The document, a draft of the department\u2019s strategic plan for the next five years, downplays conservation in favor of an approach that seeks to maximize economic returns, namely through the extraction of oil, gas and other natural resources.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThat\u2019s a blueprint for industrializing the public lands,\u201d said Taylor McKinnon, who works on preservation of Southwestern lands for the <a class=\"css-yywogo\" href=\"https:\/\/www.biologicaldiversity.org\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Center for Biological Diversity<\/a>, a nonprofit organization. \u201cA separate question is whether they\u2019re able to achieve that,\u201d Mr. McKinnon said, vowing lawsuits from his group and others.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Sweeping proposals are a species native to Washington, D.C., and many of them stand little chance of being realized. However, Donald J. Trump has begun his second term as president at a blistering pace, remaking or shuttering entire federal agencies with such speed that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/01\/us\/politics\/trump-democrats-protests-law-firms-colleges.html\" title=\"\">opponents have only recently found their footing<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI would take it every bit as seriously as I would take what is laid out in Project 2025,\u201d said Jacob Malcom, who <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/02\/us\/politics\/federal-workers-scientists-firings-trump.html#:~:text=SKIP%20ADVERTISEMENT-,Jacob%20Malcom,-%2C%20an%20endangered%20species\" title=\"\">until recently<\/a> headed the Interior Department\u2019s office of policy analysis. <a class=\"css-yywogo\" href=\"https:\/\/www.documentcloud.org\/documents\/24088042-project-2025s-mandate-for-leadership-the-conservative-promise\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Project 2025<\/a>, a 900-page document issued in 2023 by the Heritage Foundation, has served as a blueprint for the Trump administration on a host of policy fronts \u2014 including in its approach to public lands. The section of Project 2025 dealing with the Interior Department was primarily written by <a class=\"css-yywogo\" href=\"https:\/\/fedsoc.org\/contributors\/william-perry-pendley\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">William Perry Pendley<\/a>, a conservative activist.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Of the several goals laid out in the draft strategic plan \u2014 which was pointedly made public on April 22, when <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2020\/climate\/earth-day-history.html\" title=\"\">Earth Day<\/a> is marked \u2014 \u201cRestore American Prosperity\u201d earns top billing. To achieve that aim, the Interior Department proposes to \u201copen Alaska and other federal lands for mineral extraction,\u201d \u201cincrease revenue from grazing, timber, critical minerals, gravel and other nonenergy sources\u201d and \u201cincrease clean coal, oil and gas production through faster and easier permitting.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Public Domain, a newsletter that covers the Interior Department, <a class=\"css-yywogo\" href=\"https:\/\/www.publicdomain.media\/p\/interior-trump-draft-strategic-plan\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">first reported<\/a> on the document. In an emailed statement, an Interior Department spokesperson denounced the leak, which was seemingly intended to prepare environmental groups like Mr. McKinnon\u2019s for all-but-certain legal battles. The statement called the leak \u201cbeyond unacceptable\u201d and said it was \u201cirresponsible for a media outlet to publish a draft document. We will take this leak of an internal, pre-decisional document very seriously and find out who is responsible.\u201d The department\u2019s media office declined to elaborate on the state of the investigation into the leak.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The plan does mention more traditional goals, such as enhancing \u201cresiliency from natural disasters,\u201d upgrading infrastructure like dams and bridges and promoting recreation (with an emphasis on hunting and fishing). But the overarching vision of the 23-page plan aligns with Republicans\u2019 longstanding conviction that federal land protections have become onerous and intrusive. Those convictions burgeoned in the late 1970s and the early years of the Reagan administration, <a class=\"css-yywogo\" href=\"https:\/\/fee.org\/articles\/the-sagebrush-rebellion\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">when activists calling themselves Sagebrush Rebels launched a movement<\/a> that favored privatization over protection. (Mr. Pendley, the activist, uses the handle <a class=\"css-yywogo\" href=\"https:\/\/x.com\/Sagebrush_Rebel\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">@Sagebrush_Rebel<\/a> on the social media platform X; his profile avatar is a photograph of Ronald Reagan in cowboy attire.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe strategic plan clearly puts extraction and sell-off of public lands first,\u201d said Aaron H. Weiss, deputy director of the Center for Western Priorities, a nonpartisan nonprofit that advocates for land conservation. \u201cConservation, protection, recreation and tribal obligations are all at the bottom of the list.\u201d (The Interior Department, sometimes known quasi-affectionately as \u201cthe Department of Everything Else,\u201d includes the National Park Service, the Bureau of Land Management, the Fish and Wildlife Service and the Bureau of Indian Affairs.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Key aspects of the 2030 plan are already underway. Doug Burgum, the Interior secretary, has moved <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/23\/climate\/interior-department-gas-and-mining-projects.html\" title=\"\">to shorten environmental reviews required<\/a> for approving mines, wells, pipelines and other industrial infrastructure. The Trump administration recently endorsed building housing <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/29\/us\/politics\/housing-federal-land-trump.html\" title=\"\">on federal land<\/a>, a proposal favored <a class=\"css-yywogo\" href=\"https:\/\/subscriber.politicopro.com\/article\/eenews\/2024\/06\/27\/trumps-blm-chief-has-a-plan-for-housing-sell-off-public-lands-00165194\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">by Mr. Pendley<\/a>, who ran the Bureau of Land Management during the first Trump administration. And on May 2, Mr. Burgum announced that 87,000 acres managed by his department would be opened <a class=\"css-yywogo\" href=\"https:\/\/www.doi.gov\/pressreleases\/department-interior-announces-expansion-hunting-and-fishing-opportunities\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">to hunting and fishing<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Burgum\u2019s strategic plan also proposes returning federal land to states, an idea Mr. Weiss of the Center for Western Priorities described as policy subterfuge. \u201cWe know from past history that the states can\u2019t afford to manage that, so the inevitable outcome there is closures and sell-offs and more privatization. That\u2019s the end game.