Kennedy Jr., President-elect Donald J. Trump\u2019s choice to lead the nation\u2019s health agencies, formally asked the Food and Drug Administration to revoke the authorization of all Covid vaccines during a deadly phase of the pandemic when thousands of Americans were still dying every week.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/b3ab45ec074c9eff\/c583e080-full.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">filed a petition with the F.D.A<\/a>. in May 2021 demanding that officials rescind authorization for the shots and refrain from approving any Covid vaccine in the future.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Just six months earlier, Mr. Trump had declared the Covid vaccines a <a class=\"css-yywogo\" href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/remarks-president-trump-operation-warp-speed-vaccine-summit\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">miracle<\/a>. At the time Mr. Kennedy filed the petition, half of American adults were receiving their shots. Schools were reopening and churches were filling.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Estimates had begun to show that the rapid rollout of Covid vaccines had already <a class=\"css-yywogo\" href=\"https:\/\/www.healthaffairs.org\/doi\/10.1377\/hlthaff.2021.00619\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">saved about 140,000 lives<\/a> in the United States.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The petition was filed on behalf of the nonprofit that Mr. Kennedy founded and led, Children\u2019s Health Defense. It claimed that the risks of the vaccines outweighed the benefits and that the vaccines weren\u2019t necessary because good treatments were available, including ivermectin and hydroxychloroquine, which had already <a class=\"css-yywogo\" href=\"https:\/\/www.fda.gov\/drugs\/drug-safety-and-availability\/fda-cautions-against-use-hydroxychloroquine-or-chloroquine-covid-19-outside-hospital-setting-or#:~:text=June%2015%2C%202020%20Update%3A%20Based,or%20participation%20is%20not%20feasible.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">been deemed<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.merck.com\/news\/merck-statement-on-ivermectin-use-during-the-covid-19-pandemic\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">ineffective against<\/a> the virus.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The petition received little notice when it was filed. Mr. Kennedy was then on the fringes of the public health establishment, and the agency <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/053d89f1693262a7\/eb89d905-full.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">denied it within months<\/a>. Public health experts told about the filing said it was shocking.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">John Moore, a professor of immunology at Weill Cornell Medical College, called Mr. Kennedy\u2019s request to the F.D.A. \u201can appalling error of judgment.\u201d Gregg Gonsalves, an epidemiologist at the Yale School of Public Health, likened having Mr. Kennedy lead the federal health agencies to \u201cputting a flat earther in charge of NASA.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. Robert Califf, commissioner of the Food and Drug Administration, described Mr. Kennedy\u2019s effort to halt the use of Covid vaccines as a \u201cmassive error.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy\u2019s transition spokeswoman did not respond to requests for comment, but has said recently that he does not want to take vaccines away.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/trump-win-rfk-jr-says-wont-take-away-anybodys-vaccines-rcna178955\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Asked in November<\/a> by an NBC reporter about his general opposition to Covid vaccines \u2014 and whether he would have stopped authorization \u2014 Mr. Kennedy said he was concerned that the vaccines did not prevent transmission of the virus.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI wouldn\u2019t have directly blocked it,\u201d he said. \u201cI would have made sure that we had the best science, and there was no effort to do that at that time.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy\u2019s early opposition to Covid vaccines has alarmed public health experts, many of whom contend that it should disqualify him from overseeing health agencies with the power to authorize, monitor and allocate funding for millions of vaccines each year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">They are also concerned about how he might handle a possible bird flu pandemic, which could necessitate a rapid deployment of vaccines.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As Mr. Kennedy prepares for his confirmation hearings before two Senate committees, he and his allies have insisted that he is not anti-vaccine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In fact, in mid-2023, he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/07\/20\/us\/politics\/rfk-jr-vaccines-house-hearing.html\" title=\"\">told a House panel<\/a> that he had taken all recommended vaccines \u2014 except for the Covid immunization.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At his confirmation hearings, he\u2019ll most likely face scrutiny of his broader statements on vaccines, including that the polio vaccine <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/17\/health\/robert-f-kennedy-jr-polio-vaccines.html\" title=\"\">cost more lives<\/a> than it saved.