Voters do not view him as understanding the problems in their daily lives and have soured on his leadership as he approaches his 100th day in office.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">[<\/em><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/25\/upshot\/trump-poll-numbers.html\" title=\"\"><em class=\"css-2fg4z9 e1gzwzxm0\">Nate Cohn looks at President Trump\u2019s polling numbers<\/em><\/a><em class=\"css-2fg4z9 e1gzwzxm0\"> from four different perspectives.]<\/em><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s approval rating sits at 42 percent. His standing is historically low for a president this early in a term, but it is in line with his stubborn unpopularity, which did not prevent him from sweeping the battleground states in last year\u2019s election.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now, however, voters express dimming confidence about Mr. Trump\u2019s handling of some of the top issues that propelled him back to the White House, including the economy and immigration, even as most Americans support deportations. Only 43 percent said they approved of how he has managed the economy this term, a serious erosion on an issue long seen as a strength.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">[<\/em><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/polls\/donald-trump-approval-rating-polls.html\" title=\"\"><em class=\"css-2fg4z9 e1gzwzxm0\">See all the latest Trump approval polls<\/em><\/a><em class=\"css-2fg4z9 e1gzwzxm0\"> in our polling tracker.]<\/em><\/p>\n<p class=\"css-at9mc1 evys1bk0\">The president\u2019s pursuit of widespread tariffs \u2014 which has caused stock-market drops and gyrations \u2014 was opposed by 55 percent of voters, including 63 percent of independents.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Taken together, the survey\u2019s findings show that any second-term honeymoon for Mr. Trump is over. His approval rating among crucial independent voters is now at a woeful 29 percent.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Voters said he had \u201cgone too far\u201d on issue after issue \u2014 his tariffs, his immigration enforcement, his cuts to the federal work force. Broad numbers of independent voters sided with Democrats in believing that he had overreached.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Overall, a 54 percent majority said that Mr. Trump was \u201cexceeding the powers available to him,\u201d including 16 percent of Republicans and 62 percent of independent voters.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Douglas Williams, 56, a cattle rancher and banker in rural Missouri who voted for Mr. Trump in each of the last three elections, still supports much of his agenda. But he worries that the president is \u201cpushing the envelope\u201d with some of his executive orders.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cNow, do I agree with the goal? Do I agree with the result? Probably,\u201d Mr. Williams said. \u201cBut I am constitutionalist enough to at least be a little bit concerned about how far we push that.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">For some of Mr. Trump\u2019s supporters, the chaos and his refusal to follow norms are part of his appeal, if not the point.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Among those who approve of Mr. Trump, nearly half still saw the recent months as chaotic. About 40 percent of Republican voters said that presidents should be able to do what they think is best \u2014 even if that might go outside existing rules. And 8 percent of voters who approved of Mr. Trump said his actions were \u201ca unique threat to our system of government.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cSometimes you have to break the rules,\u201d said Michael Craig, 63, a retired Republican from outside Germantown Hills, Ill.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, voters overall are questioning not just Mr. Trump\u2019s methods, but also his policy agenda.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">About half of voters \u2014 and about 60 percent of independents \u2014 said they disapproved of Mr. Trump\u2019s handling of trade with other countries; the federal work force; the war between Russia and Ukraine; and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/abrego-garcia-trump-deportations-el-salvador.html\" title=\"\">the case of Kilmar Armando Abrego Garcia<\/a>, a migrant in Maryland who was mistakenly deported to a prison in El Salvador as part of Mr. Trump\u2019s immigration crackdown.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On foreign affairs, 68 percent of voters said the country mostly benefited from alliances and trade, while only 24 percent said the country was mostly harmed by them.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And more voters said they opposed Mr. Trump\u2019s executive orders rolling back diversity, equity and inclusion programs in the federal government than supported them \u2014 even as the D.E.I. issue has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/08\/us\/politics\/democrats-dei-trump.html\" title=\"\">pushed Democrats into a defensive crouch<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Voters do not seem to believe Mr. Trump empathizes with their struggles. After spending much of last year promising to immediately lower prices, he and his allies have urged patience and tried to brace the country for short-term economic pain.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Only 44 percent of voters \u2014 including a meager 31 percent of independents \u2014 said that he \u201cunderstands the problems facing people like you.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Broad majorities said they would prefer to place limits on exactly the kinds of powers that Mr. Trump has tried to exercise:<\/p>\n<ul class=\"css-1le37cb ez3869y0\">\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">61 percent of voters, including 33 percent of Republicans, said a president should not be able to impose tariffs without authorization from Congress.<\/p>\n<\/li>\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">54 percent, including 26 percent of Republicans, said a president should not be able to eliminate programs enacted by Congress.<\/p>\n<\/li>\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">63 percent, including 40 percent of Republicans, said a president should not be able to deport legal immigrants who have protested Israel.<\/p>\n<\/li>\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">73 percent of voters, including 56 percent of Republicans, said a president should not be able to send American citizens to prison in El Salvador, as Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/apnews.com\/article\/trump-citizens-prison-el-salvador-illegal-79113d0ccefefd1f7d8e51c3a4c3defd\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">has threatened<\/a> to do.<\/p>\n<\/li>\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">And as Mr. Trump\u2019s administration has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/15\/us\/politics\/trump-defy-courts.html\" title=\"\">veered toward open defiance of court orders<\/a>, a sky-high 76 percent of voters, and 61 percent of Republicans, said a president should not be able to ignore the Supreme Court.<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Overall, 54 percent of voters said Mr. Trump\u2019s changes to the country\u2019s political and economic systems had \u201cgone too far,\u201d with 63 percent of independent voters feeling that way.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">And 50 percent of voters said the upheaval he had brought to the nation\u2019s political and economic systems was a \u201cbad thing.\u201d Only 36 percent said the changes were good.