He said he saw little risk of such an intervention.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But President Trump, speaking to reporters at Joint Base Andrews in Maryland about the canal on Sunday, said that \u201cwe\u2019re going to take it back, or something very powerful is going to happen.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The State Department\u2019s <a class=\"css-yywogo\" href=\"https:\/\/pa.usembassy.gov\/secretary-rubios-meeting-with-panamanian-president-mulino\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">summary of the meeting<\/a> in Panama City, Mr. Rubio\u2019s first with a foreign leader since becoming secretary of state, struck a tone that was sometimes aggressive. It said Mr. Rubio had told his host that Mr. Trump had made a \u201cpreliminary determination\u201d that China\u2019s government exercised control over the canal.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cSecretary Rubio made clear that this status quo is unacceptable and that absent immediate changes, it would require the United States to take measures necessary to protect its rights under the treaty,\u201d the State Department spokeswoman, Tammy Bruce, <a class=\"css-yywogo\" href=\"https:\/\/pa.usembassy.gov\/secretary-rubios-meeting-with-panamanian-president-mulino\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said in the summary<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Bruce did not specify what those measures might be. Asked last month whether he would rule out putting military force behind his threats to reclaim the canal, which the U.S. controlled for nearly a century, Mr. Trump declined to do so.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Speaking to reporters after meeting with Mr. Rubio, however, Mr. Mulino repeatedly played down the risk that Mr. Trump might seize the canal. \u201cThere is no question that the canal is operated by Panama and will continue to be so,\u201d he said. \u201cI don\u2019t think there was any discrepancy on that,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI did not feel any threat,\u201d Mr. Mulino said. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has falsely claimed that China \u201coperates\u201d the canal, which was built by the United States in the early 1900s and was operated by Americans for most of the 20th century. Agreements reached under President Jimmy Carter\u2019s administration transferred it to Panamanian control in 1999.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump and Mr. Rubio have focused on the fact that a Hong Kong-based company, CK Hutchison Holdings, operates seaports at both ends of the waterway. They <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/08\/world\/americas\/trump-panama-canal.html?timespastHighlight=CK,Hutchison,Holdings?timespastHighlight=CK,Hutchison,Holdings\" title=\"\">claim<\/a> that poses a national security threat to the United States, suggesting that the Chinese government could order the company to obstruct shipping. Many experts are skeptical of that claim.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Rubio said Mr. Trump had determined that the Chinese connection to the canal violated a treaty meant to ensure its neutrality. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Mulino said after the Sunday talks that his government would decide what steps to take after receiving the results of an audit of CK Hutchison that it had recently ordered. \u201cWe have to wait for that audit to be done to come to our own legal conclusions and act in accordance,\u201d Mr. Mulino said he had told Mr. Rubio. He suggested that this was an area in which there \u201ccould be updates.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump is not the first American president to worry about hostile interference with the canal. During World War II, the Roosevelt administration acted to defend the waterway from <a class=\"css-yywogo\" href=\"https:\/\/www.smithsonianmag.com\/smart-news\/chile-foiled-nazi-plot-attack-panama-canal-documents-show-180963836\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Nazi sabotage plans<\/a>. During the Cold War, presidents fretted about what a 1951 U.S. diplomatic cable <a class=\"css-yywogo\" href=\"https:\/\/history.state.gov\/historicaldocuments\/frus1951v02\/d858https:\/\/history.state.gov\/historicaldocuments\/frus1951v02\/d858\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">called<\/a> \u201cCommunist designs on the Canal.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Later on Sunday, Mr. Rubio traveled to the canal itself, touring the Miraflores Locks near central Panama City, where vessels move along the 51-mile canal linking the Pacific Ocean to the Caribbean Sea. He met there with the canal\u2019s administrator and toured an elevated control room, as a huge petroleum gas tanker with a bright orange hull and Korean lettering slowly approached.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Rubio is touring five Latin American nations on his first trip abroad as Mr. Trump\u2019s top diplomat. He is scheduled to travel on Monday to El Salvador and then to Costa Rica, Guatemala and the Dominican Republic.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">During remarks to employees at the American Embassy in Panama City, Mr. Rubio, the son of Cuban migrants, joked that he\u2019d told aides that he wanted to pay his first visit \u201cto a place where they speak Spanish, because I\u2019m bilingual,\u201d proceeding to show off his fluency in the language.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Rubio acknowledged America\u2019s complicated history with Panama, a former Colombian territory that was founded after President Theodore Roosevelt\u2019s administration, eyeing the potential for a shortcut between America\u2019s Atlantic and Pacific coasts, backed breakaway separatists who declared independence in 1903.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Rubio noted that the country \u201cwas born in many ways here as a result of the interests of the United States,\u201d and said the relationship had had its \u201cups and downs.\u201d The downs include a 1989 U.S. invasion of the country to arrest the country\u2019s de facto ruler, Gen. Manuel Noriega, on charges of drug trafficking and racketeering.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ahead of the secretary of state\u2019s visit, Panamanian flags covered the streets of Panama City and the former Canal Zone, where they were once prohibited during the era of American control.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Striking a warmer tone than in the stern passages about the canal, Ms. Bruce\u2019s summary said Mr. Rubio had \u201cthanked President Mulino for his support of a joint repatriation program\u201d that had reduced migration through the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/02\/world\/americas\/migration-darien-gap-south-america.html\" title=\"\">Dari\u00e9n Gap<\/a>, the perilous route between Colombia and Panama that has become a gateway for hundreds of thousands of migrants each year.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Mulino said the two men had discussed expanding a July agreement that Mr. Mulino made with the Biden administration aimed at tightening security at the gap, and that he had offered Mr. Rubio the use of an air strip for planes to repatriate migrants. In his remarks, Mr. Mulino said there had been a 94 percent drop in the number of migrants passing through the Dari\u00e9n Gap into Panama last month, compared with January 2024.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Mulino also said on Sunday that Panama, which in 2017 became the first country in the region to sign on to China\u2019s Belt and Road Initiative, a far-reaching infrastructure program, would not renew the agreement. He said he hoped the withdrawal would prompt the United States to take a more active role in projects in Panama.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In recent years, Mr. Mulino said, the United States had left \u201ca lot of empty space\u201d for others to fill.
