The numbers don&#8217;t add up."},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-6606220950177433\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<!-- ItShrt World News -->\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-client=\"ca-pub-6606220950177433\"\r\n     data-ad-slot=\"1882483372\"\r\n     data-ad-format=\"auto\"\r\n     data-full-width-responsive=\"true\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script>\r\n<br \/>\n<\/p>\n<div id=\"\">\n<p>After President Trump was pressed on rising consumer prices and slowing economic growth, he defended his <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/cbs-news-poll-trump-100-days-tariffs\/\" data-invalid-url-rewritten-http=\"\">tariff policies<\/a><\/span> by claiming they had spurred record <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/us-manufacturing-domestic-tariffs\/\" data-invalid-url-rewritten-http=\"\">investment in the United States<\/a><\/span>.\u00a0<\/p>\n<p>&#8220;I think we probably have close to $9 trillion of investments coming into this country,&#8221; Mr. Trump said in an interview on<a href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-interview-kristen-welker-nbc-meet-the-press-may-4-2025\/#67\" target=\"_blank\" rel=\"nofollow noopener\"> NBC&#8217;s Meet the Press<\/a> that aired Sunday. &#8220;If you look at other presidents, there&#8217;s never been anything like that.&#8221;<\/p>\n<p>He has also <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114297095185812879\" target=\"_blank\" rel=\"nofollow noopener\">repeatedly<\/a> <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114258062336428979\" target=\"_blank\" rel=\"nofollow noopener\">claimed<\/a> that he secured more investment in his first two months than President Biden did in four years.<\/p>\n<p>Neither claim is supported by evidence, CBS News Confirmed found. While companies have announced hundreds of billions of dollars in planned investments since Mr. Trump&#8217;s Jan. 20 <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/live-updates\/trump-presidential-inauguration-day-2025\/\" data-invalid-url-rewritten-http=\"\">inauguration<\/a><\/span>, the White House has not provided data showing the total approaches $9 trillion.\u00a0<\/p>\n<p>Additionally, a CBS News review found that some <a href=\"https:\/\/www.whitehouse.gov\/investments\/\" target=\"_blank\" rel=\"nofollow noopener\">investments<\/a> highlighted by the White House were announced before Mr. Trump&#8217;s reelection. The comparison to the Biden administration is also misleading: the president is citing future <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-white-house-investment-tracker-tariffs\/\" data-invalid-url-rewritten-http=\"\">investments pledges<\/a><\/span>, while contrasting them with a narrower list of projects that were in the works or completed by the end of his predecessor&#8217;s term.\u00a0<\/p>\n<p>Here&#8217;s a breakdown of the claims.\u00a0<\/p>\n<h2>Some investments Trump claims credit for were announced under Biden<\/h2>\n<p>The White House on April 29 said Mr. Trump had secured <a href=\"https:\/\/www.whitehouse.gov\/articles\/2025\/04\/100-days-of-investment-5-trillion-in-new-investment-fuels-americas-future\/\" target=\"_blank\" rel=\"nofollow noopener\">$5 trillion<\/a> of U.S. investment in his first 100 days, and published a partial <a href=\"https:\/\/www.whitehouse.gov\/investments\/\" target=\"_blank\" rel=\"nofollow noopener\">list<\/a> titled &#8220;The Trump Effect&#8221; \u2014 which it said demonstrated &#8220;his America First economic policies have sparked trillions of dollars in new investment.&#8221;\u00a0<\/p>\n<p>That list totals closer to $2 trillion from private companies, and around $5 trillion if <a href=\"https:\/\/www.whitehouse.gov\/articles\/2025\/05\/trump-effect-a-running-list-of-new-u-s-investment-in-president-trumps-second-term\/\" target=\"_blank\" rel=\"nofollow noopener\">commitments<\/a> from foreign countries are included. The basis for the president&#8217;s $9 trillion claim is unclear and the administration has not explained the discrepancy.<\/p>\n<p>A closer look at the White House list also shows some of the investments had been announced before Mr. Trump took office.