Rand Paul of Kentucky, who <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/rand-paul-trump-one-big-beautiful-bill-math-face-the-nation-06-01-2025\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">opposes<\/a><\/span> the bill in its current form. Elon Musk, the former head of the Department of Government Efficiency, has also publicly <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/elon-musk-slams-trump-one-big-beautiful-bill-as-disgusting-abomination\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">slammed<\/a><\/span> the bill&#8217;s price tag and tried to convince lawmakers to kill it.<\/p>\n<p>In the face of this, the White House and <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/elon-musk-trump-budget-bill-mike-johnson\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">House Speaker Mike Johnson<\/a><\/span> have revived a number of their earlier talking points, claiming that their bill will reduce the nation&#8217;s debt and bring substantial tax relief to American workers while not cutting Medicaid benefits to those who qualify.<\/p>\n<p>Here&#8217;s a breakdown of the claims:<\/p>\n<h2>False claim: The bill will reduce the deficit by $1.6 trillion<\/h2>\n<p><strong>Johnson <\/strong><a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/june-1-2025-n1312211\" target=\"_blank\" rel=\"nofollow noopener\"><strong>said<\/strong><\/a><strong> June 2:<\/strong> <em>&#8220;I am telling you, this is going to reduce the deficit.&#8221;\u00a0<br \/><\/em><strong>Press secretary Karoline Leavitt <\/strong><a href=\"https:\/\/www.rev.com\/transcripts\/karoline-leavitt-white-house-press-briefing-on-5-22-25\" target=\"_blank\" rel=\"nofollow noopener\"><strong>said<\/strong><\/a><strong> May 22<\/strong>: &#8220;<em>The One Big Beautiful Bill also helps get our fiscal house in order by carrying out the largest deficit reduction in nearly 30 years with $1.6 trillion in mandatory savings.&#8221;<\/em><\/p>\n<p><strong>Details:<\/strong> Republicans have claimed the bill would reduce the deficit, with White House press secretary Karoline Leavitt suggesting it could save Americans nearly $1.6 trillion.\u00a0<\/p>\n<p>That&#8217;s false, according to multiple non-partisan analysts and think tanks. While the bill <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/whats-in-trumps-one-big-beautiful-bill-medicaid-taxes\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">includes cost-saving policies<\/a><\/span> like new Medicaid work requirements and cuts to federal food assistance programs, analysts have found those savings are outweighed by expensive provisions \u2014 like extending 2017 tax cuts, eliminating taxes on tips and boosting border security funding.<\/p>\n<p>The Congressional Budget Office, Congress&#8217; official non-partisan budget scorers, <a href=\"https:\/\/www.cbo.gov\/publication\/61461\" target=\"_blank\" rel=\"nofollow noopener\">estimated<\/a> the bill&#8217;s $1.2 trillion in spending cuts would be far exceeded by nearly $3.7 trillion in lost revenue, increasing the deficit by $2.4 trillion over the next decade. However, multiple independent analyses show that claim is false.\u00a0<\/p>\n<p>The bill aims to extend tax cuts passed in 2017 that are set to expire. If those cuts lapse, the average household&#8217;s after-tax income would fall by an estimated 2.1%, reflecting a roughly 7.5% tax increase, according to the non-partisan <a href=\"https:\/\/taxpolicycenter.org\/tax-model-analysis\/extending-provisions-tax-cuts-and-jobs-act\" target=\"_blank\" rel=\"nofollow noopener\">Urban-Brookings Tax Policy Center<\/a>.<\/p>\n<p>Similarly, the <a href=\"https:\/\/taxfoundation.org\/research\/all\/federal\/big-beautiful-bill-house-gop-tax-plan\/\" target=\"_blank\" rel=\"nofollow noopener\">Tax Foundation<\/a>, an independent think tank, estimated that if the tax cuts aren&#8217;t extended and other provisions in the bill, such as exempting tips from taxes, don&#8217;t pass, middle-income households would forgo a 4.5% increase in their after-tax income.<\/p>\n<p>The White House did not respond to a request for clarification on the president&#8217;s claim.