While they predominantly sell women&#8217;s apparel and accessories, both also sell men&#8217;s and children&#8217;s clothing. Temu carries household items and small personal electronics.\u00a0<\/p>\n<p>At Shein, women&#8217;s blouses cost as little as $5, and bikinis can be found for around $10. In a <a href=\"https:\/\/us.shein.com\/campaigns\/sheincustomernotice\" target=\"_blank\" rel=\"nofollow noopener\">notice<\/a> on its website, Shein told customers that &#8220;price adjustments&#8221; will go into effect late next week. Shein said &#8220;recent changes in global trade rules and tariffs&#8221; have caused its own costs to rise, making the price hikes necessary.\u00a0<\/p>\n<p>&#8220;We&#8217;re doing everything we can to keep prices low and minimize the impact on you. Our team is working hard to improve your shopping experience and stay true to our mission: making fashion accessible for everyone,&#8221; Shein added, without indicating the size of the price hikes.<\/p>\n<p>Temu posted a nearly identical <a href=\"https:\/\/www.temu.com\/common-policy.html?policy=temucustomernotice\" target=\"_blank\" rel=\"nofollow noopener\">notice<\/a>, saying that its operating expenses have risen, and that it will therefore introduce price hikes beginning next week. Until then, prices will remain unchanged, it added.<\/p>\n<h2>The &#8220;de minimis&#8221; loophole<\/h2>\n<p>The two e-commerce sites have <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/china-tariff-shein-temu-de-minimis-exemption\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">benefitted from a tax law loophole<\/a><\/span> known as the &#8220;de minimis&#8221; exemption, which has allowed goods worth less than $800 to enter the U.S. duty free. Mr. Trump&#8217;s recent <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/amendment-to-recipricol-tariffs-and-updated-duties-as-applied-to-low-value-imports-from-the-peoples-republic-of-china\/\" target=\"_blank\" rel=\"nofollow noopener\">action<\/a>\u00a0to eliminate the loophole beginning May 2 throws a wrench in the companies&#8217; business models. \u00a0<\/p>\n<p>In an April 2 <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/further-amendment-to-duties-addressing-the-synthetic-opioid-supply-chain-in-the-peoples-republic-of-china-as-applied-to-low-value-imports\/\" target=\"_blank\" rel=\"nofollow noopener\">executive order<\/a>, the White House said that shippers in China have previously used the exemption to &#8220;hide illicit substances and conceal the true contents of shipments sent to the United States through deceptive shipping practices.&#8221;<\/p>\n<p>&#8220;These shippers often avoid detection due to administration of the de minimis exemption,&#8221; the executive order said.\u00a0<\/p>\n<p>Effective May 2, such shipments will be subject to &#8220;all applicable duties,&#8221; the order states.<\/p>\n<p>The end of the &#8220;de minimis&#8221; loophole, as well as the Trump administration&#8217;s tariffs of 145% on imports from China, have dented the business models of the two platforms.<\/p>\n<p>The changes come at a time when American shoppers have increasingly flocked to the low-cost retailers. The number of de minimis parcels shipped to the U.S. has surged to more than 1 billion in 2023, up from 153 million in 2015, with China accounting for the largest volume of shipments, according to a January <a href=\"https:\/\/www.congress.gov\/crs-product\/R48380#:~:text=According%20to%20one%20CBP%20official,to%20exceed%20that%20in%20FY2024.&amp;text=According%20to%20CBP%2C%20the%20average,well%20below%20the%20%24800%20threshold.&amp;text=Source%3A%20Customs%20and%20Border%20Protection%20(CBP)\" target=\"_blank\" rel=\"nofollow noopener\">Congressional Research Service<\/a> report.