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">To be sure, the new Interior Department vision may at best be only partially realized, especially as courts continue <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/19\/podcasts\/the-daily\/trumps-judge-deportation-roberts.html\" title=\"\">to block key components<\/a> of Mr. Trump\u2019s agenda. \u201cI think a ton of what they\u2019re doing is illegal,\u201d Dr. Malcom said, pointing <a class=\"css-yywogo\" href=\"https:\/\/thehill.com\/policy\/energy-environment\/5145945-interior-department-fires-probationary-employees\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">to the Trump administration\u2019s wholesale dismissals<\/a> of Interior Department employees and halt <a class=\"css-yywogo\" href=\"https:\/\/www.courthousenews.com\/democratic-states-sue-trump-administration-for-blocking-wind-energy-projects\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">of renewable energy projects<\/a>. Even so, the document is stark evidence of how the modern-day G.O.P. has largely come to spurn the conservationist spirit of Theodore D. Roosevelt, the Republican president who is closely associated <a class=\"css-yywogo\" href=\"https:\/\/www.nps.gov\/thrb\/learn\/historyculture\/trandthenpsystem.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">with the expansion of the National Park System<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It was Mr. Roosevelt who <a class=\"css-yywogo\" href=\"https:\/\/www.nps.gov\/subjects\/archeology\/antiquities-act.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">implemented the Antiquities Act<\/a>, a 1906 law that allows the president to protect lands deemed culturally or historically significant. Democratic presidents including Bill Clinton, Barack Obama and Mr. Trump\u2019s immediate predecessor, Joseph R. Biden, Jr., embraced the Antiquities Act in ways that led to charges <a class=\"css-yywogo\" href=\"https:\/\/www.realclearenergy.org\/articles\/2024\/01\/29\/this_year_congress_must_resolve_to_reform_the_antiquities_act_1008261.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">of executive overreach<\/a> from conservatives.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Burgum\u2019s strategic plan would \u201cright-size monuments,\u201d a likely reference to the Bears Ears and Grand Staircase-Escalante National Monuments in Utah, both of which Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2017\/12\/08\/climate\/bears-ears-monument-trump.html\" title=\"\">diminished in size<\/a> during his first term. <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/10\/07\/climate\/bears-ears-grand-staircase-escalante-biden.html\" title=\"\">Mr. Biden undid those changes<\/a> in 2021, but those monuments, and perhaps others, are now likely to be reduced yet again.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other proposals include a move to \u201crestore historic names,\u201d presumably a reference to the swapping out of Native American names like Denali, the Alaska mountain that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/22\/climate\/denali-mckinley-alaska-trump.html\" title=\"\">Mr. Trump has said should be called Mount McKinley<\/a> again. The Interior Department also seeks to strip some Endangered Species Act protections and to get rid of \u201cunnecessary\u201d electric vehicles.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On the whole, the vision laid out by Mr. Burgum is a stark contrast to the 2022-2026 strategic plan issued <a class=\"css-yywogo\" href=\"https:\/\/www.doi.gov\/sites\/default\/files\/u.s.-department-of-the-interior-fy-2022-2026-strategic-plan.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">by the Biden administration<\/a>, which highlighted goals related to \u201cclimate change,\u201d \u201cenvironmental stewardship\u201d and \u201cenvironmental justice.\u201d The Biden-era strategic plan also celebrated efforts at diversity, equity and inclusion, or D.E.I., which the Trump administration has been aggressively purging from the federal government.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In one of his first acts upon returning to the White House, <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/declaring-a-national-energy-emergency\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Mr. Trump declared a \u201cnational energy emergency,\u201d<\/a> in response to which the Interior Department said <a class=\"css-yywogo\" href=\"https:\/\/www.doi.gov\/pressreleases\/department-interior-implements-emergency-permitting-procedures-strengthen-domestic\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">it would speed up the permitting process<\/a> for new oil and gas leases.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But experts say that no such crisis exists: According <a class=\"css-yywogo\" href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=63544\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">to the Energy Information Administration<\/a>, the United States is \u201cthe world\u2019s largest crude oil and natural gas producer.\u201d And with emphasis growing on renewable sources, <a class=\"css-yywogo\" href=\"https:\/\/business.columbia.edu\/newsroom\/press-releases\/study-finds-transitioning-renewable-energy-more-affordable-utility\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">which are becoming more affordable<\/a>, the justification for opening up federal lands to drilling appears to be questionable. \u201cThe idea that we\u2019re going to have a lot of new coal mining in this country seems absurd to me,\u201d said Mark Squillace, a natural resources expert at the University of Colorado Law School in Boulder. The claims of a national energy emergency were also \u201cabsurd,\u201d in his estimation.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Dr. Squillace also took issue with the narrow window the public will have to review and comment on the strategic plan, which the Interior Department wants to finalize by October. \u201cThis is just basically avoiding a public engagement process wholesale,\u201d he said. \u201cThis is not really a serious process.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mary Jo Rugwell, who runs the <a class=\"css-yywogo\" href=\"https:\/\/publicland.org\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Public Lands Foundation<\/a> and was previously the Bureau of Land Management\u2019s state director for Wyoming, pointed out that land use policy tended to swing between ideological extremes, which invites legal challenges.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey are going to get sued,\u201d she said of the Trump administration. \u201cAnd the thing about that is, the minute you get sued, nothing gets done. The only thing that\u2019s going to come out ahead is a bunch of lawyers.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><script async
