Landlords would be allowed to increase rents at will when properties become vacant. <\/p>\n<\/li>\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">The rules would not apply to new buildings for the first 12 years they are occupied.<\/p>\n<\/li>\n<\/ul>\n<h2 class=\"css-vlsv4n e12nqm5i0\" id=\"link-1ee9a3c1\"><span>The Argument in Favor<\/span><\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Between 2001 and 2023, median residential <a class=\"css-yywogo\" href=\"https:\/\/www.cbpp.org\/research\/federal-rental-assistance-fact-sheets#WA\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">rents in Washington State rose by 43 percent<\/a>, adjusted for inflation, outpacing the 26 percent rise in renters\u2019 incomes over the same period, according to the Center on Budget and Policy Priorities, a national research group.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And while there is broad consensus that more housing needs to be built, supporters of the caps say they can offer short-term predictability and protections for tenants who have been forced to move because of steep price increases. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">The issue has long been a priority for Democrats, and the Legislature <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/23\/us\/rent-cap-states-washington.html\" title=\"\">nearly passed a similar bill<\/a> in 2024. But this year, with a more turbulent economy, supporters say the problem has never been more urgent. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAt a time when people worry whether they\u2019ll lose their federal benefits, we can help assure them that here in Washington you won\u2019t face an excessive rent hike,\u201d said Emily Alvarado, a Democratic state senator and one of the bill\u2019s sponsors, during a floor debate Friday night.<\/p>\n<h2 class=\"css-vlsv4n e12nqm5i0\" id=\"link-2dafa5c7\"><span>The Argument Against<\/span><\/h2>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/freakonomics.com\/podcast\/why-rent-control-doesnt-work-update\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Most economists<\/a> have historically been skeptical of rent control, saying it does more harm than good. But that has <a class=\"css-yywogo\" href=\"https:\/\/www.governing.com\/assessments\/why-the-conventional-wisdom-on-rent-control-isnt-all-that-wise\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">started<\/a> to <a class=\"css-yywogo\" href=\"https:\/\/www.vice.com\/en\/article\/5d9yvz\/economists-support-national-rent-control-in-letter-to-biden-admin\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">change<\/a> somewhat in recent years.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Washington, <a class=\"css-yywogo\" href=\"https:\/\/nar-wa.action.aristotle.com\/alert\/74a8ac68-a20d-433c-b232-26103f5cfbe4\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">opponents<\/a> say rent regulations would discourage new development and reduce the availability of rental homes. And for years, Republicans, joined by moderate Democrats, have scuttled various proposals.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But progressives gained more clout after last year\u2019s elections and have pushed an <a class=\"css-yywogo\" href=\"https:\/\/www.seattletimes.com\/opinion\/editorials\/ruling-democrats-your-tax-hikes-come-at-a-cost-to-all-wa-residents\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">agenda<\/a> that also includes <a class=\"css-yywogo\" href=\"https:\/\/www.seattletimes.com\/seattle-news\/politics\/wa-lawmakers-sprint-to-finish-line-with-final-9-billion-tax-plan\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">tax increases<\/a> and spending cuts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Andrew Barkis, a Republican state representative, said in an interview that the new bill was \u201cdriven by ideology.\u201d He said that an earlier version, which called for a 10 percent cap, plus inflation, and exempted most single-family home rentals that were not owned by a corporation, was better. That version had cleared the Senate.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYou put an artificial cap on this, I can guarantee you that every single rent is going to go up,\u201d Mr. Barkis said <\/p>\n<h2 class=\"css-vlsv4n e12nqm5i0\" id=\"link-2f89e26d\"><span>How It Fits Into the National Landscape<\/span><\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Rent regulations have typically been embraced by municipalities, not states. More than <a class=\"css-yywogo\" href=\"https:\/\/naahq.org\/rent-control-policy\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">300 local governments<\/a> regulate rents, including <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/rent-stabilized-apartments-nyc.html\" title=\"\">New York City<\/a>, Los Angeles and San Francisco. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">When states get involved, it has often been to prevent local jurisdictions from enacting rent regulations. More than 30 states have done that \u2014 including Washington, which <a class=\"css-yywogo\" href=\"https:\/\/archive.kuow.org\/news\/2017-04-03\/rent-control-is-illegal-in-seattle-heres-why\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">blocked local rent regulations in 1981<\/a>, when Republicans last controlled the governor\u2019s office and Legislature.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The new bill \u2014 which survived some <a class=\"css-yywogo\" href=\"https:\/\/washingtonstatestandard.com\/2025\/04\/26\/procedural-snag-delays-votes-on-bill-to-cap-washington-rent-increases\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">last-minute procedural drama<\/a> and was passed on Sunday, the last day of the legislative calendar \u2014 would not lift that ban. Instead, it is aimed at protecting tenants throughout the state, including those in towns that may be unable or unwilling to take their own action. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Until now, California and Oregon had been the only states to adopt statewide rent regulations, both passed in 2019. The cap is 7 percent plus the inflation rate in Oregon, and 5 percent plus inflation in California; both states set a maximum of 10 percent. But there are efforts in <a class=\"css-yywogo\" href=\"https:\/\/www.mercurynews.com\/2025\/04\/25\/california-lawmakers-tighten-rent-control\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">both<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.oregonlive.com\/politics\/2025\/04\/oregon-bill-would-restrict-rent-increases-at-manufactured-home-parks-marinas.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">states<\/a> to lower those caps.<\/p>\n<h2 class=\"css-vlsv4n e12nqm5i0\" id=\"link-3359f80\"><span>What Happens Now?<\/span><\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The bill heads to Gov. Bob Ferguson, a Democrat who took office this year. While Mr. Ferguson has not stated his intentions, many legislators and lobbyists anticipate he will sign the legislation.
