His first week has demonstrated that he will seek to do just that \u2014 and fast \u2014 as he races to make good on the promises that vaulted him back into power.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Not all of his directives will succeed in the end. But already, the United States is a different place than it was a week ago.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Several efforts to address climate change have been rescinded, and more land opened to oil drilling. The government now recognizes only two \u201cimmutable\u201d genders, male and female. Migrants \u2014 now referred to as \u201caliens\u201d \u2014 are being turned away at the border, and immigration agents have been freed to target hospitals, schools and churches in search of people to deport.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Large-scale tariffs have yet to be imposed, but nations around the world are bracing for those that Mr. Trump says will come on Feb. 1. Diversity efforts in the federal government have been dismantled, and employees turned into snitches. Federal money will once again be barred from paying for abortions overseas. Mount Denali once again will be known as Mount McKinley and the Gulf of Mexico is now the Gulf of America (at least, according to the U.S. government).<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Career officials at agencies across the government have been let go as part of Mr. Trump\u2019s pledge to get rid of what he considers disloyal members of the \u201cdeep state.\u201d Security clearances and protection has been stripped from people Mr. Trump considers political enemies. TikTok was given a temporary reprieve from a forced shutdown, even as Mr. Trump rescinded his predecessor\u2019s efforts to establish guardrails around the development of artificial intelligence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">New regulations and new federal hiring are frozen for now. More than 1,500 people who were convicted of crimes connected to the storming of the U.S. Capitol on Jan. 6, 2021, have been pardoned or had their sentences commuted, including those who assaulted police officers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Here are some of the biggest policy changes Mr. Trump has made.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-2f84a1ff\">Immigration<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">No single issue received more attention in the first few days from Mr. Trump and his new administration than <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2025\/01\/17\/us\/immigrants-trump-deportations.html\" title=\"\">immigration<\/a>. The issue has long been at the center of the president\u2019s political identity, and he promised throughout the 2024 campaign to make far-reaching policy changes.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump issued more than a dozen immigration-related orders that included scores of policy overhauls based on the premise that the United States is being invaded by dangerous immigrants crossing over the border with Mexico. Many of the most aggressive changes \u2014 including new powers to deny asylum seekers from entering the country \u2014 are aimed at \u201caliens engaged in the invasion.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump quickly eliminated policies that prevented Immigration and Customs Enforcement officers from raiding churches, schools and hospitals.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He blocked the entry of thousands of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/22\/us\/politics\/trump-administration-refugee-flights-canceled.html\" title=\"\">refugees who already had been cleared to come to America<\/a>. And he began the process of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/23\/us\/politics\/trump-immigrants-deportation.html\" title=\"\">expelling a million people<\/a> former President Joseph R. Biden Jr. had allowed in on a temporary but legal basis. And he made good on his longstanding promise to try to scale back birthright citizenship, an order that one <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/23\/us\/politics\/judge-blocks-birthright-citizenship.html\" title=\"\">federal judge quickly blocked<\/a>, calling it blatantly unconstitutional.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The president also directed federal law enforcement officials to investigate and potentially prosecute local officials in cities and states who interfere with the government\u2019s efforts to deport people who are in the country illegally. And he directed agencies to withhold funds from so-called sanctuary cities in which officials refuse to cooperate with federal immigration agents.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u2014 Hamed Aleaziz<\/em><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump issued a half-dozen executive orders related to energy aimed at expanding the use of fossil fuels, curbing renewable energy and abandoning the federal government\u2019s efforts to address climate change.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/putting-america-first-in-international-environmental-agreements\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">pulled<\/a> the United States out of the Paris climate agreement. He <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/22\/climate\/trump-climate-policies.html\" title=\"\">shut down<\/a> several efforts to prepare for the risks of a warming planet. He <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/unleashing-alaskas-extraordinary-resource-potential\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">initiated plans<\/a> to open larger areas in Alaska to oil drilling. And he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/21\/climate\/wind-power-executive-order-trump.html\" title=\"\">ordered a freeze<\/a> on federal permits for wind farms across the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many of Mr. Trump\u2019s promises to \u201cunleash\u201d American energy \u2014 which he defined as everything <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/21\/climate\/trump-energy-fossil-fuels.html\" title=\"\">except wind and solar power<\/a> \u2014 will take time to have an impact. He ordered agencies to streamline permitting for gas pipelines and mining and to repeal rules that promote electric cars. But there\u2019s a legally required process for redoing federal regulations that can take years and has to pass muster with courts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other actions may end up