It also directs federal agencies to stop issuing permits for all wind farms anywhere in the country for the time being, a move that could disrupt projects on private land, which sometimes need federal wildlife or other environmental permits.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While the order does not call for a freeze on wind projects that are already under construction, Mr. Trump directed the U.S. Attorney General and secretary of the interior to explore the possibility of \u201cterminating or amending\u201d any leases that have already been issued. That means projects that have already received federal approvals could face new hurdles.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Taken together, the moves could prove crippling for the U.S. wind industry, which provides 10 percent of the nation\u2019s electricity and is a major source of power in Republican-led states like Iowa, Oklahoma and Texas. The wind industry currently has <a class=\"css-yywogo\" href=\"https:\/\/cleanpower.org\/wp-content\/uploads\/2024\/12\/ACP_Clean-Power-Quarterly-Market-Report_Q3-2024_public-report_v3.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">nearly 40 gigawatts worth of projects<\/a> \u2014 enough to power tens of millions of homes \u2014 under development in the Atlantic Ocean and in states like Wyoming, Montana and North Dakota.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Biden administration approved permits for 11 commercial-scale wind farms along the Atlantic Coast. Five of those are under construction and one has been completed. But Eastern states like New York and Massachusetts were hoping to build even more offshore wind projects to meet their renewable energy targets. Those goals are now in peril.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The wind industry sharply criticized Mr. Trump\u2019s order, saying that it ran counter to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/climate\/trump-emergency-oil-gas.html\" title=\"\">another declaration<\/a> the president made on Monday that the nation was in an \u201cenergy emergency\u201d and needed all the electricity it could get to power new data centers and factories.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWind power is an essential element of our ability to serve soaring electricity demand for manufacturing and data centers that are key to national security,\u201d said Jason Grumet, chief executive of the American Clean Power Association, a renewable industry trade group. \u201cThe possibility that the federal government could seek to actively oppose energy production by American companies on private land is at odds with our nation\u2019s character as well as our national interests.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/07\/climate\/trump-wind-turbines.html\" title=\"\">a fervent critic of wind power for years<\/a>, ever since he unsuccessfully tried to stop an offshore wind farm from being built in view of one of his Scottish golf courses. In a speech shortly after his inauguration on Monday, the new president launched into a lengthy diatribe against wind turbines.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019re not going to do the wind thing,\u201d Mr. Trump told a crowd of supporters at the Capital One arena in Washington. \u201cBig ugly windmills, they ruin your neighborhood.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">His order for a broad crackdown on new wind farms adds to the mounting challenges for the industry.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While wind power remains one of the fastest-growing sources of electricity in the United States, that growth has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2024\/06\/04\/climate\/us-wind-energy-solar-power.html\" title=\"\">slowed in recent years<\/a> in the face of soaring costs and high interest rates. Many wind companies are now facing delays in securing connections to the grid as well as opposition from rural communities worried about disruptions from new turbines the size of skyscrapers. More than 400 counties <a class=\"css-yywogo\" href=\"https:\/\/www.usatoday.com\/story\/graphics\/2024\/02\/27\/renewable-energy-sources-ban-map\/72630315007\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">have imposed local restrictions<\/a> or bans on wind turbines to date, including much of Tennessee and Kentucky.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Developers of offshore wind projects \u2014 which are larger, more complicated and more expensive \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/11\/business\/energy-environment\/offshore-wind-energy-east-coast.html\" title=\"\">have also struggled<\/a> with increased expenses and supply-chain hurdles.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Monday, even before Mr. Trump signed his executive order, Orsted, the world\u2019s largest offshore wind developer, said that it would write down roughly $1.7 billion on projects off the eastern coast of the United States. The company attributed the setback to higher interest rates in the United States, which have raised the costs of the company\u2019s projects, as well as construction delays on Sunrise Wind, a large project off Montauk, N.Y.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On a call with analysts on Tuesday, Mads Nipper, Orsted\u2019s chief executive, blamed the write-down on \u201cthe immature and nascent industry\u201d in the United States, which has not completed large offshore wind farms, compared with many such projects in Europe.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s order will make it even harder, experts said. The possibility that Mr. Trump could try to undo leases and projects already approved by the Biden administration could also create a longer-lasting drag on the industry.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The order \u201ccould have negative implications beyond Trump\u2019s term because project developers may be wary of investing in a capital-intensive sector that faces demonstrable high election risk,\u201d said Timothy Fox, a managing director at ClearView Energy Partners, a consulting firm.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Monday\u2019s executive order told federal agencies to conduct a \u201ccomprehensive\u201d review of federal wind permitting practices, including studying the ecological effects of wind turbines on birds and marine mammals. Mr. Trump has insisted that offshore wind farms are killing endangered whales in the Atlantic Ocean, although scientists have said they haven\u2019t found <a class=\"css-yywogo\" href=\"https:\/\/www.fisheries.noaa.gov\/new-england-mid-atlantic\/marine-life-distress\/frequent-questions-offshore-wind-and-whales\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">evidence to support that<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The order also adds fresh legal uncertainty for the industry. The Biden administration had been defending wind projects that are facing legal challenges from local opponents, including Revolution Wind and South Fork near Rhode Island, the Coastal Virginia Offshore Wind project and the Maryland Offshore Wind Project.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But Monday\u2019s executive order makes it unlikely the Trump administration would continue to defend those projects vigorously in court, Mr. Fox said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMany offshore wind projects have been approved or are close to approval after undergoing years of reviews,\u201d said Erik Milito, president of the National Ocean Industries Association, which represents oil, gas and wind companies working offshore. \u201cIn any emerging industry, even minor delays can lead to multiyear setbacks, resulting in bottlenecks and higher costs that ultimately impact energy consumers.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Plans for floating wind turbines <a class=\"css-yywogo\" href=\"https:\/\/calmatters.org\/environment\/2024\/07\/california-offshore-wind-plan-approved\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">off the coast of California<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.boem.gov\/renewable-energy\/state-activities\/maine\/gulf-maine\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">in the Gulf of Maine<\/a>, for instance, have not yet received federal approval and are at risk of being stopped.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As part of his order, Mr. Trump issued a moratorium on the Lava Ridge Wind Project, a 231-turbine development on federal land in Idaho that would be visible from a World War II historic site <a class=\"css-yywogo\" href=\"https:\/\/www.risch.senate.gov\/public\/index.cfm\/2023\/10\/risch-leads-bill-to-stop-widely-opposed-lava-ridge-wind-energy-project#:~:text=Idaho's%20State%20legislature%20unanimously%20passed,turbine%20project%20spanning%20146%2C000%20acres.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">and has been opposed by the entire state legislature<\/a>. That project had already received permits from the Bureau of Land Management under the Biden administration.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Opponents of offshore wind projects \u2014 which often include fisherman worried about disrupted operations, landowners worried about spoiled views and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/12\/04\/climate\/texas-public-policy-foundation-climate-change.html?searchResultPosition=12\" title=\"\">some groups linked to the fossil fuel industry<\/a> \u2014 cheered Mr. Trump\u2019s executive orders.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe are grateful that the new administration is protecting our iconic, multigenerational trade from foreign energy companies and alphabet soup agencies destroying our way of life,\u201d said Jerry Leeman, chief executive of the New England Fishermen\u2019s Stewardship Association, <a
