Kennedy Jr. delivered a defiant defense on Wednesday of his drastic overhaul of federal health agencies as House Democrats accused him of violating the law by shuttering whole divisions and cutting funding appropriated by Congress for medical research.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe are not withholding money for lifesaving research!\u201d Mr. Kennedy thundered at Representative Rosa DeLauro, the top Democrat on the House Appropriations Committee, who lectured him on the language of the Constitution and Congress\u2019s power of the purse.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. DeLauro looked disgusted. \u201cUnbelievable,\u201d she said, shaking her head. \u201cUnbelievable.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The back-and-forth with Ms. DeLauro was just one of a series of fiery exchanges between Democratic lawmakers and Mr. Kennedy during his first appearance on Capitol Hill since becoming health secretary.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The purpose of Wednesday\u2019s hearing was for Mr. Kennedy to answer questions about President Trump\u2019s health budget for the next fiscal year. But Democrats focused instead about the mass layoffs and cuts Mr. Kennedy is already making, which they have condemned as part of what they call Mr. Trump\u2019s \u201cwar on science.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has published only the broad outlines of his budget plan, which <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/02\/us\/politics\/trump-budget-cdc-nih-cuts.html\" title=\"\">calls for deep cuts<\/a> to the National Institutes of Health and the Centers for Disease Control and Prevention. In his opening remarks to the House committee, Mr. Kennedy said the cuts will save money \u201cwithout impacting critical services,\u201d according to <a class=\"css-yywogo\" href=\"https:\/\/docs.house.gov\/meetings\/AP\/AP07\/20250514\/118230\/HHRG-119-AP07-Wstate-KennedyR-20250514.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a copy of his remarks<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The budget blueprint \u201crecognizes the fiscal challenges our country faces today, and the need to update and redirect our investments to meet the needs of a rapidly changing world.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But a remake of the health department is already well underway, engineered in part by Elon Musk and his team at the Department of Government Efficiency. It includes cutting <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/27\/us\/politics\/health-department-job-layoffs-rfk-jr.html\" title=\"\">20,000 jobs<\/a> \u2014 one-quarter of the health work force. It also collapses entire agencies, including <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/12\/health\/federal-cuts-substance-abuse-mental-health.html\" title=\"\">those devoted to mental health<\/a> and addiction treatment, and emergency preparedness, into a new, ill-defined \u201cAdministration for a Healthy America.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">House Republicans largely praised Mr. Kennedy, but their questions revealed that they, too, were somewhat uncomfortable with his changes. Several asked about projects in their districts. Representative Chuck Fleischmann, a Tennessee Republican who represents candy manufacturers, worried aloud that Mr. Kennedy\u2019s plan to rid the food supply of certain petroleum-based dyes would cost his constituents money.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Representative Stephanie Bice, Republican of Oklahoma, urged Mr. Kennedy to protect a medical research foundation in her district. Representative Riley Moore, Republican of West Virginia, expressed relief that Mr. Kennedy had reversed the firings of more than 100 employees with the National Institute for Occupational Safety and Health, which helps protect coal miners from black lung disease.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Democrats peppered the health secretary with questions on a range of other matters, including handling of a measles epidemic that has killed two children in West Texas, his views on abortion, his recovery from heroin addiction and whether he would vaccinate his own children against measles, chickenpox or polio, were he confronted with that decision today.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy ducked the question, insisting his own views did not matter.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The health secretary will also appear on Wednesday afternoon before the Senate health committee, whose Republican chairman will call on him to explain to Americans how his reforms \u201cwill make their lives easier, not harder.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Senator Bill Cassidy, Republican of Louisiana and the health committee chairman, is expected to call on Mr. Kennedy to articulate \u201ca clearly defined plan or objective,\u201d according to an excerpt from his prepared remarks. Mr. Cassidy voted to confirm Mr. Kennedy <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/05\/us\/politics\/bill-cassidy-rfk-measles.html\" title=\"\">despite intense misgivings<\/a> about his views on vaccines.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Cassidy asked Mr. Kennedy to testify about the job cuts at the health department last month, but the secretary did not appear.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMuch of the conversation around H.H.S.\u2019s agenda has been set by anonymous sources in the media and individuals with a bias against the president,\u201d Mr. Cassidy\u2019s remarks say. \u201cAmericans need direct reassurance from the administration, from you Mr. Secretary, that its reforms will make their lives easier, not harder.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That may be a tall order. A <a class=\"css-yywogo\" href=\"https:\/\/www.kff.org\/medicaid\/poll-finding\/kff-health-tracking-poll-april-2025-publics-view-on-major-cuts-to-federal-health-agencies\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">recent poll by KFF<\/a>, a nonpartisan health policy research organization, found that a majority of the public opposed major cuts to staffing and spending at the nation\u2019s health agencies. A majority of Americans said the Trump administration was \u201crecklessly making broad cuts to programs and staff, including some that are necessary for agencies to function.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In anticipation of the hearing, Senator Bernie Sanders of Vermont, the ranking member on the health committee, <a class=\"css-yywogo\" href=\"https:\/\/www.sanders.senate.gov\/wp-content\/uploads\/HELP-Committee-Minority-Report-Trumps-War-on-Science.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">released a report<\/a> on Tuesday that accused Mr. Trump of waging an \u201cunprecedented, illegal and outrageous attack on science and scientists.\u201d The report found, for instance, that Mr. Trump cut cancer research by 31 percent over the first three months of this year, compared with the same time frame last year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cTrump\u2019s war on science is an attack against anyone who has ever loved someone with cancer,\u201d Mr. Sanders said in a statement. \u201cThe American people do not want us to slash cancer research in order to give more tax breaks for billionaires.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy, one of the nation\u2019s most vocal vaccine skeptics, insisted to House members on Wednesday morning that he had managed the current measles outbreak better than his counterparts in other nations. The outbreak, which began in West Texas, has killed two unvaccinated children and one adult, and has now sickened more than 1,000 people in 30 states, <a class=\"css-yywogo\" href=\"https:\/\/www.cdc.gov\/measles\/data-research\/index.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to the C.D.C.<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy has offered only a tepid endorsement of vaccination. He has acknowledged that vaccines are an effective way of preventing the spread of measles. But he has insisted that the choice to vaccinate should be voluntary.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He has instead promoted treating the disease after infection with alternative therapies, including cod liver oil, which contains vitamin A \u2014 a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/25\/health\/measles-kennedy-vitamin-a.html\" title=\"\">remedy that doctors said<\/a> had sickened some children who took too much of it. Ms. DeLauro accused him of \u201cpromoting quackery.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">During the House hearing, Mr. Kennedy gave no quarter, trading barbs with lawmakers in a way that is unusual for any witness, much less one coming to Congress to ask for money to run his agency.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI don\u2019t know if you understand this or whether you are just mouthing the Democratic talking points,\u201d Mr. Kennedy said to Representative Josh Harder, Democrat of California, who asked about cuts to Medicaid.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy clashed as well with Representative Bonnie Watson Coleman, a New Jersey Democrat, who asked about cuts to home heating programs. \u201cMy time has expired,\u201d he said sharply, after she cut off his answer.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">To that, Ms. Watson Coleman shot back: \u201cAnd so has your legitimacy.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But by far the most passionate Democrat was Ms. DeLauro, who survived ovarian cancer nearly four decades ago and has served in Congress for 34 years.
