It echoed a similar message that thousands of workers at Twitter got from Elon Musk in late 2022 after he bought the company.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk has brought his takeover tactics from Twitter to the federal government, where he\u2019s become a close adviser to President Trump and is running the cost-cutting initiative called the Department of Government Efficiency. The administration is already eliminating diversity initiatives, testing engineering prowess and demanding federal employee loyalty, maneuvers Mr. Musk embraced to slash his social media company\u2019s budget and operations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Tuesday email, sent by the Office of Personnel Management, was the latest example of the billionaire\u2019s fingerprints, down to the subject line \u2014 the same as his 2022 buyout offer to Twitter employees.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s a knife-at-your-throat feeling,\u201d said Rumman Chowdhury, a former Twitter executive who left the company, which is now known as X, after Mr. Musk\u2019s takeover. \u201cThe uncertainty is wild.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk and a spokeswoman for his government cost-cutting initiative did not immediately respond to requests for comment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk has previously said he expects to slash $2 trillion from the federal budget. Between 5 and 10 percent of federal workers were expected to accept the exit packages offered on Tuesday, \u201cwhich could lead to around $100 billion in savings,\u201d Mr. Musk\u2019s political action committee, America PAC, said in a post on <a class=\"css-yywogo\" href=\"https:\/\/x.com\/america\/status\/1884372526144598056\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">X<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk, who also leads Tesla and SpaceX, has enlisted the help of a team of loyalists to assess agencies and make cuts, the same thing he did during the Twitter takeover. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Steve Davis, the head of Mr. Musk\u2019s tunneling startup, The Boring Company, helped oversee cost-cutting at Twitter and now leads DOGE. Brian Bjelde, a longtime human resources executive at SpaceX who also helped during the Twitter takeover, is now an adviser to the Office of Personnel Management.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Michael Grimes, a top banker at Morgan Stanley who helped lead Mr. Musk\u2019s Twitter acquisition, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/29\/us\/politics\/grimes-commerce-dept.html?smid=url-share\" title=\"\">is expected to take a senior job<\/a> at the Commerce Department.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">One of Mr. Musk\u2019s software engineers at Tesla, Thomas Shedd, was named the head of \u201cTechnology Transformation Services\u201d at the General Services Administration, which helps manage federal agencies. Mr. Shedd promptly employed a Musk tactic: asking for proof of engineers\u2019 technical chops.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Shedd asked for engineers to sign up for sessions in which they could share \u201ca recent individual technical win,\u201d according to an email sent to more than 700 employees on Tuesday night and viewed by The Times.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThese sessions are an opportunity to understand more deeply the types of expertise we have,\u201d Mr. Shedd said in his email, which emphasized his \u201chours on the factory floor\u201d at Tesla.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Just a day after acquiring Twitter, Mr. Musk demanded engineers print out and share code they had written for the company\u2019s various products.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk also worked quickly to undo diversity initiatives at the social media company \u2014 a move echoed by Mr. Trump\u2019s flurry of executive orders his first week in office, which eliminated diversity and inclusion efforts in the federal government.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThese programs divided Americans by race, wasted taxpayer dollars, and resulted in shameful discrimination,\u201d according to emails sent to federal workers viewed by The Times.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">After buying Twitter, Mr. Musk slammed previous management\u2019s attempts to foster diversity, sharing a video in which <a class=\"css-yywogo\" href=\"https:\/\/x.com\/RMac18\/status\/1595271296459292672\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">he mocked shirts<\/a> made for the company\u2019s Black employee group. Under his leadership, the company cut funding for employee resource groups, and took down a mural celebrating the Black Lives Matter movement in its San Francisco office, according to two former employees.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">One of Mr. Musk\u2019s go-to tactics for cutting costs at Twitter was reducing the company\u2019s real estate footprint. He <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/12\/29\/technology\/twitter-elon-musk.html\" title=\"\">stopped paying rent<\/a> for various office spaces around the world, leading to evictions from several facilities, including in Seattle and Boulder, Colo.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The General Services Administration is also targeting real estate for cost-cutting. Stephen Ehikian, a former tech executive and Trump appointee, told workers in an email on Tuesday viewed by The Times that two of the agency\u2019s properties would be listed for sale while three leases had been terminated. The move would save about $11 million and was a \u201cfirst step\u201d in slashing real estate expenditures, according to the email.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While Mr. Musk ultimately transformed Twitter, reducing staff by 80 percent and minimizing its real estate footprint, its business has declined. Advertisers have fled the site in droves, and at least one investor, Fidelity, estimates the company is now worth 72 percent less than the $44 billion he paid for it.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cOur user growth is stagnant, revenue is unimpressive and we\u2019re barely breaking even,\u201d Mr. Musk wrote in an email to X employees earlier this month, which was viewed by The New York Times and previously reported by <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/finance\/banking\/wall-street-banks-prepare-to-sell-billions-of-dollars-of-x-loans-c609beb1\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">The Wall Street Journal<\/a>. \u201cWe need to be faster, more innovative and relentlessly focused.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk on Tuesday evening resurfaced <a class=\"css-yywogo\" href=\"https:\/\/x.com\/elonmusk\/status\/1865457111783637448\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">one of his 2024 posts on X<\/a>, appearing to reference the \u201cfork in the road\u201d email to federal employees, which demanded that they be \u201creliable, loyal, trustworthy\u201d and \u201cstrive for excellence.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some government workers are looking to former Twitter employees for guidance.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Several federal employees circulated <a class=\"css-yywogo\" href=\"https:\/\/bsky.app\/profile\/ruchowdh.bsky.social\/post\/3lguxxcgcwk2l\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">online posts<\/a> from Dr. Chowdhury offering advice about how to respond to a Musk takeover. Others contacted Shannon Liss-Riordan, an employment lawyer who is suing Mr. Musk on behalf of former Twitter workers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cElon clearly thinks he learned from Twitter how to decimate a workplace and he\u2019s trying to roll out the same playbook with the federal government now,\u201d Ms. Liss-Riordan said.<\/p>\n<p class=\"css-798hid etfikam0\">Theodore