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has stepped forward in recent weeks to defend Mr. Kennedy after <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/13\/health\/aaron-siri-rfk-jr-vaccines.html\" title=\"\">The New York Times<\/a> reported that one of Mr. Kennedy\u2019s lawyers had previously petitioned the F.D.A. to revoke approval or pause distribution of several polio vaccines over safety concerns.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI think he\u2019s going to be much less radical than you would think,\u201d Mr. Trump said last month.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After the Times report, Mr. Trump and Mr. Kennedy expressed their support for the polio vaccine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">If confirmed by the Senate as secretary of the Health and Human Services Department, Mr. Kennedy would assume oversight of $8 billion in funding for the Vaccines for Children program and would have the authority to appoint new members to a panel that makes influential vaccine recommendations to states.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the time Mr. Kennedy challenged the Covid vaccines, some of his objections touched on wider concerns about their rapid development. Emergency-use authorization \u2014 a preliminary form of approval \u2014 for immunizations was unusual. Others argued that a public health emergency dictated a speedier rollout.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. Jennifer Nuzzo, director of the Pandemic Center at Brown University School of Public Health, said it would be reasonable to debate whether Covid vaccines should have been subject to additional study.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But she profoundly disagreed with Mr. Kennedy\u2019s views, saying that \u201cthe idea that in early 2021 that you could be saying that people over the age of 65 don\u2019t need Covid vaccines \u2014 that\u2019s just nuts.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Vaccines have rare side effects, and there have been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/03\/health\/covid-vaccines-side-effects.html\" title=\"\">cases of injury from the Covid shots<\/a>. Government officials weigh the harms against the potential to save lives. An <a class=\"css-yywogo\" href=\"https:\/\/www.brookings.edu\/wp-content\/uploads\/2024\/03\/16937-BPEA-BPEA-SP24_WEB-Atkeson-Kissler.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">estimate released in early 2024<\/a> found that the Covid vaccines and mitigation measures saved about 800,000 lives in the United States.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Another study found that in late 2021 and 2022, Covid death rates among unvaccinated people <a class=\"css-yywogo\" href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/72\/wr\/mm7206a3.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">were 14 times<\/a> the rates of those who had received a Covid booster shot. Researchers also estimated that from May 2021 through September 2022, more than 230,000 deaths <a class=\"css-yywogo\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC10123459\/#CR1\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">could have been prevented<\/a> among people who declined initial Covid inoculations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">From the start of the Covid vaccine campaign, Mr. Kennedy\u2019s view that the Covid vaccines were dangerous put him at odds with Mr. Trump, whose Operation Warp Speed to develop the vaccines was one of his policy triumphs. And Mr. Kennedy went on a concerted campaign against the vaccine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy <a class=\"css-yywogo\" href=\"https:\/\/house.louisiana.gov\/H_Video\/VideoArchivePlayer?v=house\/2021\/dec\/1206_21_HW\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">told Louisiana lawmakers<\/a> in late 2021 that the Covid vaccine was the \u201cdeadliest vaccine ever made.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He has remained a plaintiff in a lawsuit against President Biden and others, contesting efforts by government officials to limit his ability to suggest on social media that Covid vaccines were not safe.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In January 2021, Mr. Kennedy suggested on Facebook that the death of the baseball legend Hank Aaron, 86, was related to a Covid vaccine he had received 17 days earlier. It was \u201cpart of a wave of suspicious deaths\u201d following Covid vaccines, he claimed. A doctor who was vaccinated alongside Mr. Aaron and the county medical examiner <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/01\/31\/us\/hank-aaron-death-covid-vaccine.html\" title=\"\">dismissed the claim<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In May, when Mr. Kennedy petitioned the F.D.A. to \u201c<a class=\"css-yywogo\" href=\"https:\/\/x.com\/RobertKennedyJr\/status\/1402334560277442568?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1402334560277442568%7Ctwgr%5Ed03afbbd3c23eef1a46d9b12c26db2eabfff8117%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fchildrenshealthdefense.org%2Fdefender%2Fpetition-fda-get-science-right-before-approving-covid-vaccines%2F\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">immediately remove<\/a> Covid vaccines from the market,\u201d he was joined by Dr. Meryl Nass, a member of the Children\u2019s Health Defense scientific advisory board and a physician in Maine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Her medical license was initially suspended on an emergency basis in early 2022 for prescribing ivermectin and hydroxychloroquine to patients with severe cases of Covid, including one who was intubated, Maine <a class=\"css-yywogo\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/ea116454c97c25b2\/3821fcad-full.