being largely symbolic. Mr. Trump declared an \u201cenergy emergency\u201d and has claimed he has authority to get power plants built quickly, but legal experts say the government\u2019s emergency powers <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/climate\/trump-emergency-oil-gas.html\" title=\"\">are often fairly limited<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It remains to be seen how drastically Mr. Trump can reshape the nation\u2019s energy landscape. Many oil and gas companies are not looking to significantly increase output, which is already at record levels, since doing so could lower prices and squeeze profits. But the wind industry, a frequent target of Mr. Trump\u2019s, is bracing for a backlash, and some companies have <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/siemens-energy-rwe-warn-trump-fallout-us-offshore-wind-sector-2024-11-13\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">already<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.rechargenews.com\/wind\/totalenergies-pauses-us-offshore-wind-array-after-trump-win\/2-1-1744800\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">delayed<\/a> or <a class=\"css-yywogo\" href=\"https:\/\/www.wbur.org\/news\/2025\/01\/22\/prysmian-somerset-offshore-wind-cable-factory-canceled\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">canceled<\/a> new investments.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u2014 Brad Plumer<\/em><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump had previously written on social media that he would impose a 25 percent tariff on products from Canada and Mexico and an additional 10 percent tariff on products from China on Day 1 of his administration, accusing those countries of not doing enough to stop flows of drugs and migrants into the United States. Instead, he released an executive order that requested reports on an exhaustive list of trade issues from various agencies by April 1.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some business groups expressed relief, but that sentiment was short-lived. On Monday night, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/us\/politics\/trump-tariffs-executive-order.html\" title=\"\">told reporters<\/a> he planned to put a 25 percent tariff on products from Canada and Mexico beginning on Feb. 1, and on Tuesday night, he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/21\/business\/trump-tariffs-china.html\" title=\"\">said<\/a> he would also put an additional 10 percent tariff on Chinese products by the same date.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It remains to be seen if those tariffs actually go into effect. But even if they do not, Mr. Trump will have plenty of opportunities in the coming months to make good on his campaign promises to impose sweeping tariffs on foreign products, including high levies on China and a universal tariff on most imports that could help raise money to offset tax cuts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u2014 Ana Swanson<\/em><\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-5092fc51\">Gender and Transgender Rights<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">With an <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">executive order<\/a> billed as protecting women from \u201cgender ideology extremism,\u201d Mr. Trump ordered the government to effectively recognize only two \u201cimmutable\u201d sexes \u2014 male and female.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">By proclaiming that a person\u2019s sex must be a permanent gender identity, the administration reversed efforts by the Biden administration to accommodate people who are intersex or transgender, among others, and allow them to self-identify as such in interactions with the government. It also rejected the mainstream medical understanding among groups such as the American Medical Association, which <a class=\"css-yywogo\" href=\"https:\/\/policysearch.ama-assn.org\/policyfinder\/detail\/gender%20identity?uri=%2FAMADoc%2Fdirectives.xml-D-295.312.xml\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">recommends<\/a> viewing gender and sex as falling along a spectrum.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The order has already prompted administrative changes. The State Department removed the \u201cunspecified or another gender identity\u201d category from passport applications. More broadly, it directs agencies to scrub any mention of nonbinary gender identity from official documents and memos.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Certain agencies were urged to \u201cprotect men and women as biologically distinct sexes,\u201d in part by maintaining <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/23\/us\/trump-transgender-inmates-prison.html\" title=\"\">single-sex spaces such as prisons<\/a> and shelters for women, from which transgender women will be denied access under the policy. And the order explicitly rejected the Biden administration\u2019s interpretation of a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/04\/us\/bostock-decision-supreme-court.html\" title=\"\">Supreme Court ruling<\/a> protecting transgender workers that was the basis for its <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/19\/us\/politics\/biden-title-ix-rules.html\" title=\"\">extending protections to transgender students<\/a> through Title IX last year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u2014 Zach Montague<\/em><\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-1279121f\">Diversity, Equity and Inclusion<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">After declaring in his inaugural address that he would usher in a \u201ccolorblind\u201d and \u201cmerit-based\u201d society, President Trump ordered federal agencies to immediately purge the concepts of diversity, equity and inclusion \u2014 or D.E.I. \u2014 from the federal government\u2019s policies, programs and practices and targeted civil rights protections for government contractors.