His expertise includes a central role in early federal efforts to speed the rise of artificial intelligence and to compete with China in its development. He will join <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/23\/business\/dealbook\/silicon-valley-trump-administration.html\" title=\"\">a cohort of White House advisers<\/a> on the fraught topic.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Even so, Mr. Trump\u2019s selection marks a clear break from a long tradition in which presidential science advisers bore top degrees and deep science roots. The appointment of Mr. Kratsios has led other experts to warn of budget cuts to the health and physical sciences.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is an utter disaster,\u201d said <a class=\"css-yywogo\" href=\"https:\/\/www.ccny.cuny.edu\/profiles\/michael-lubell\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Michael S. Lubell<\/a>, a professor of physics at the City College of New York and former spokesman for the American Physical Society, the world\u2019s largest group of physicists. \u201cClimate science is dead. God knows what\u2019s going to happen to biomedicine. This marks the beginning of the decline of the golden age of American science.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.bakerinstitute.org\/experts\/neal-f-lane\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Neal F. Lane<\/a>, a physicist who served as President Bill Clinton\u2019s science adviser, said the nomination of Mr. Kratsios represented a profound shift. \u201cThe first Trump administration had a science adviser with extraordinary credentials,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That official was <a class=\"css-yywogo\" href=\"https:\/\/web.archive.org\/web\/20200215073828\/http:\/kkd.ou.edu\/Droegemeier_Full_CV_2018.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Kelvin Droegemeier<\/a>, a meteorologist who received his Ph.D. in atmospheric science from the University of Illinois, Urbana-Champaign. For almost a decade, up to his White House appointment, Dr. Droegemeier served as vice president for research at the University of Oklahoma, a pioneering center in the development of weather forecasting. He also served from 2004 to 2016 on the <a class=\"css-yywogo\" href=\"https:\/\/www.nsf.gov\/nsb\/about\/index.jsp\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">National Science Board<\/a>, which oversees the National Science Foundation and gives independent advice to Congress and the president.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Virtually all of the nation\u2019s previous science advisers had doctorates, often from elite universities with reputations for producing Nobel laureates. The first, <a class=\"css-yywogo\" href=\"https:\/\/books.google.com\/books?id=qDc9DwAAQBAJ\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Vannevar Bush<\/a>, science adviser to President Franklin D. Roosevelt, received his doctorate jointly from M.I.T. and Harvard. He played a central role in persuading Washington to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/17\/us\/politics\/atomic-bomb-secret-funding-congress.html\" title=\"\">build the first atomic bomb<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Victoria LaCivita, a spokeswoman for the White House Office of Science and Technology Policy, said the office would not comment on the selection of Mr. Kratsios. Instead, she listed science leaders who voiced support for Mr. Kratsios, including <a class=\"css-yywogo\" href=\"https:\/\/www.aaas.org\/news\/statement-aaas-ceo-sudip-parikh-nomination-michael-kratsios-director-white-house-office\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Sudip Parikh<\/a>, head of the American Association for the Advancement of Science; <a class=\"css-yywogo\" href=\"https:\/\/www.aau.edu\/newsroom\/press-releases\/aau-president-barbara-r-snyder-congratulates-michael-kratsios-nomination-be\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Barbara R. Snyder<\/a>, head of the Association of American Universities; and <a class=\"css-yywogo\" href=\"https:\/\/www.aplu.org\/news-and-media\/news\/aplu-statement-on-the-selection-of-michael-kratsios-and-lynne-parker-for-senior-science-and-technology-roles\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Mark Becker<\/a>, head of the Association of Public Land-Grant Universities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kratsios, 38, grew up in South Carolina and graduated magna cum laude in 2008 from Princeton with a <a class=\"css-yywogo\" href=\"https:\/\/www.commerce.senate.gov\/services\/files\/ee198cae-4721-49af-bfa1-0f7d0f696256\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Bachelor of Arts degree<\/a> in politics. He has no other degrees. While in college, he was <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/articles\/michael-kratsios-plays-peacemaker-between-trump-and-tech-1510603201\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">an intern<\/a> for Senator Lindsey Graham, the Republican of South Carolina.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">After school, he <a class=\"css-yywogo\" href=\"https:\/\/www.linkedin.com\/in\/michaelkratsios\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">was a Wall Street analyst<\/a> before working in an investment fund run by Peter Thiel, a venture capitalist in Silicon Valley who backed Mr. Trump\u2019s first presidential bid and advised him on technology issues.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In March 2017, early in his first term, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.axios.com\/2017\/12\/15\/peter-thiels-chief-of-staff-named-trumps-deputy-cto-1513300743\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">appointed<\/a> Mr. Kratsios as his deputy assistant for technology policy. He was the administration\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/03\/30\/us\/politics\/science-technology-white-house-trump.html?_r=0\" title=\"\">first hire<\/a> among its many openings for science and technology advisers. In that post he led tech policy initiatives on such issues as A.I., drones, quantum computing and cybersecurity.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the time, Dr. Lane, Mr. Clinton\u2019s science adviser, referred to Mr. Kratsios in a New York Times <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/01\/04\/opinion\/trump-disdain-science.html\" title=\"\">opinion piece<\/a> as \u201ca technologically inexperienced Silicon Valley financier holding just a bachelor\u2019s degree in political science.\u201d The title of the essay was \u201cTrump\u2019s Disdain for Science.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many critics <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/03\/30\/us\/politics\/science-technology-white-house-trump.html?