Since the virus first appeared on American dairy cattle about a year ago, it has spread to 17 states and infected more than <a class=\"css-yywogo\" href=\"https:\/\/www.aphis.usda.gov\/livestock-poultry-disease\/avian\/avian-influenza\/hpai-detections\/hpai-confirmed-cases-livestock\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">1,000 herds<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In its first months, the Trump administration has fired teams of scientists crucial to detecting the spread of the virus, <a class=\"css-yywogo\" href=\"https:\/\/www.msn.com\/en-us\/health\/other\/us-cdc-cancels-science-group-workshop-on-preventing-human-bird-flu-infections\/ar-AA1DR8Wt?ocid=BingNewsBrowse\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">canceled<\/a> important <a class=\"css-yywogo\" href=\"https:\/\/bsky.app\/profile\/donmilton.bsky.social\/post\/3ljb3al2iis23\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">meetings<\/a>, and limited access to data even for federal scientists.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Department of Health and Human Services has not held a public news briefing on bird flu since January, and did not respond to requests for comment.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Robert F. Kennedy Jr., the health secretary, has suggested allowing the virus to spread uncontrolled through poultry flocks to identify birds that might be immune, an idea that scientists <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/18\/health\/kennedy-bird-flu.html\" title=\"\">called reckless and dangerous<\/a>. His comments prompted Democratic lawmakers to <a class=\"css-yywogo\" href=\"https:\/\/oversightdemocrats.house.gov\/sites\/evo-subsites\/democrats-oversight.house.gov\/files\/evo-media-document\/2025-04-01-gec-krishnamoorthi-et-al-to-jfkjr-re-bird-flu.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">open an investigation<\/a> into the federal response.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration has also eliminated funding for programs at the Food and Agriculture Organization, an agency at the United Nations, that monitor and contain bird flu in 49 countries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s just like watching this almost textbook story of how a virus spreads through animals, mixes in different types of animals and then is able to jump to humans,\u201d said Linsey Marr, an expert in airborne viruses at Virginia Tech.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe are getting strong warning signs from animals and people, and we are just watching and not doing a lot about it,\u201d she added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Bird flu has infected dozens of mammal species, including 150 domestic cats in 26 states and at least 70 people, leading to four hospitalizations and one death. After a lull this winter, the spring migratory season has renewed the pace of infections.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Over the past 30 days, the Department of Agriculture, which regulates the livestock industry, has confirmed new infections in 47 herds in three states.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The virus, called H5N1, does not yet seem to be able to spread from person to person. But with one recent mutation, it seems to have moved closer to becoming a human contagion, a worrisome development.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">This week, an international group of virologists <a class=\"css-yywogo\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2667193X25001103\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">concluded<\/a> that turning back bird flu would require continuous monitoring of milk from dairy farms, wastewater and people working with infected animals \u2014 a tall order when federal and state officials do not have the legal authority to compel farms to test animals or people.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Officials are testing bulk milk, which has helped to identify infected herds. But the Agriculture Department\u2019s plan to combat bird flu is now focused on <a class=\"css-yywogo\" href=\"https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2025\/02\/26\/usda-invests-1-billion-combat-avian-flu-and-reduce-egg-prices\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">lowering egg prices<\/a> and makes little mention of dairy cattle.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Brooke Rollins, the agriculture secretary, has proposed improving farm biosecurity, helping producers in 10 states prevent the virus\u2019s spread on their premises.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cOur initial expansion of these ongoing efforts will focus on egg-laying facilities \u2014 as part of U.S.D.A.\u2019s concerted effort to address egg prices \u2014 but we expect to include other poultry producers and dairy producers as well, as the programs are expanded and implemented,\u201d the department said in a statement to The New York Times.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an early wave of federal layoffs, some Agriculture Department veterinarians specializing in bird flu were fired and then hired back. Even now, many are working with government credit cards that have a $1 limit, making it difficult for them to travel or buy necessary supplies without lobbying to get extended credit \u2014 a \u201cmassive task\u201d entailing multiple approvals and long delays, according to one official.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Agriculture Department disagreed with that assessment. \u201cGovernment-issued credit card limits automatically increase once staff are on an approved trip,\u201d a department spokesman said in an email.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On April 1, the Trump administration fired veterinarians and other scientists at the Food and Drug Administration who were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/03\/health\/fda-layoffs-food-and-drug-safety-rfk-jr.html\" title=\"\">investigating raw pet food<\/a> contaminated with H5N1 that was sickening cats, and who were helping to vet <a class=\"css-yywogo\" href=\"https:\/\/www.aphis.usda.gov\/funding\/hpai-poultry-innovation-grand-challenge\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">proposals to develop<\/a> vaccines and treatments for infected animals.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">And the C.D.C. has begun to withhold genetic analyses of viral samples gathered from people, according to one official who asked to remain anonymous for fear of retaliation. Even some internal teams are no longer allowed to review them.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On average, federal agencies are releasing the data 242 days after collection, according to one <a class=\"css-yywogo\" href=\"https:\/\/www.nature.com\/articles\/s41587-025-02636-6\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">recent analysis<\/a>. Ideally the task should not take more than a couple of weeks, scientists said. The delay makes it more difficult for scientists to track the spread of the virus and accurately assess its threat to people.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Important reports in agency publications, including the prestigious Mortality and Morbidity Weekly Report, have been delayed or stymied altogether, said one former official who spoke on the condition of anonymity for fear of retaliation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In February, instead of a scheduled report on bird flu infections in household cats, agency scientists were ordered to produce and publish a paper on the effect of the Los Angeles wildfires on air quality.