\u00a0<\/p>\n<p>The list initially <a href=\"https:\/\/archive.is\/xwxmD\" target=\"_blank\" rel=\"nofollow noopener\">included<\/a> a $4.1 billion commitment from Novelis, a Georgia-based aluminum company, to build a plant in southern Alabama. But construction for that project began in <a href=\"https:\/\/investors.novelis.com\/news-events\/press-releases\/detail\/43\/novelis-breaks-ground-on-2-5-billion-aluminum-recycling-rolling-plant\" target=\"_blank\" rel=\"nofollow noopener\">October 2022<\/a> and the $4.1 billion total investment was detailed in the company&#8217;s February 2024 financial <a href=\"https:\/\/investors.novelis.com\/news-events\/press-releases\/detail\/10\/novelis-reports-third-quarter-fiscal-year-2024-results\" target=\"_blank\" rel=\"nofollow noopener\">report<\/a>. CBS News asked the White House on May 5 why the project was included; the administration did not answer the question, but by midday May 6 the project had been removed from the website.<\/p>\n<p>The Trump administration also claimed credit for a <a href=\"https:\/\/www.corning.com\/worldwide\/en\/about-us\/news-events\/news-releases\/2025\/04\/corning-expands-advanced-manufacturing-capacity-to-meet-increased-demand-for-US-made-solar-products.html\" target=\"_blank\" rel=\"nofollow noopener\">$1.5 billion<\/a> pledge by Corning to invest in its solar products facility in Michigan. A company spokesperson confirmed to CBS News that <a href=\"https:\/\/www.michiganbusiness.org\/press-releases\/2024\/02\/corning\/\" target=\"_blank\" rel=\"nofollow noopener\">$900 million<\/a> of this funding was announced months before Mr. Trump assumed office. On April 29, Corning announced an additional <a href=\"https:\/\/www.corning.com\/worldwide\/en\/about-us\/news-events\/news-releases\/2025\/04\/corning-expands-advanced-manufacturing-capacity-to-meet-increased-demand-for-US-made-solar-products.html\" target=\"_blank\" rel=\"nofollow noopener\">$600 million<\/a> investment, bringing the total to $1.5 billion.<\/p>\n<p>Likewise, the White House listed <a href=\"https:\/\/www.jnj.com\/media-center\/press-releases\/johnson-johnson-increases-u-s-investment-to-more-than-55-billion-over-the-next-four-years\" target=\"_blank\" rel=\"nofollow noopener\">Johnson &amp; Johnson&#8217;s commitment<\/a> to spend $55 billion over the next four years, but a company spokesperson confirmed that total includes a $2 billion investment \u2014 <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/jj-invest-more-than-2-billion-new-manufacturing-facility-2024-10-01\/\" target=\"_blank\" rel=\"nofollow noopener\">\u00a0announced last October<\/a> \u2014 in a facility in Wilson, North Carolina.<\/p>\n<p>The list also includes the Stargate Project, a $500 billion AI infrastructure initiative announced by <a href=\"https:\/\/openai.com\/index\/announcing-the-stargate-project\/\" target=\"_blank\" rel=\"nofollow noopener\">Open AI and Japan-based Softbank<\/a> on Jan. 21, which had been in development for at least a year <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-01-19\/altman-seeks-to-raise-billions-for-network-of-ai-chip-factories\" target=\"_blank\" rel=\"nofollow noopener\">before<\/a> Mr. Trump&#8217;s inauguration. The companies said $100 billion would be deployed &#8220;immediately,&#8221; but offered few specifics on how or where the money would be spent.\u00a0<\/p>\n<h2>Comparing to investments under Biden\u00a0<\/h2>\n<p>Mr. Trump has <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114258062336428979\" target=\"_blank\" rel=\"nofollow noopener\">repeatedly<\/a> said he attracted more investment in two months than Biden did in four years, <a href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-remarks-cabinet-meeting-april-30-2025\/#12\" target=\"_blank\" rel=\"nofollow noopener\">suggesting<\/a> he brought in trillions in a matter of weeks while casting doubt that the former president secured even $1 trillion during his term.\u00a0<\/p>\n<p>But there&#8217;s no clear evidence to support his claim. A White House spokesperson said the president was referring to a December 2024 <a href=\"https:\/\/bidenwhitehouse.archives.gov\/invest\/\" target=\"_blank\" rel=\"nofollow noopener\">report<\/a> from the Biden White House, which said the private sector committed at least $1 trillion to clean energy and manufacturing projects during Biden&#8217;s term.