The email was obtained by The New York Times.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI am seeking further details, and I will share them as soon as possible,\u201d Mr. Abramowitz wrote. \u201cBut on the face of it, this news is a positive development.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That appeared to be complicated on Saturday, when a federal appeals court paused the parts of the lower court\u2019s order that required the Trump administration to restore funding for the agency that finances Voice of America.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The appeals court, in Washington, D.C., wrote that it was leaving in place the portion of the ruling that ordered the government to revive Voice of America\u2019s \u201cstatutorily required programming levels.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But a dissenting judge, Cornelia Pillard of the U.S. Court of Appeals for the District of Columbia Circuit, predicted that the decision would leave deep staff cuts in place and result in the \u201csilencing\u201d of Voice of America \u201cfor the foreseeable future.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A coalition representing Voice of America journalists said that it was reviewing the decision. \u201cIn the meantime, Voice of America must continue to resume programming,\u201d the statement said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Voice of America, founded in 1942 to combat Nazi propaganda, was broadcasting in 49 languages to an estimated 360 million people around the world before President Trump moved to mute its airwaves.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The broadcaster had long been seen as a vital tool in America\u2019s efforts to promote democracy globally, and it transmitted news into countries such as Russia and Iran, where press freedoms were limited.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has accused Voice of America of being biased against him and branded it the \u201cvoice of radical America.\u201d He issued an executive order <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/15\/us\/politics\/trump-order-voice-of-america.html\" title=\"\">in mid-March to dismantle<\/a> the U.S. Agency for Global Media, the congressionally chartered agency that funds Voice of America and other government-supported international news outlets.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/continuing-the-reduction-of-the-federal-bureaucracy\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">order targeted<\/a> parts of the federal bureaucracy that the president had determined to be \u201cunnecessary,\u201d it said. Almost immediately, Voice of America\u2019s roughly 1,300 workers were sent home. The network\u2019s radio transmitters were cut, and its wire services were terminated.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A battle in the courts followed, with Voice of America and other federally funded news outlets arguing that Mr. Trump lacked the power to withdraw funding that had been authorized by Congress.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last week, Royce C. Lamberth, a federal judge in Washington, D.C., who was appointed by former President Ronald Reagan, agreed. He <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/22\/us\/politics\/judge-trump-voice-of-america.html\" title=\"\">issued a temporary order<\/a> requiring the administration to restore funding for Voice of America. The administration appealed the ruling.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The issue remains unsettled. A federal appeals court has left in place the ruling requiring the administration to allow Voice of America to resume its news programming. But the appeals court <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/02\/us\/politics\/trump-blocks-federal-news-funding.html\" title=\"\">said that the administration<\/a> could continue, for now, to withhold funding from three broadcasters under the umbrella of the Agency for Global Media: Radio Free Europe\/Radio Liberty, Radio Free Asia and Middle East Broadcasting Networks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Voice of America is a government entity, unlike the other three broadcasters, which are federally funded private nonprofits.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has installed one of his loyalists, Kari Lake, a former news anchor and Senate candidate from Arizona, to advise the Agency for Global Media. In an email on Saturday, Ms. Lake said that she had always intended to \u201cbring V.O.A. into the 21st century.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">She added that \u201cfrivolous litigation\u201d had slowed her efforts to \u201cstreamline\u201d Voice of America, but that she looked forward to \u201ceffectively telling America\u2019s story to a worldwide audience.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In court papers, journalists for Voice of America said the Trump administration had engaged in the \u201cwholesale\u201d dismantling of the broadcaster by \u201cordering virtually the entire staff not to report to work, turning off the service and locking the agency\u2019s doors.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On Friday evening, Voice of America\u2019s lawyers received the email from the Justice Department indicating that the government was following Judge Lamberth\u2019s order, Mr. Abramowitz told his staff.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It was unclear if the appeals court ruling on Saturday would affect the government\u2019s plans.
