For China, that means its search for economic and diplomatic opportunities across Asia is unlikely to soften its tough line on its regional territorial claims and military competition.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/12\/business\/china-us-tariffs.html\" title=\"\">Both sides have agreed<\/a> to temporarily<strong class=\"css-8qgvsz ebyp5n10\"> <\/strong>cut the startlingly high tariffs they had imposed on each other\u2019s goods. But the tariff truce will not allay other grievances that Beijing has with Washington, such as over a Pentagon <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/28\/world\/asia\/hegseth-philippines-china.html\" title=\"\">vow<\/a> to shift military forces to Asia and the Pacific, and the continuing efforts to limit China\u2019s access to advanced technology.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The climb-down on tariffs may open the way to a call, and a summit, between President Trump and China\u2019s top leader, Xi Jinping. But Mr. Trump\u2019s high tariffs have already weakened guarded hopes in Beijing that Mr. Xi could appeal to Mr. Trump\u2019s deal-maker side, said experts who have spoken to Chinese officials and policy advisers. While Beijing will vigorously pursue opportunities in talks with the Trump administration, it will steel for a possible flare-up of tensions \u2014 repeating the pattern of relations during Mr. Trump\u2019s first term.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI think it validates Beijing\u2019s view that it was correct to take a dark view of U.S. intentions \u2014 and prepare for the eventuality of a second trade war with the policies it has pursued in the years since the first trade war\u201d during Mr. Trump\u2019s first term, said <a class=\"css-yywogo\" href=\"https:\/\/www.brookings.edu\/people\/jonathan-a-czin\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Jonathan Czin<\/a>, the Michael H. Armacost Chair in Foreign Policy Studies at the Brookings Institution, who formerly worked in the Central Intelligence Agency analyzing Chinese politics.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cMy suspicion is that Beijing sees this as a tactical retreat by the U.S. rather than a more fundamental shift away from hostility toward the Chinese Communist Party,&#8221; Mr. Czin said of the tariff pause agreed in Geneva.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">President Trump\u2019s tariffs on much of the world have given Mr. Xi an opportunity to present China as a friendly, trustworthy alternative, a theme that he promoted during <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/18\/world\/asia\/china-xi-trump-cambodia.html\" title=\"\">a recent visit<\/a> to Vietnam, Cambodia and Malaysia and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/13\/world\/asia\/china-xi-latin-america.html\" title=\"\">meetings this week<\/a> with Latin American leaders.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But China\u2019s emerging approach to the Trump era also includes flexing its power: basically, telling other governments, especially in Asia, not to expect Beijing to hold back its regional claims and ambitions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On the same day that Washington and Beijing announced their truce on tariffs, a Chinese government policy-setting document warned that \u201cexternal forces\u201d posed increasing \u201cthreats to China\u2019s frontier regions, border areas, and security in its surrounding areas.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe Asia-Pacific region has become a focus of contestation between major powers,\u201d said the <a class=\"css-yywogo\" href=\"https:\/\/web.archive.org\/web\/20250512120541\/http:\/\/www.news.cn\/20250512\/5c1d9f763a704ae4b904975ea86e03f3\/c.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Chinese national security white paper<\/a> issued on Monday. \u201cCertain countries have been strengthening their military alliances in the Asia-Pacific, courting regional partners, forming exclusionary \u2018cliques\u2019,\u201d it said, in a reference to the United States and its partners.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSure, it will continue to try to leverage the upheaval in Washington\u2019s trade policy by presenting itself as a beacon of stability and predictability,\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.lowyinstitute.org\/people\/experts\/bio\/richard-mcgregor\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Richard McGregor<\/a>, a senior fellow for East Asia at the Lowy Institute in Sydney, said of China. \u201cBut it will not relent in pressing its claims in the multiple sovereignty disputes it has with its maritime neighbors.\u201d.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Early this month, a Chinese Coast Guard helicopter <a class=\"css-yywogo\" href=\"https:\/\/english.kyodonews.net\/news\/2025\/05\/8dd76c8b756f-update1-china-coast-guard-chopper-briefly-enters-japan-airspace-off-senkakus.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">flew into airspace<\/a> near disputed islands also claimed, and controlled, by Japan, an escalation in long-running friction over the islands, called Diaoyu by China and Senkaku by Japan. China <a class=\"css-yywogo\" href=\"https:\/\/www.chinadaily.com.cn\/a\/202505\/05\/WS681807c2a310a04af22bd777.