Kennedy Jr., the U.S. health secretary, on Monday fired all 17 members of the advisory committee on immunization to the Centers for Disease Control and Prevention, saying that the move would restore the public\u2019s trust in vaccines.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">About two-thirds of the panel had been appointed in the last year of the Biden administration, Mr. Kennedy pointed out in announcing his decision <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/opinion\/rfk-jr-hhs-moves-to-restore-public-trust-in-vaccines-45495112\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">in an opinion column<\/a> for The Wall Street Journal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The C.D.C.\u2019s vaccine advisers wield enormous influence. They carefully review data on vaccines, debate the evidence and vote on who should get the shots and when. Insurance companies and government programs like Medicaid are required to cover the vaccines recommended by the panel.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The committee was <a class=\"css-yywogo\" href=\"https:\/\/public-inspection.federalregister.gov\/2025-10432.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">supposed to meet<\/a> June 25 to 27. It\u2019s unclear when the new members will be announced, but the meeting will <a class=\"css-yywogo\" href=\"https:\/\/www.hhs.gov\/press-room\/hhs-restore-public-trust-vaccines-acip.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">proceed<\/a> as planned, according to a statement posted by the Department of Health and Human Services.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">This is the latest in a series of moves that Mr. Kennedy, a vaccine skeptic, has made to dismantle decades of policy standards for immunizations. An advisory panel more closely aligned with Mr. Kennedy\u2019s views has the potential to significantly alter \u2014 or even drop \u2014 the recommendations for immunizations to Americans, including childhood vaccinations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The decision directly contradicts a promise Mr. Kennedy made to Senator Bill Cassidy, Republican of Louisiana, during his confirmation hearings, when he said he would not alter the panel, called the Advisory Committee on Immunization Practices.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cOf course, now the fear is that the ACIP will be filled up with people who know nothing about vaccines except suspicion,\u201d Senator Cassidy wrote on X.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Public health experts reacted strongly to Mr. Kennedy\u2019s announcement, calling it an extreme and reckless decision.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cI don\u2019t think there\u2019s any way to put this, other than saying that this is an unmitigated public health disaster,\u201d said Dr. Sean O\u2019Leary, chair of the infectious disease committee for the American Academy of Pediatrics.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Far from restoring trust, the move will exacerbate mistrust in vaccines, Dr. O\u2019Leary said. \u201cBoth parents and pediatricians are really confused by the actions right now, and this is only going to make things worse.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He said the pediatric academy would continue to provide advice and recommendations for an immunization schedule.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. Richard Besser, who served as acting director of the C.D.C. in 2009, said Mr. Kennedy\u2019s decision was shocking and unsurprising at the same time.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSecretary Kennedy has not hidden his anti-vaccine agenda,\u201d Dr. Besser said. \u201cHe, more than anyone in our country, has worked to undermine people\u2019s trust and confidence in vaccines.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWith a refigured committee of like-minded individuals to the secretary, doctors, nurses, pharmacists who provide advice are going to be in big trouble,\u201d he added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the column, Mr. Kennedy said he was \u201cretiring\u201d the members, and repeated his frequent criticism that the panel \u201chas been plagued with persistent conflicts of interest.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe public must know that unbiased science guides the recommendations from our health agencies,\u201d he said. \u201cThis will ensure the American people receive the safest vaccines possible.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He wrongly said that most members of the committee had received substantial funding from pharmaceutical companies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The idea that committee members\u2019 decisions are based on financial conflicts is \u201cfactually incorrect, and you can look at the record to see that,\u201d said Dr. O\u2019Leary, who serves as a liaison to the committee from the pediatric academy.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In fact, A.C.I.P. members are screened for major conflicts of interest, and they cannot hold stocks or serve on advisory boards or bureaus affiliated with vaccine manufacturers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSecretary Kennedy\u2019s allegations about the integrity of C.D.C.\u2019s Advisory Committee on Immunization Practices are completely unfounded and will have a significant negative impact on Americans of all ages,\u201d Dr. Tina Tan, president of the Infectious Diseases Society of America, said in a statement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cUnilaterally removing an entire panel of experts is reckless, shortsighted and severely harmful,\u201d she said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">If A.C.I.P. members do have a conflict of interest \u2014 for example, if an institution at which they work receives money from a drug manufacturer \u2014 they disclose it and recuse themselves from related votes.