Amtrak initially expected the development to cost $6 billion, but now estimates it could cost as much as $8.5 billion.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As part of the talks, officials with the Department of Transportation, which oversees the Federal Railroad Administration, met with employees from the Boring Company last month and were told that the firm could find ways to build the tunnel more cheaply and efficiently, according to two of the people familiar with the discussions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A Transportation Department spokesman, Nathaniel Sizemore, confirmed that the Boring Company was one of several firms being consulted for the purposes of awarding a new engineering contract. He declined to name the other companies.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The talks have raised concerns about Mr. Musk\u2019s conflicts of interests as he juggles his businesses, along with his role as a top adviser to President Trump. Mr. Musk leads or owns at least six companies, including the electric automaker Tesla and the rocket company SpaceX. At the same time, he has overseen the so-called <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2025\/02\/27\/us\/politics\/doge-staff-list.html\" title=\"\">Department of Government Efficiency<\/a>, which has slashed jobs and resources at federal agencies that regulate his businesses.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In at least a few instances, the conflicts of interest have become public. Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/11\/us\/politics\/trump-buy-tesla-elon-musk.html\" title=\"\">hawked Tesla cars<\/a> from the White House lawn in March, while federal agencies have pushed for the wider use of SpaceX\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/17\/us\/politics\/elon-musk-starlink-white-house.html\" title=\"\">Starlink satellite internet service<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last month, amid concerns from investors that he was neglecting his work at Tesla, Mr. Musk said he would <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/23\/us\/politics\/elon-musk-doge-trump.html\" title=\"\">pare back the time he spent<\/a> cost-cutting in Washington.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Department of Transportation said in a statement that the estimated price for the tunnel had increased by $2.5 billion, and that Amtrak had not yet found ways to reduce costs.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe department has had conversations with many stakeholders in the infrastructure-engineering space to understand opportunities to get this project back on track,\u201d Mr. Sizemore said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Amtrak did not have immediate comment. The Boring Company and Mr. Musk did not respond to requests for comment.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Frederick Douglass Tunnel is set to replace the 152-year-old Baltimore and Potomac Tunnel, a 1.4-mile route along Amtrak\u2019s Northeast Corridor. It is the \u201csingle largest infrastructure effort\u201d led by Amtrak, according to <a class=\"css-yywogo\" href=\"https:\/\/amtrakoig.gov\/sites\/default\/files\/reports\/OIG-A-2024-010%20Frederick%20Douglass%20Tunnel.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a report<\/a> last year by Amtrak\u2019s inspector general office, which also expressed concerns over ballooning costs and missed deadlines. The tunnel was expected to be completed by 2035.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/media.amtrak.com\/2024\/02\/amtrak-awards-contract-to-build-new-frederick-douglass-tunnel-in-baltimore\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Last year, Amtrak selected<\/a> a joint venture between two construction companies, Kiewit and J.F. Shea, to build the tunnel. The firms did not immediately respond to requests for comment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Previously, Republicans including Senator Ted Cruz of Texas and the current vice president, JD Vance, <a class=\"css-yywogo\" href=\"https:\/\/www.cruz.senate.gov\/newsroom\/press-releases\/sen-cruz-leads-letters-to-biden-buttigieg-highlighting-administrations-bias-toward-northeast-on-rail-matters\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">criticized<\/a> the awarding of federal funds to the project for \u201cfavoring Northeastern states over the rest of the country.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk has also attacked <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/06\/us\/politics\/elon-musk-amtrak.html\" title=\"\">Amtrak<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/x.com\/elonmusk\/status\/1888176132484211041\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">other large-scale rail projects<\/a>. In March, he proposed that the federally owned railroad be privatized. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf you\u2019re coming from another country, please don\u2019t use our national rail,\u201d Mr. Musk said about Amtrak at a March conference with bankers. \u201cIt\u2019s going to leave you with a very bad impression of America.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk and his companies have previously weighed in on matters at the Department of Transportation. After a deadly collision between an Army helicopter and a commercial jet in January, Transportation Secretary Sean Duffy <a class=\"css-yywogo\" href=\"https:\/\/x.com\/SecDuffy\/status\/1891310401800872114\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">brought<\/a> SpaceX employees to the Federal Aviation Administration\u2019s Air Traffic Control command center in Virginia to make safety suggestions the next month.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk has also been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/23\/us\/politics\/spacex-contracts-musk-doge-trump.html\" title=\"\">pushing the F.A.A.<\/a> to cancel a multibillion-dollar air traffic control contract with Verizon in favor of a system from Starlink.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Over the years, Mr. Musk has promoted his own transportation ideas, including Tesla\u2019s electric cars, SpaceX\u2019s rockets and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/09\/22\/business\/hyperloop-transit-virgin.html\" title=\"\">a hyperloop<\/a>, a vacuum tube to propel people and goods at high speeds. The Boring Company, which has raised more than $900 million in venture capital funding, has completed few of its proposed U.S. plans.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2017, Mr. Musk <a class=\"css-yywogo\" href=\"https:\/\/x.com\/elonmusk\/status\/888053175155949572\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">tweeted<\/a> that he had received \u201cverbal govt approval\u201d to build <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/07\/20\/business\/elon-musk-hyperloop.html\" title=\"\">an underground hyperloop<\/a> connecting New York City, Philadelphia, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/12\/18\/business\/boring-company-elon-musk-tunnel.html\" title=\"\">Baltimore and Washington,<\/a> claiming that it would take passengers from New York to the nation\u2019s capital in less than 30 minutes.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Two years later, the Boring Company submitted plans to the Department of Transportation to build a 35-mile underground loop for cars between Baltimore and Washington, and said it could be completed in two years. That project was <a class=\"css-yywogo\" href=\"https:\/\/www.washingtonpost.com\/local\/trafficandcommuting\/elon-musk-hyperloop\/2021\/04\/16\/b340314e-9edd-11eb-9d05-ae06f4529ece_story.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">removed from the Boring Company\u2019s website<\/a> in 2021 and now appears to be dead.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Boring Company\u2019s leader, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/20\/technology\/elon-musk-steve-davis-doge.html\" title=\"\">Steve Davis<\/a>, has been working with Mr. Musk and the Trump administration on the Department of Government Efficiency, known as DOGE. One of the billionaire\u2019s most trusted lieutenants, Mr. Davis was appointed by Mr. Musk to head the tunneling company in 2018 and was deputized to execute Mr. Musk\u2019s cost-cutting vision for the federal government.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Musk <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/20\/technology\/elon-musk-steve-davis-doge.html\" title=\"\">had been frustrated<\/a> by the Boring Company\u2019s lack of success under Mr. Davis, whom he privately criticized for not completing projects. In a recent interview with Fox News, Mr. Davis framed his efforts with DOGE as an attempt to prevent the country from going bankrupt and said he and others had been \u201cwilling to kind of put our