_r=0\" title=\"\">faulted<\/a> the Trump administration for leaving open many of its top science posts. For instance, Mr. Trump had been in office for nearly two years before Dr. Droegemeier was <a class=\"css-yywogo\" href=\"https:\/\/www.nature.com\/articles\/d41586-019-00015-1\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">confirmed<\/a> by the Senate as his science adviser.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Technical experts also <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/02\/12\/technology\/china-trump-artificial-intelligence.html\" title=\"\">accused<\/a> the Trump administration of ceding the United States\u2019 A.I. edge to China. Mr. Kratsios soon after led the administration\u2019s call for stronger A.I. initiatives.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe must invest in the industries of the future,\u201d he <a class=\"css-yywogo\" href=\"https:\/\/www.wired.com\/story\/a-national-strategy-for-ai\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">wrote<\/a> of the need for tougher A.I. policies in a Wired article in February 2019. \u201cWe must act now to ensure this innovation generates excitement, rather than uncertainty.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Simultaneously, he played <a class=\"css-yywogo\" href=\"https:\/\/hai.stanford.edu\/people\/michael-jk-kratsios\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a central role<\/a> in the birth of what the Trump administration hailed as the nation\u2019s first A.I. strategy, known as the <a class=\"css-yywogo\" href=\"https:\/\/trumpwhitehouse.archives.gov\/wp-content\/uploads\/2020\/02\/American-AI-Initiative-One-Year-Annual-Report.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">American Artificial Initiative Initiative<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In March 2019, Mr. Trump formally <a class=\"css-yywogo\" href=\"https:\/\/fedscoop.com\/trump-nominate-michael-kratsios-u-s-cto-role\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">picked<\/a> Mr. Kratsios to be the nation\u2019s chief technology officer. The post, <a class=\"css-yywogo\" href=\"https:\/\/fedscoop.com\/what-is-the-us-cto\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">created<\/a> by the Obama administration, requires Senate confirmation and sits within the White House Office of Science and Technology Policy, home of the president\u2019s science adviser. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">In July 2020, the White House gave Mr. Kratsios <a class=\"css-yywogo\" href=\"https:\/\/www.geekwire.com\/2020\/white-houses-chief-technology-officer-becomes-pentagons-top-techie-well\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a second job<\/a> \u2014 the acting under secretary of defense for research and engineering. In that role, he oversaw a sprawling maze of units that included the department\u2019s research labs as well as the Space Development Agency and the Defense Advanced Research Projects Agency.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">For his service, he <a class=\"css-yywogo\" href=\"https:\/\/www.defense.gov\/About\/Biographies\/Biography\/Article\/2279091\/michael-jk-kratsios\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">received<\/a> the Distinguished Public Service Medal, the highest award given by the Department of Defense to private citizens or noncareer federal employees.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an interview, Dr. Droegemeier, Mr. Trump\u2019s science adviser in his first term, called Mr. Kratsios extremely smart and very well organized. \u201cHe has a really good vision for things and a sense of what needs to be done,\u201d he said. \u201cHe looks through a geopolitical lens.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. Droegemeier, who often collaborated with Mr. Kratsios at the White House, added he \u201cknows what he doesn\u2019t know\u201d and would constantly draw on specialists who did.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He jokingly noted Mr. Kratsios\u2019 bachelor\u2019s degree in politics and said that after an early encounter with him \u201cI wanted that degree.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After leaving government when President Biden won the election in 2020, Mr. Kratsios became managing director of <a class=\"css-yywogo\" href=\"https:\/\/scale.com\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Scale AI<\/a>, a San Francisco startup that helps A.I. companies hone their products. As the startup\u2019s head of strategy, <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/articles\/scale-ai-hires-former-u-s-cto-michael-kratsios-as-head-of-strategy-11622160086\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">his main job<\/a> was to help companies bring their A.I. pilot projects to maturity and the commercial market.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In 2024, the Pentagon <a class=\"css-yywogo\" href=\"https:\/\/defensescoop.com\/2024\/02\/20\/scale-ai-pentagon-testing-evaluating-large-language-models\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">chose<\/a> Scale AI to aid its testing and evaluation of A.I. models that might one day help warfighters make decisions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration has made A.I. a top priority. As president-elect, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/05\/us\/politics\/david-sacks-crypto-ai-trump.html\" title=\"\">picked<\/a> David Sacks, a Silicon Valley conservative and close ally of Elon Musk, to be his A.I. and crypto czar.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an interview, Dr. Lane, Mr. Clinton\u2019s science adviser, said his criticism of Mr. Kratsios in 2018 could not take into account the strides he subsequently made in his tech career. Mr. Trump\u2019s picking him as science adviser, he added, can be seen as warranted given <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/27\/business\/us-stock-market-deepseek-ai-sp500-nvidia.html\" title=\"\">Washington\u2019s current push<\/a> to beat China in the global A.I. race.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cTechnology is a much higher priority for everybody in the White House than in years past,\u201d Dr. Lane said, including in Mr. Trump\u2019s first term. And that, he added, made a science adviser with deep knowledge of technology and its arcane complexities a significant asset.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cHe can point to a wide range of responsibilities,\u201d Dr. Lane said of Mr. Kratsios\u2019 r\u00e9sum\u00e9, including not only his jobs in technology, but also his tenure as the head of Pentagon research.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In terms of acquired skills in scientific policy and management, Dr. Lane added, \u201che can point to experience that could be more important than a