<\/p>\n<p>However, Biden&#8217;s <a href=\"https:\/\/bidenwhitehouse.archives.gov\/invest\/\" target=\"_blank\" rel=\"nofollow noopener\">list<\/a> of investments highlighted &#8220;a selection of private-sector investments in 21st century industries&#8221; including green energy, semiconductors, and pharmaceuticals, based on project announcements in specific locations or factories under construction. The data on Biden&#8217;s &#8220;Investing in America&#8221; spreadsheet also showed projects that closely resemble some on Mr. Trump&#8217;s list.<\/p>\n<p>By comparison, the Trump administration&#8217;s list includes broader, less specific investment pledges across a variety of industries \u2014 many without clear timelines or locations.\u00a0<\/p>\n<p>For example, Mr. Trump&#8217;s list highlights Apple&#8217;s recent $500 billion <a href=\"https:\/\/www.apple.com\/newsroom\/2025\/02\/apple-will-spend-more-than-500-billion-usd-in-the-us-over-the-next-four-years\/\" target=\"_blank\" rel=\"nofollow noopener\">pledge<\/a> to U.S. manufacturing and training. However, as previously <a href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/04\/02\/trump-business-deals-fact-checker-false\/\" target=\"_blank\" rel=\"nofollow noopener\">reported<\/a> by the Washington Post, Apple also <a href=\"https:\/\/www.apple.com\/newsroom\/2021\/04\/apple-commits-430-billion-in-us-investments-over-five-years\/\" target=\"_blank\" rel=\"nofollow noopener\">announced<\/a> a $430 billion investment early in Biden&#8217;s term, including a North Carolina engineering hub that was <a href=\"https:\/\/www.charlotteobserver.com\/opinion\/article290973975.html\" target=\"_blank\" rel=\"nofollow noopener\">paused<\/a> in 2024, and the Biden administration&#8217;s report does not include any Apple investments in its tally.\u00a0<\/p>\n<p>However, experts caution that announcements about planned investments don&#8217;t guarantee action.\u00a0<\/p>\n<p>&#8220;Companies often will make announcements to essentially curry favor with an incoming administration to show how committed they are to the United States,&#8221; said Nick Nigro, the founder of Atlas Public Policy, which tracks clean energy investment in the U.S. &#8220;It&#8217;s not unusual whether it was President Trump or President Biden or President Obama.&#8221;<\/p>\n<p>Presidents from both parties have claimed credit for projects started under their predecessors. For instance, pharmaceutical company Eli Lilly <a href=\"https:\/\/investor.lilly.com\/news-releases\/news-release-details\/lilly-announces-850-million-investment-us-capital-projects-2017\" target=\"_blank\" rel=\"nofollow noopener\">announced<\/a> investments during Mr. Trump&#8217;s first term, some of which contributed to the construction of manufacturing facilities highlighted by the Biden White House investment report.<\/p>\n<p>During his term, Biden signed major pieces of legislation, including the <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/live-updates\/biden-signs-inflation-reduction-act-into-law-climate-health-care-taxes\/\" data-invalid-url-rewritten-http=\"\">Inflation Reduction Act<\/a><\/span> and the <a href=\"https:\/\/web.archive.org\/web\/20220809120135\/https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/08\/09\/fact-sheet-chips-and-science-act-will-lower-costs-create-jobs-strengthen-supply-chains-and-counter-china\/\" target=\"_blank\" rel=\"nofollow noopener\">CHIPS and Science Act of 2022<\/a>, which included $24 billion in tax credits to attract private investors in hopes of driving domestic manufacturing commitments.<\/p>\n<p>Such incentives may continue to fuel further projects during Trump&#8217;s term, according to Nigro, provided they remain in place \u2014 but the long-term impact of federal policy, including under both Biden and Trump, may take years to assess.\u00a0<\/p>\n<p>&#8220;It&#8217;s very hard to attach these new investments that have been announced as being tied directly to policies of the Trump administration.
