They ousted the last remaining Democratic statewide official, former Senator Jon Tester, in November.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Which has made it all the more aggravating for conservative lawmakers to find themselves effectively in the minority this year.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">After an intraparty dispute in January, nine Republican state senators began breaking with their caucus on key votes, siding with the 18 Democrats in the 50-person chamber. The result: a 27-person majority that has all but locked Republican leaders out of power.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some or all of the Nine, as the Republican defectors are known, have voted with Democrats to reauthorize a Medicaid expansion, <a class=\"css-yywogo\" href=\"https:\/\/projects.montanafreepress.org\/capitol-tracker-2025\/bills\/sb-321\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">establish a child tax credit<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/projects.montanafreepress.org\/capitol-tracker-2025\/bills\/sb-319\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">increase access to maternal health care<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/dailymontanan.com\/2025\/04\/29\/big-budget-bill-too-big-say-some-gop-but-others-say-its-paying-for-things-montanans-need\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">pass the state budget<\/a>. They have helped block bills that would have <a class=\"css-yywogo\" href=\"https:\/\/montanafreepress.org\/2025\/02\/24\/two-bills-targeting-organized-labor-die-at-the-montana-legislature\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">weakened labor unions<\/a>, made state <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/24\/us\/montana-republican-judicial-legislation.html\" title=\"\">judicial elections more partisan<\/a> and established an <a class=\"css-yywogo\" href=\"https:\/\/dailymontanan.com\/2025\/04\/01\/unlimited-wolf-hunting-bill-dies-quietly-on-final-legislative-vote\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">unlimited hunting season<\/a> on wolves.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Wednesday, the session\u2019s final day, they again broke with their party, pushing through a property tax cut to assist residents <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/26\/us\/politics\/montana-senate-bozeman-growth.html\" title=\"\">struggling with soaring home values<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The unusual alliance shows that for all the seeming unanimity in the MAGA movement, Republicans can still clash over policy objectives and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/18\/us\/politics\/trump-republicans-utah.html\" title=\"\">the wielding of power<\/a>. And in an era when advancing legislation often loses out to mocking the opposing party, it shows that some on the right remain more interested in getting things done.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But it could prove something of a blip: a reversion to bygone reflexes toward compromise belying Montana\u2019s steady drift to the right.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Former Gov. Brian Schweitzer, a Democrat, said politicians elsewhere could learn from the Nine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat they\u2019ve done is said, \u2018I\u2019m going to vote with the people I represent back home \u2014 and that\u2019s not what the party leadership is telling us,\u2019\u201d Mr. Schweitzer said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019ll haul Congress out here to see how it\u2019s done in Montana,\u201d he joked, adding that he would \u201cput in the first $50\u201d for bus fare.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-6b5da6d0\">Policy over party<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Nine argued that they were simply prioritizing smart policy over ideological conformity \u2014 reauthorizing the Medicaid expansion would keep open rural hospitals in their districts, for instance \u2014 and supporting the agenda pushed by Gov. Greg Gianforte, also a Republican.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But as President Trump exerts near-total control over the Republican Party, and the country seems bitterly divided along partisan lines more than ever, the G.O.P. schism in Montana has attracted outsize attention.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As the session progressed, other Montana Republicans ramped up a pressure campaign against the defectors, posting their photos on social media, demanding that they quit bucking party leadership and giving them nicknames like the \u201cNasty Nine.\u201d In March, Republicans tried to expel one of the heretics, Jason Ellsworth, from the Legislature over <a class=\"css-yywogo\" href=\"https:\/\/montanafreepress.org\/2025\/04\/01\/ellsworth-banned-from-senate-floor-for-life\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">alleged ethical violations<\/a>; a majority of Democrats helped block the attempt.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Montana Republican Party even censured the Nine, saying they would no longer be considered Republicans or receive funding from the state party because of \u201cthe damage they have exacted on the Montana Senate.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Nine remained upbeat. Days before the legislative session ended, seven of them sat for an interview in the State Capitol, describing praise from voters, swapping stories of admonishment by local Republican groups and declaring that such criticism had only strengthened their resolve.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI always looked at politics when I was younger and you see people work across the aisle,\u201d said Gayle Lammers, a first-term senator. \u201cI know we\u2019re in this new age where division is so hardcore, but why can\u2019t we get back to where any reasonable legislation is reasonable legislation? If it\u2019s good for Montana, if it\u2019s good for your district, why not consider it?\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Even though they have voted with Democrats, the senators say they remain conservative Republicans and strong supporters of Mr. Trump. All of them voted for a bill <a class=\"css-yywogo\" href=\"https:\/\/apnews.com\/article\/montana-transgender-bathroom-law-judge-order-9dea02ee6d1d2e6f0a1b01e632006747\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">restricting transgender people\u2019s<\/a> use of public bathrooms, and most of them sided with their Republican colleagues on <a class=\"css-yywogo\" href=\"https:\/\/dailymontanan.com\/2025\/04\/21\/personhood-for-embryos-fails-other-abortion-bills-head-to-governors-desk\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">several anti-abortion bills<\/a>. Josh Kassmier, who emerged as a leader of the Nine, noted that he had sponsored a bill cutting the income tax, a move backed by <a class=\"css-yywogo\" href=\"https:\/\/news.mt.gov\/Governors-Office\/Donald_J_Trump_Jr._Endorses_Gianforte_Tax_Cut#:~:text=HELENA%2C%20Mont.,tax%20cut%20in%20state%20history.