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In his column, Mr. Kennedy claimed that 97 percent of financial disclosure forms from A.C.I.P. members had omissions. But the statistic came <a class=\"css-yywogo\" href=\"https:\/\/oig.hhs.gov\/reports\/all\/2009\/cdcs-ethics-program-for-special-government-employees-on-federal-advisory-committees\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">from an inspector general\u2019s report in 2009<\/a>, which <a class=\"css-yywogo\" href=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/03\/11\/nx-s1-5323771\/rfk-jr-vaccine-advisers-conflicts-interest\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">found that 97 percent of the forms had errors<\/a>, such as missing dates or information in the wrong section, not significant financial conflicts.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cI think R.F.K. Jr. is a conspiracy theorist, and that\u2019s what this document is about,\u201d said Dr. Paul Offit, who serves as an adviser to the Food and Drug Administration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s about the undue influence from Big Pharma,\u201d Dr. Offit said. \u201cThis is a message that he has been putting out there for the last 20 years.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy also claimed that the panel worked in secret. \u201cTo make matters worse, the groups that inform A.C.I.P. meet behind closed doors, violating the legal and ethical principle of transparency crucial to maintaining public trust,\u201d he wrote in The Journal\u2019s opinion article.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While individual work groups may meet in private, the meetings of the committee, as well as materials presented to the members, <a class=\"css-yywogo\" href=\"https:\/\/www.cdc.gov\/acip\/meetings\/index.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">are public<\/a>. Members meet over several days, reviewing safety and effectiveness data on vaccines, debating policy and listening to experts as well as members of the public.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Under Mr. Kennedy\u2019s leadership, the F.D.A. has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/20\/health\/fda-covid-vaccines.html\" title=\"\">narrowed availability<\/a> of Covid vaccines to adults 65 and older and Americans with certain underlying conditions.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy later announced that the C.D.C. would <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/27\/health\/covid-vaccines-children-pregnant-women-rfk-jr.html\" title=\"\">no longer recommend<\/a> the vaccines for healthy children or pregnant women, a decision that normally would have come from the agency\u2019s A.C.I.P. (The <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/30\/health\/cdc-covid-vaccines-children-pregnant-women.html\" title=\"\">C.D.C. then changed<\/a> its recommendation for healthy children, requiring consultations with providers, but dropped it for pregnant women.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">These changes have thrown future insurance coverage for the shots into confusion, with scattered reports of pregnant women being turned away from pharmacies. Some experts were hoping that the A.C.I.P. meeting scheduled for late this month would clarify eligibility.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf this leads to vaccines not being recommended, millions of people could lose access, pay more for vaccines and for preventable illnesses, and children will be at greater risk of diseases we haven\u2019t faced in decades,\u201d Dr. Thomas R. Frieden, who was the C.D.C. director under President Barack Obama, said in a statement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As head of the Health and Human Services Department, Mr. Kennedy has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/26\/health\/trump-state-health-grants-cuts.html\" title=\"\">cut billions of dollars<\/a> to state health agencies, including funds needed to modernize state programs for childhood immunization.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He also oversees the National Institutes of Health, which <a class=\"css-yywogo\" href=\"https:\/\/taggs.hhs.gov\/Content\/Data\/HHS_Grants_Terminated.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">halted funding<\/a> for researchers who study vaccine hesitancy and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/26\/health\/future-pandemics-vaccines-funding.html\" title=\"\">canceled programs<\/a> intended to discover new vaccines to prevent future pandemics. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The department has also ended work crucial to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/30\/health\/trump-hiv-cuts.html\" title=\"\">developing an H.I.V. vaccine<\/a> and a contract for a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/29\/health\/moderna-trump-bird-flu-vaccine-contract.html\" title=\"\">vaccine against bird flu<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration\u2019s proposed budget for the coming fiscal year <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/06\/04\/health\/trump-budget-global-health-polio.html\" title=\"\">eliminates funding<\/a> for programs that provide lifesaving vaccines around the world, including immunizations for polio.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Senator Chuck Schumer, the Democratic leader from New York, condemned the decision to fire experts whose mission protected all Americans from disease.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWiping out an entire panel of vaccine experts doesn\u2019t build trust \u2014 it shatters it, and worse, it sends a chilling message: that ideology matters more than evidence, and politics more than public health,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy does have the authority to add or remove members of the C.D.C. panel. Now, the Trump administration does not have to wait until 2028 to appoint a majority of new members, Mr. Kennedy wrote.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A.C.I.P. members typically serve four-year overlapping terms. The members include epidemiologists, infectious disease physicians, pediatricians and vaccine experts.
