In December, more than 40 migrants were <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/girl-found-alive-sea-italy-dozens-migrants-feared-dead-rescue-group\/\" data-invalid-url-rewritten-http=\"\">feared dead<\/a><\/span> off Lampedusa after a lone 11-year-old survivor said the boat she was on capsized, according to the rescue group Compass Collective.<\/p>\n<p>It is not unusual for migrants crossing the Mediterranean on leaky and overcrowded boats to seek refuge on offshore oil platforms.<\/p>\n<p>As of June 1, some 23,000 migrants had reached Italy by sea this year, according to the U.N. Refugee Agency (UNHCR).<\/p>\n<p>Earlier this year, Spanish coastguards <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/photo-rescue-baby-born-sea-migrant-ship-canary-islands\/\" data-invalid-url-rewritten-http=\"\">rescued a baby that was born<\/a><\/span> on an inflatable vessel carrying migrants to the Canary Islands.