\u00a0<\/p>\n<p>Alex Muresianu, a senior policy analyst at the Tax Foundation, said the president may have been referring to the share of taxpayers \u2014 about 62% \u2014 who would face a tax increase if the bill isn&#8217;t passed. Other Republicans framed the statistic this way, including Kentucky Rep. Andy Barr who <a href=\"https:\/\/transcripts.cnn.com\/show\/cnc\/date\/2025-05-21\/segment\/03\" target=\"_blank\" rel=\"nofollow noopener\">said<\/a> opponents of the bill are voting for a &#8220;tax increase on 68% of Americans.&#8221;\u00a0<\/p>\n<h2>False claim: The only Medicaid cuts in the bill target waste, fraud and abuse<\/h2>\n<p><strong>Mr. Trump <\/strong><a href=\"https:\/\/trumpstruth.org\/statuses\/31344\" target=\"_blank\" rel=\"nofollow noopener\"><strong>said<\/strong><\/a><strong> June 2: <\/strong><em>&#8220;There will be NO CUTS to Social Security, Medicare, or Medicaid. \u2026 The only &#8216;cutting&#8217; we will do is for Waste, Fraud, and Abuse, something that should have been done by the Incompetent, Radical Left Democrats for the last four years, but wasn&#8217;t.&#8221;\u00a0<br \/><\/em><strong>Johnson <\/strong><a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/june-1-2025-n1312211\" target=\"_blank\" rel=\"nofollow noopener\"><strong>said<\/strong><\/a><strong> June 2: <em>&#8220;<\/em><\/strong><em>We&#8217;re not cutting Medicaid. What we&#8217;re doing is strengthening the program. We&#8217;re reducing fraud, waste and abuse that is rampant in Medicaid to ensure that that program is essential for so many people.&#8221;<\/em><\/p>\n<p><strong>Details:<\/strong> Mr. Trump previously <a href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-interview-sean-hannity-fox-news-with-elon-musk-february-18-2025\/#532\" target=\"_blank\" rel=\"nofollow noopener\">promised<\/a> that his administration was not going to introduce cuts to Medicaid benefits and now claims the House-passed budget bill only targets &#8220;waste, fraud, and abuse&#8221; in the program. Johnson has echoed the claim.<\/p>\n<p>However, that&#8217;s not true, according to non-partisan analyses.<\/p>\n<p>The <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-05\/61422-Reconciliation-Distributional-Analysis.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Congressional Budget Office<\/a> has estimated that the bill would cut over $600 billion from Medicaid in the next decade. Only a fraction of that would come from anti-fraud <a href=\"https:\/\/www.kff.org\/tracking-the-medicaid-provisions-in-the-2025-budget-bill\/\" target=\"_blank\" rel=\"nofollow noopener\">measures<\/a> such as increased efforts to verify enrollees aren&#8217;t enrolled in multiple states, according to Alice Burns, the associate director at the non-partisan KFF&#8217;s Program on Medicaid and the Uninsured.<\/p>\n<p>Roughly <a href=\"https:\/\/d1dth6e84htgma.cloudfront.net\/E_and_C_Markup_Subtitle_D_Part_I_5_12_25_4628d60c2a.pdf\" target=\"_blank\" rel=\"nofollow noopener\">half of the savings<\/a> would come from imposing new work requirements on recipients without young children or disabilities. Supporters say this encourages able-bodied enrollees to contribute to their communities. However, most Medicaid enrollees under 65 <a href=\"https:\/\/www.kff.org\/medicaid\/issue-brief\/5-key-facts-about-medicaid-work-requirements\/\" target=\"_blank\" rel=\"nofollow noopener\">already have jobs<\/a>, according to KFF. The change doesn&#8217;t address waste, fraud or abuse in health care as <a href=\"https:\/\/cmsnationaltrainingprogram.cms.gov\/sites\/default\/files\/shared\/C-10_FAQ_Medicare_%26_Medicaid_Fraud_Waste_Abuse_Prevention_12-8-2022.pdf\" target=\"_blank\" rel=\"nofollow noopener\">defined<\/a> by the Centers for Medicare and Medicaid Service.\u00a0<\/p>\n<p>The bill would also require states to charge copayments of up to $35 for some medical services for people with incomes above <a href=\"https:\/\/aspe.hhs.gov\/topics\/poverty-economic-mobility\/poverty-guidelines\" target=\"_blank\" rel=\"nofollow noopener\">the poverty level<\/a> \u2014 a cost-saving move with little bearing on program integrity.