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The bird flu study did appear weeks later, but agency staff members said they were appalled that it had been delayed on orders from above. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Biden administration held regular interagency calls about bird flu that included dozens of outside experts and state health officials, apprising them of the latest findings. Those calls have ended, as has much of the C.D.C.\u2019s guidance on surveillance.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">All communications from the C.D.C. now have to be cleared by federal health officials in Washington. The agency has not held a press briefing on bird flu since January.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere\u2019s not as much activity as there has been or should be, and what activity there is suffers from lack of coordination,\u201d said Dr. Adam Lauring, a virologist and infectious disease physician at the University of Michigan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The nation maintains a stockpile containing millions of doses of human vaccine against bird flu. But amid the paring down at the health department, the agency that oversaw the stockpile and specialized in rapid emergency distribution was moved into the C.D.C.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The reshuffle \u201cadds layers of bureaucracy instead of removing it,\u201d said Dawn O\u2019Connell, who led the Administration for Strategic Preparedness and Response, the agency that had maintained the stockpile under the Biden administration.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In interviews, several employees at the C.D.C. and the Agriculture Department said morale was low and falling with every round of layoffs. At a town hall meeting on April 16, about a quarter of the veterinarians in attendance said they would sign on to the deferred resignation program that would offer them full pay and benefits till Sept. 30.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last year, cows infected with H5N1 were tough to miss. They had fevers and produced viscous, yellow milk. Some cows had spontaneous abortions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But cattle can be reinfected, it turns out, and the second round of symptoms can be subtler, making it harder to identify infected cows and protect the people who work with them. (A rapid test to detect the virus in cows or people is still not available.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Reinfections suggest that the virus may become permanently entrenched in dairy cattle. At the same time, the virus continues to circulate in wild birds, evolving at about twice the rate in birds as in cattle.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A new version thought to cause more serious disease, called D1.1, appeared in September and quickly became the dominant variant. The government\u2019s response has been no match for this speed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In Nevada, milk samples collected on Jan. 6 and 7 tested positive for bird flu on Jan. 10. Ideally, the 12 farms that contributed to those samples would have been quarantined while the results were confirmed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Instead, more samples were taken on Jan. 17, and the results were confirmed an additional week later.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Agriculture Department said in a statement that the delay in testing results did not affect its response to the outbreak. \u201cIt is important to note that response activities are not dependent upon the sequence and are occurring in the interim,\u201d the department said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Michael Worobey, an evolutionary biologist at the University of Arizona, said he wasn\u2019t so sure. \u201cThis does appear to be a case of closing the barn door after the cow is gone,\u201d he said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It might still be possible to extinguish the virus on American farms if the Agriculture Department were to step up containment efforts, he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For example, a rapid test that could quickly detect H5N1 in bulk milk would give officials more time to snuff out an outbreak, compared with a test that delivers results weeks later.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI do think it\u2019s still a goal that we should be driving for, until and unless it\u2019s clear that it\u2019s futile,\u201d Dr. Worobey said of banishing the virus.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the moment, keeping the virus off farms is not easy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When an infected duck, for example, flies over a farm and defecates \u2014 not unlikely when millions of birds are infected \u2014 there are dozens of ways an outbreak may begin. A farmer may track the detritus into a poultry barn. An infected rodent may sneak in through a tiny gap.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Chickens are packed together, and they have weak immune systems. One bird sneezing out virus can quickly lead to hundreds or thousands of sick birds.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Over the past two years, the Agriculture Department has worked with egg producers in four states \u2014 Iowa, Minnesota, South Dakota and North Dakota \u2014 on biocontainment efforts to prevent the virus from spreading on farms.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Federal officials helped identify and remove nearby wildlife, including rats, and entry points for the virus that the farmers may easily miss. Only two of the 108 premises that participated in the pilot project had virus infections afterward.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The project is now set to expand this year to 10 states \u2014 including California, Texas, Ohio and Pennsylvania \u2014 and to all 50 states by 2027. Agriculture Department experts are expected to conduct free audits to help farmers identify even the smallest gaps in their defenses against bird flu.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The proposal has garnered praise from scientists, but some experts, including Agriculture Department veterinarians, were unsure how the programs might be carried out.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The staff at the department has worked intensely to turn back bird flu since early 2022. There are already not enough employees to help farms contain outbreaks, identify the flaws in their facilities and inspect the premises to ensure they are ready to reopen.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-12\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019re three years running without a break, so we\u2019re starting to wear people out,\u201d said a veterinarian who, without permission to speak to the news media, asked to remain anonymous.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Given how birds are currently raised on farms, even the most stringent measures may not be enough to keep the virus out, said Andrew deCoriolis, the executive director of the advocacy group Farm Forward.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cUntil that industry changes radically, that outbreak is destined to continue,\u201d he said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\"