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said it was responding<\/a> to a provocative flight over the islands by a Japanese plane.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">This month, too, China\u2019s Coast Guard <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/28\/world\/asia\/south-china-philippine-sandy.html\" title=\"\">landed on Sandy Cay<\/a>, a sliver of sand in the disputed South China Sea that is also claimed by the Philippines. Their action came days before the United States and the Philippines began annual <a class=\"css-yywogo\" href=\"https:\/\/www.navalnews.com\/naval-news\/2025\/04\/philippines-and-u-s-kick-off-balikatan-2025-large-scale-exercise\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">joint military exercises<\/a> in the Philippines.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Above all, the Chinese government remains on edge over Taiwan, the democratically governed island that Beijing claims as its territory. In early April, the People\u2019s Liberation Army held <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/01\/world\/asia\/china-taiwan-military-drills.html\" title=\"\">exercises around Taiwan<\/a> to practice imposing a blockade.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">China\u2019s leaders saw no contradiction in their mix of sweet talk and hardball actions, said Julian Gewirtz, a former senior China policy official at the White House and State Department during the Biden administration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey believe it is precisely the moment to set the relationship with China\u2019s neighbors \u2014 particularly those that they worry have grown too close with Washington \u2014 on more advantageous terms,\u201d Mr. Gewirtz said. \u201cIt is a moment when they believe those states\u2019 ability to push back is diminished and where China\u2019s leaders can say \u2018We can, yes, offer economic and technology deals and other incentives. But we also can continue to push on our territorial claims.\u2019 And those two things coexist very comfortably in their minds.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rifts have opened up between the United States and many traditional allies, especially in Europe. But so far, Mr. Trump\u2019s policies have not shaken traditional U.S. alliances in Asia and the Pacific to the same degree. Marco Rubio attended a <a class=\"css-yywogo\" href=\"https:\/\/china.usembassy-china.org.cn\/joint-statement-by-the-quad-foreign-ministers\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">meeting with foreign ministers<\/a> from India, Japan and Australia on his first full day as Secretary of State. Mr. Trump and Prime Minister Shigeru Ishiba of Japan issued a <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/2025\/02\/united-states-japan-joint-leaders-statement\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">joint statement<\/a> that mentioned their shared concerns about Chinese threats to Taiwan.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere is continuity here in this region \u2014 with Japan, the Philippines, Taiwan, Australia,\u201d said Ely Ratner, the Assistant Secretary of Defense for Indo-Pacific Security Affairs under President Biden, said of alliance ties under Mr. Trump.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cBoth sides, the U.S. and its Asian partners, are trying to silo off their defense and security relationship from the trade and tariff environment,\u201d said Mr. Ratner, now a principal at the <a class=\"css-yywogo\" href=\"https:\/\/themarathoninitiative.org\/ely-ratner\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Marathon Initiative<\/a>, a group that studies U.S. competition with China and other rivals. \u201cThe challenge now for Beijing is that most of America\u2019s allies view China as their primary national security threat.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">China has cheered the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/15\/us\/politics\/trump-order-voice-of-america.html\" title=\"\">dismantling<\/a> of the office overseeing the Voice of America and other agencies promoting democracy and human rights under Mr. Trump.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Mr. Xi and other Chinese leaders had a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/13\/world\/asia\/china-xi-asia-pacific-summit.html\" title=\"\">dim view of the United States\u2019 intentions<\/a> well before Mr. Trump entered politics. And in Mr. Trump\u2019s first term, shows of bonhomie between him and Mr. Xi gave way to a trade war, then an agreement that faltered, with Washington accusing China of not honoring its side of the bargain. There was also acrimony over the origins of Covid, U.S. controls on technology exports, and each sides\u2019 military aims.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">This time, the mutual back down on tariffs will not dispel deep distrust between China and the United States, said Shen Dingli, a scholar of international relations in Shanghai. If both sides keep dialing back on their trade disputes, relations may improve for a year or two, but then are likely to worsen again, Mr. Shen said, \u201cbecause we have too many points of disagreement.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><script async