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He rescinded <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/initial-rescissions-of-harmful-executive-orders-and-actions\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">executive orders issued by President Joseph R. Biden Jr. that sought<\/a> to advance equity for women, Black, Hispanic, Asian and Native American people, as well as people with disabilities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump then issued <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">an order<\/a> titled \u201cEnding Radical and Wasteful Government DEI Programs and Preferencing,\u201d which halts all work in the federal agencies aimed at reversing systemic racism, sexism and other inequities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The order required <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/22\/us\/politics\/trump-dei-diversity-officials-orders.html?searchResultPosition=1\" title=\"\">the shutdown of offices<\/a> dedicated to D.E.I. work across all government agencies and the immediate dismissal of any employees working on such initiatives; the employees were placed on administrative leave this week and are to be laid off in the next month.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an effort to root out any D.E.I. initiatives \u201cin disguise,\u201d federal employees were told to report any colleagues that attempted to circumvent the order to a newly created email address. Those who know of any such activity but do not report it within 10 days would face \u201cadverse consequences,\u201d according to emails that were sent by all agency heads.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump also revoked a <a class=\"css-yywogo\" href=\"https:\/\/www.dol.gov\/agencies\/ofccp\/executive-order-11246\/as-amended\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">civil rights-era order<\/a> signed by President Lyndon B. Johnson in 1965 that banned discrimination in government contracting. The order was seen as the <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/us\/why-president-johnson-signed-executive-order-1965-that-trump-rescinded-2025-01-23\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">underpinning<\/a> of the federal government\u2019s commitment to affirmative action.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u2014 Erica Green<\/em><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<p><h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-e880646\">Tech and Artificial Intelligence<\/h2>\n<\/p>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Right after he was sworn into office, Mr. Trump rescinded a 2023 executive order <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/30\/us\/politics\/biden-ai-regulation.html\" title=\"\">that established guardrails<\/a> around artificial intelligence. On Thursday, Mr. Trump issued an executive order directing his staff to come up with a plan to pursue policy that would \u201csustain and enhance America\u2019s global A.I. dominance.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The president also issued an executive order to establish a group that would come up with policy proposals <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/23\/technology\/trump-crypto-executive-order.html\" title=\"\">related to cryptocurrency<\/a>, an industry Mr. Trump has personal investments in.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump intervened in the battle over the future of TikTok. Officials in Washington fear that the immensely popular video app could pose a national security threat. Congress passed a law last year that forces TikTok\u2019s owner ByteDance to sell the app or face a ban from working with app stores and cloud providers. The Supreme Court upheld the law this month.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The ban took effect on Sunday. But Mr. Trump on Monday told the Justice Department not to enforce the law for 75 days and to instruct companies, like Apple, Google and the cloud computing provider Oracle, that during that period there is \u201cno liability\u201d related to their work to distribute and maintain the app. The app is currently working in the United States but is still unavailable in Apple\u2019s and Google\u2019s app stores.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u2014 David McCabe<\/em><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-13\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Hours after taking the oath of office, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/us\/politics\/trump-world-health-organization.html\" title=\"\">withdrew<\/a> the United States from the World Health Organization, a move that he pursued in the last year of his first term, as the pandemic raged. On his first day in office four years ago, Mr. Biden blocked the withdrawal from going into effect.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As he did in 2020, Mr. Trump this week accused the agency of botching its response to the pandemic, and claimed that it asked for \u201cunfairly onerous payments,\u201d with China paying less than the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The withdrawal means that the Centers for Disease Control and Prevention, considered the world\u2019s leading infectious disease agency, would not have access to the global data the W.H.O. provides. It also would deprive the W.H.O. of a key funding source that it uses to protect public health programs in other countries, a shortfall that public health experts say could eventually hurt disease-fighting efforts of American health officials during international outbreaks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump on his first day in office also rescinded a health order <a class=\"css-yywogo\" href=\"https:\/\/www.federalregister.gov\/documents\/2021\/02\/02\/2021-02252\/strengthening-medicaid-and-the-affordable-care-act\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">that called on<\/a> federal agencies to expand access to coverage on the Affordable Care Act\u2019s health insurance marketplaces, and in Medicaid, the joint federal-state insurance program for low-income Americans. Russell T. Vought, Mr. Trump\u2019s nominee to run the White House budget office, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/22\/us\/politics\/russell-vought-trump-healthcare.html\" title=\"\">told lawmakers<\/a> this week that he supported the first Trump administration\u2019s strategy of encouraging states to add work requirements to Medicaid.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-14\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s health department <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/22\/health\/trump-health-communications.html\" title=\"\">also asked<\/a> officials to refrain from public communications, including publishing reports on the bird flu outbreak. Meetings of advisory panels on health issues were also canceled. Trump administration officials defended the move, saying it allowed them to catch up to activity in the department before signing off on new public messaging.
