel=\"nofollow noopener\">voted last year to let parents opt out before the state stores  their child&#8217;s DNA<\/a>. However, the full Senate never got to vote.<\/p>\n<p>Why?\u00a0<\/p>\n<p>The state Health Department claimed it would cost millions to give parents that right. So the bill was sent to something called the suspense file where, in a budget deficit, expensive bills go to die.<\/p>\n<p>That&#8217;s when the appropriations chair singlehandedly chose to kill the bill even though it wouldn&#8217;t have cost taxpayers a dime because required fees pay for the program.<\/p>\n<p>So now there are two new bills. <a href=\"https:\/\/digitaldemocracy.calmatters.org\/bills\/ca_202320240sb1099?slug=CA_202320240SB1099\" target=\"_blank\" rel=\"nofollow noopener\">One following our recent report would force the state to publically post the list of the research studies using California&#8217;s  blood spots.<\/a> The other would <a href=\"https:\/\/digitaldemocracy.calmatters.org\/bills\/ca_202320240sb1250?slug=CA_202320240SB1250\" target=\"_blank\" rel=\"nofollow noopener\">require the state to get your permission before storing or sharing <\/a>your DNA.<\/p>\n<p>The first bill was so popular that it passed on consent without a hearing.
