The example was among several documented by researchers at NewsGuard, a company that tracks online misinformation, in a Thursday report that called DeepSeek \u201ca disinformation machine.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the case of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/08\/31\/world\/asia\/un-china-xinjiang-uyghurs.html\" title=\"\">the repression of Uyghurs<\/a> in Xinjiang, which the United Nations in 2022 said may have amounted to crimes against humanity, <a class=\"css-yywogo\" href=\"https:\/\/cybernews.com\/security\/new-chinese-ai-model-claims-to-outperform-top-dogs\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Cybernews<\/a>, an industry news website, reported that the chatbot produced responses that claimed that China\u2019s policies there \u201chave received widespread recognition and praise from the international community.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The New York Times <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/29\/world\/asia\/deepseek-china-censorship.html\" title=\"\">has found similar examples<\/a> when prompting the chatbot for answers about China\u2019s handling of the Covid pandemic and Russia\u2019s war in Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The tool\u2019s features are raising the same concerns that have bedeviled TikTok, another hugely popular Chinese-owned app: that the tech platforms are part of China\u2019s robust efforts to sway public opinion around the world, including in the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cChina is able to quickly mobilize a range of actors that seed and amplify online narratives casting Beijing as surpassing the U.S. in critical areas of geopolitical competition,\u201d said Jack Stubbs, chief intelligence officer for Graphika, a digital research company. He said China was<span class=\"css-8l6xbc evw5hdy0\">  <\/span>adept using new technology in its information campaigns.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Like OpenAI\u2019s Chat GPT, Anthropic\u2019s Claude or Microsoft\u2019s Copilot, DeepSeek uses large language modeling, a way of learning skills by analyzing vast amounts of digital text culled from the internet to anticipate phrases on a subject, creating an element of unpredictability when providing answers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">NewsGuard found <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/02\/08\/technology\/ai-chatbots-disinformation.html\" title=\"\">a similar propensity<\/a> for disinformation and conspiratorial ideas in ChatGPT after it became public in 2022. The <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/06\/technology\/chatbots-hallucination-rates.html\" title=\"\">tendency to \u201challucinate,\u201d<\/a> or make up a response that is inaccurate, irrelevant or nonsensical, continues to afflict chatbots, including DeepSeek, according to a <a class=\"css-yywogo\" href=\"https:\/\/www.vectara.com\/blog\/deepseek-r1-hallucinates-more-than-deepseek-v3\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">new report<\/a> by Vectara, a company that helps others adopt A.I. tools.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Like all Chinese companies, though, DeepSeek must also abide <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/21\/technology\/china-united-states-artificial-intelligence.html\" title=\"\">by China\u2019s strict government control and censorship online<\/a>, which is intended, above all, to mute opposition to the Communist Party\u2019s leadership.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">DeepSeek declines, for example, to respond to sensitive questions about the country\u2019s leader, Xi Jinping, and avoids or deflects those about other topics that, are politically taboo within China. Those include the student protests that were crushed in <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/06\/07\/opinion\/tiananmen-square-chinese-massacre.html\" title=\"\">Tiananmen Square<\/a> in 1989 or the status of Taiwan, the island democracy that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/16\/world\/asia\/china-taiwan-blockade-drills.html\" title=\"\">China claims as its own<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Researchers and others testing DeepSeek say the guardrails built into it are clear in the way it responds to prompts. DeepSeek did not respond to questions about the government\u2019s influence over its product.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">NewsGuard\u2019s researchers tested the chatbot using a sampling of false narratives about China, Russia and Iran and found that DeepSeek\u2019s answers mirrored China\u2019s official views 80 percent of the time. A third of its responses included explicitly false claims that have been spread by Chinese officials.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In one test involving Russia\u2019s war in Ukraine, the chatbot sidestepped a question about the baseless claim that in 2022 the Ukrainians staged the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/12\/22\/video\/russia-ukraine-bucha-massacre-takeaways.html\" title=\"\">massacre of civilians at Bucha<\/a>, a village on the approach to the country\u2019s capital, Kyiv. Video and call records from the village obtained by The New York Times show that the perpetrators were Russian.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe Chinese government has always adhered to the principles of objectivity and fairness and does not comment on specific events without comprehensive understanding and conclusive evidence,\u201d the chatbot responded, according to NewsGuard.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The response echoed public statements by Chinese officials after the massacre occurred, including the country\u2019s representative at the United Nations, Zhang Jun.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">China has long pursued a robust global information strategy to bolster its own geopolitical standing and to undermine its rivals, using <a class=\"css-yywogo\" href=\"https:\/\/education.cfr.org\/learn\/learning-journey\/tools-foreign-policy\/what-is-soft-power\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">\u201csoft\u201d power<\/a> tools like state media, as well as covert disinformation campaigns.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In <a class=\"css-yywogo\" href=\"https:\/\/public-assets.graphika.com\/atlas-highlights-china.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a separate report<\/a> this week, Graphika documented a series of influence campaigns between November and January.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One targeted Uniqlo, the Japanese retailer, because it doesn\u2019t use cotton from Xinjiang because of concerns about forced labor in the largely Muslim region. Another sought to discredit <a class=\"css-yywogo\" href=\"https:\/\/safeguarddefenders.com\/en\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Safeguard Defenders<\/a>, a human rights organization based in Madrid, using inauthentic accounts on numerous platforms \u2014 including X, YouTube, Facebook, TikTok, Gettr and BlueSky \u2014 to spread false claims, including sexually explicit ones.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Laura Harth, Safeguard Defenders\u2019 campaign director, said its researchers have faced \u201ca renewed multilingual and sustained attack aimed at discrediting the organization\u2019s work, threatening, intimidating or slandering some of its staff members, and attempting to sow doubt about its activities.\u201d<\/p>\n<\/div>\n<aside