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Donald Trump Jr<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Since Mr. Gianforte took office in 2021, Mr. Kassmier said, \u201cwe\u2019ve cut the budget, we\u2019ve made government more efficient \u2014 that\u2019s all Trump politics, right?\u201d He added: \u201cWe\u2019re voting on the policy. It\u2019s not a deal we\u2019ve made with the Dems.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One of the Nine, Wendy McKamey, keeps at her desk a stack of notes from Montanans thanking the group for its courage. \u201cGive \u2019Em Hell,\u201d the front of one card reads, above an image of a cowgirl astride a galloping horse.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey help me own my vote,\u201d Ms. McKamey said. \u201cI will not offend my conscience.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Though the Legislature\u2019s political lines seemed blurred, some lawmakers and analysts suggested the real rift was between those who wanted to make policy and those who sought to obstruct it.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s about who is more interested in governing, really,\u201d said Jessi Bennion, a political science professor at Montana State University. Montana\u2019s right wing, she said, seemed less interested in conservative fiscal policy than in introducing controversial bills on social issues that jammed up the legislative process.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That put hard-liners on a collision course with Mr. Gianforte, who did not endorse Matt Regier, the right-wing Senate president, last year but did <a class=\"css-yywogo\" href=\"https:\/\/dailymontanan.com\/2024\/04\/26\/gianforte-favors-some-snubs-others-in-gop-legislative-endorsements\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">endorse a group of relative moderates<\/a>. The Freedom Caucus issued a rebuttal to Mr. Gianforte\u2019s State of the State address in January, suggesting that Montana should spend less money than the governor desired and opposing some of his priorities, like Medicaid expansion.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Gianforte has avoided speaking directly about the Nine, and a spokesman for the governor declined to comment. But he has seemed pleased to have achieved many of his goals.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-397d4a1a\">Intense blowback<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Despite the recent rightward drift, Big Sky Country has long been proud of its independent streak and small-town values. Montana has voted for a Democratic presidential candidate only once since 1964 \u2014 Bill Clinton in 1992 \u2014 but it had Democratic governors and senators for decades.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In previous legislative sessions, which occur every two years, a loose coalition of Republicans called <a class=\"css-yywogo\" href=\"https:\/\/montanafreepress.org\/2021\/03\/05\/solutions-status\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the Solutions Caucus<\/a> worked with Democrats to pass bills. But that was easier for Republicans to swallow when a Democratic governor made it necessary to compromise.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">What stood out about this year\u2019s bipartisanship was the animosity it produced.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The conflict started the first week of the legislative session, when the Nine were assigned to what they say was a sham committee that would have sidelined them from the legislative process \u2014 part of an effort, they argued, to make it easier for Mr. Regier and his allies to consolidate power.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The senators pushed back, agreeing with Democrats on alternate committee assignments. From there, they said, the Democrats were only too happy to work with the Nine on some bills.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an interview, Mr. Regier called the bipartisan alliance a \u201cgut punch.\u201d He said none of the Nine had raised concerns about committee assignments when Republicans met before the session, and suggested the unhappiness was a \u201ctalking point\u201d that provided \u201ccover for them to side with Democrats.\u201d Efforts to win them back, he said, had been rebuffed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe tried and tried,\u201d Mr. Regier said. \u201cIt was obvious to see there was some sort of handshake, friendship, collaboration with the Democrats.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Regier denied that right-wing Republicans were obstructionist and sounded dumbfounded by the Nine\u2019s role in locking them out of the legislative process. \u201cYou\u2019re scratching your head being like, \u2018Are you even on our team anymore?\u2019\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He also argued that the unlikely alliance was out of step with the electorate.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cVoters want more and more conservatism here in Montana,\u201d Mr. Regier said, suggesting the episode amounted to \u201cgrowing pains in becoming more conservative.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Democrats also felt heat for their role in the coalition \u2014 from the left. Bill Lombardi, a former top aide to Mr. Tester, faulted the Democratic senators for voting with Republicans on issues like maintaining a tax on Social Security.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhile working together is good, you can\u2019t give away Democratic principles,\u201d Mr. Lombardi said. \u201cRepublicans have cemented their position in Montana, and some legislative Democrats think they must hew to the moderate Republican line to get anything.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the frustration appears more strongly felt on the right.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Theresa Manzella, a founder of the Freedom Caucus, said right-wing state senators had tried hard to get the Nine to back down but eventually tired of the fight.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019ve resigned ourselves to life in the circus,\u201d she said. \u201cAnd, unfortunately, it is our circus, and these are our clowns.\u201d<\/p>\n<\/div>\n<aside
