To fix the monopoly, the government has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/21\/technology\/google-search-remedies-hearing.html\" title=\"\">proposed aggressive measures<\/a> that include forcing Google to sell its popular Chrome web browser and share proprietary data with competitors. Google has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/30\/technology\/google-ceo-antitrust-trial.html\" title=\"\">argued that small tweaks<\/a> to its business practices would be more appropriate.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Both sides will offer closing arguments at the end of the month. Judge Amit P. Mehta, who is presiding over the case, is expected to reach a decision by August. His ruling could have significant implications for Google, its rivals and the way that people look for information online.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Here\u2019s what to know about what was argued at the hearing.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-56ea2cda\">What case does the hearing stem from?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">In August, Judge Mehta ruled that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/08\/05\/technology\/google-antitrust-ruling.html\" title=\"\">Google had broken antitrust law<\/a> when it paid companies like Apple, Samsung and Mozilla billions of dollars to automatically appear as the search engine in browsers and on smartphones. He also ruled that Google\u2019s monopoly allowed it to inflate the prices for some search ads, adding to its unfair advantage.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Judge Mehta convened the hearing last month to determine how to best address the search monopoly through measures called remedies. Executives from Google, rival search engines and artificial intelligence companies \u2014 alongside experts \u2014 testified about Google\u2019s power over the internet.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-7be8a178\">What did the government argue?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The only way to end Google\u2019s dominance in search is by taking significant action, government lawyers said at the hearing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Lawyers argued that Google should be forced to spin off Chrome and share search results and ads with rivals, allowing them to populate their own search engines. Other search engines and some artificial intelligence companies should get access to data on what Google users search for, as well as the websites they click on.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The government warned during the hearing that if Judge Mehta didn\u2019t take action, it could propel Google into dominance of another technology, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/01\/technology\/google-antitrust-trial-ai.html\" title=\"\">artificial intelligence<\/a>. Search is in upheaval as A.I. and chatbots, like Google\u2019s Gemini, change the way people find information on the web.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis court\u2019s remedy should be forward looking and not ignore what\u2019s on the horizon,\u201d said David Dahlquist, the government\u2019s lead litigator. \u201cGoogle is using the same strategy that they did for search and now applying it to Gemini.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Eddy Cue, an Apple executive called as a witness by Google, said that \u201cin the past two months for the first time in over 20 years,\u201d Google search queries had declined in the company\u2019s Safari browser for the first time. He attributed the drop to the growth of A.I.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-f5fa9b7\">What did Google argue?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Google\u2019s lawyers said the government\u2019s proposal would endanger products that consumers love and imperil privacy and security for internet browsing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI think it definitely will have many unintended consequences,\u201d testified Sundar Pichai, Google\u2019s chief executive.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Sharing Google\u2019s data with its competitors would undermine the privacy of its users, the company\u2019s lawyers said. They pointed multiple times to a 2006 incident in which AOL released search data to aid academic researchers. Journalists were able to use leaked data to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2006\/08\/09\/technology\/09aol.html\" title=\"\">identify an individual<\/a> based on her searches.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There\u2019s also plenty of competition in A.I., they said, noting the success of OpenAI\u2019s ChatGPT and other examples.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Google\u2019s lawyers instead proposed that its contracts with web browsers and smartphone companies should offer more freedom to work with competing search and A.I. services. Mr. Pichai testified that Google had already started altering its contracts with other companies to align with its proposal in the case.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">(The New York Times has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/27\/business\/media\/new-york-times-open-ai-microsoft-lawsuit.html\" title=\"\">sued<\/a> OpenAI and its partner, Microsoft, for copyright infringement of news content related to A.I. systems. They have denied wrongdoing.)<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-50c87044\">What did other companies say?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">During the hearing, several Google competitors, including OpenAI and the chatbot company Perplexity, said they would be open to buying Chrome if it was put up for sale.