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">One of the most troubling numbers for Mr. Trump is the share of voters who feel they have been harmed by his policies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Voters are more than twice as likely to say his policies have hurt them as they are to say his policies have helped them. That is a reversal from last fall, when many voters across demographic groups said his policies during his first term had helped them.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Trust in Mr. Trump on the economy was a key ingredient in his 2024 victory. A <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2024\/04\/14\/us\/elections\/times-siena-poll-registered-voter-crosstabs.html\" title=\"\">Times\/Siena poll<\/a> one year ago showed that 64 percent of voters fondly remembered how he had handled the economy as president. Yet now only 43 percent of voters gave him positive marks on the issue for the start of this term.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Voters remain deeply unhappy with the economy, even if they are divided over whom to blame.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Despite Mr. Trump\u2019s short tenure, equal numbers of voters believe he is responsible for the economic conditions they face as those who see former President Joseph R. Biden Jr. as accountable. A similar share said neither man was responsible.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">At the same time, far more voters believe that Mr. Trump has made the economy worse since taking office (50 percent) than better (21 percent).<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Negative feelings about the economy spanned every race, level of education and region of the country, with less than 1 percent rating the economy as excellent, and 76 percent saying it was fair or poor.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, despite the upheaval in the markets, those views are largely unchanged since October.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s supporters mostly seem happy to give him more time to see how his economic agenda, especially on tariffs, plays out.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI\u2019ve actually thought, well, I\u2019m 59, I don\u2019t need a whole lot of stuff and I\u2019m not going to buy a whole lot of stuff \u2014 so for me, I would just sit back and let it ride for a while,\u201d said Tracey Carson, a retiree and independent voter in Wisconsin. \u201cThe <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/11\/us\/politics\/trump-canada-tariffs-metal.html\" title=\"\">aluminum thing with Canada<\/a> scared me a little because I\u2019m a big Diet Coke drinker. But I think he\u2019s using it as a tactic to make things fair and try to make a deal. Because he\u2019s always all about the deal.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One of Mr. Trump\u2019s signature policies, mass deportation, continues to hold majority public support. And though he received negative marks for the deportation and imprisonment of Mr. Abrego Garcia in El Salvador, views of his handling of immigration policy remain relatively similar to what they were a year ago.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-12\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The policy of deporting people living in the United States illegally back to their home countries garnered 54 percent support, including from 18 percent of Democrats.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, voters overall viewed Mr. Trump\u2019s handling of immigration negatively, with 47 percent approving and 51 percent disapproving.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The poll showed that Democrats begin the long march toward next year\u2019s midterm elections with a glimmer of hope. Among all voters, 47 percent said they would rather vote for a Democrat for the House, compared with 44 percent for a Republican candidate.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Voters are clearly unhappy with the role played by Elon Musk, the world\u2019s richest man and a senior White House adviser. With <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/24\/us\/politics\/musk-cuts.html\" title=\"\">mixed success<\/a>, he has overseen drastic cuts to federal agencies through the so-called Department of Government Efficiency and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/07\/us\/politics\/trump-musk-doge-power.html\" title=\"\">battled with cabinet secretaries<\/a> over the scope of his authority.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Just 35 percent of voters viewed Mr. Musk favorably. And perhaps even more revealingly, attaching his name to his actions made them even less popular. The Times asked two questions about cuts by DOGE, and the spending reductions were more popular when Mr. Musk\u2019s name was not included.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-13\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Adam Schechter, 46, a tech specialist in Springfield, Va., who voted for Mr. Trump last year, said he supported much of the president\u2019s agenda but was concerned about the \u201cvery messy\u201d way that he was going about it.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cA chain saw, as you might say,\u201d Mr. Schechter said, two months after Mr. Musk <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/21\/us\/politics\/elon-musk-doge-cpac-chainsaw.html\" title=\"\">wielded a literal chain saw<\/a> to promote his cuts. \u201cThe way it\u2019s all haphazardly handled has been not something I generally approve of.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He was uneasy, too, about the \u201cconsolidation of federal power in the executive branch.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI didn\u2019t like it under Biden,\u201d he said. \u201cI don\u2019t really like it under Trump.\u201d<\/p>\n<p class=\"css-798hid etfikam0\">Christine Zhang<!-- --> contributed reporting.<\/p>\n<hr class=\"css-7ad88g e1mu4ftr0\"\/>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-5ae85221\"><span>How This Poll Was Conducted<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Here are the key things to know about this poll from The New York Times and Siena College:<\/p>\n<ul class=\"css-1le37cb ez3869y0\">\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">Times\/Siena polls are conducted by telephone, using live interviewers, in both English and Spanish. Overall, 97 percent of respondents were contacted on a cellphone for this poll. You can see the exact questions that were asked and the order in which they were asked <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2025\/04\/25\/us\/elections\/times-siena-poll-crosstabs.html\" title=\"\">here<\/a>.<\/p>\n<\/li>\n<\/ul>\n<ul class=\"css-1le37cb ez3869y0\">\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">Voters are selected for the survey from a list of registered voters. The list contains information on the demographic characteristics of every registered voter, allowing us to make sure we reach the right number of voters of each party, race and region. For this poll, interviewers placed more than 120,000 calls to more than 35,000 voters.<\/p>\n<\/li>\n<\/ul>\n<ul class=\"css-1le37cb ez3869y0\">\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">To further ensure that the results reflect the entire voting population, not just those willing to take a poll, we give more weight to respondents from demographic groups that are underrepresented among survey respondents, like people without a college degree. In theory, this means that the results should reflect the views of the overall population most of the time, though many other challenges create additional sources of error.