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">medical board records show<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">She <a class=\"css-yywogo\" href=\"https:\/\/childrenshealthdefense.org\/press-release\/chd-science-advisor-dr-meryl-nass-files-complaint-against-maine-board-of-licensure-in-medicine-for-violation-of-free-speech-and-baseless-license-suspension\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">later sued<\/a> the board, claiming that it retaliated against her for exercising her right to free speech. The case is pending.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2022, Mr. Kennedy and others filed a lawsuit against the F.D.A. on behalf of Children\u2019s Health Defense and parents who said they were concerned that their children would be given Covid vaccines without their knowledge or consent. The amended lawsuit, filed in July 2022, sought a court order requesting that the agency reconsider granting authorization for Pfizer and Moderna Covid vaccines for children.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A Texas appeals court dismissed the case in early 2024, concurring with a lower court that the plaintiffs did not face a \u201cconcrete or imminent\u201d risk of harm. In June, the Supreme Court declined to hear an appeal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy also <a class=\"css-yywogo\" href=\"https:\/\/www.fda.gov\/media\/184298\/download?attachment\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">sent letters to<\/a> the F.D.A. threatening legal action if vaccine authorizations for children were granted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Covid vaccines by Pfizer and Moderna for infants and children 6 months to 11 years old remain in use under emergency authorization, <a class=\"css-yywogo\" href=\"https:\/\/www.fda.gov\/emergency-preparedness-and-response\/coronavirus-disease-2019-covid-19\/covid-19-vaccines-2024-2025\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to the F.D.A.<\/a> Spokesmen for Pfizer and for Moderna said the companies are pursuing full approval for all ages.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy claimed in the censorship case that top Biden administration officials had coerced social media platforms to silence him, mostly during the summer of 2021. At the time, vaccine rates were stalling. People who were not vaccinated began to die at higher rates. Some who died were young; their loved ones said they were <a class=\"css-yywogo\" href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/children-b1906528.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">confused by conflicting messages<\/a> on social media \u2014 or <a class=\"css-yywogo\" href=\"https:\/\/nypost.com\/2022\/01\/28\/unvaxxed-comedian-christian-cabrera-40-dies-from-covid-19\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">regretted that<\/a> they had not gotten the vaccine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Records in the lawsuit outline a briefing that summer with Jen Psaki, the <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2021\/07\/15\/press-briefing-by-press-secretary-jen-psaki-and-surgeon-general-dr-vivek-h-murthy-july-15-2021\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">White House<\/a> press secretary at the time, and Dr. Vivek Murthy, the U.S. surgeon general, both of whom criticized social media companies for allowing the spread of misinformation that was influencing people against vaccination.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAnd we can\u2019t wait longer for them to take aggressive action because it\u2019s costing people their lives,\u201d Dr. Murthy said on July 15, 2021.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden expressed outrage the following day, telling reporters that social media companies that hosted vaccine misinformation <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/07\/16\/us\/politics\/biden-facebook-social-media-covid.html\" title=\"\">were \u201ckilling people<\/a>.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In legal filings, Mr. Kennedy said that he had been named one of the \u201cDisinformation Dozen\u201d by a <a class=\"css-yywogo\" href=\"https:\/\/counterhate.com\/wp-content\/uploads\/2022\/05\/210324-The-Disinformation-Dozen.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">prominent advocacy group<\/a> \u2014 and that he was one of the people the White House was targeting. Exhibits in the lawsuit show that White House officials leaned on social media companies to take down misinformation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Within a month, a senior Facebook executive reported to Dr. Murthy that it had removed a number of pages or groups, including Mr. Kennedy\u2019s, court records show.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Supreme Court <a class=\"css-yywogo\" href=\"https:\/\/www.scotusblog.com\/2024\/06\/justices-side-with-biden-over-governments-influence-on-social-media-content-moderation\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">dismissed<\/a> an associated case last summer, and an appeals court dismissed Mr. Kennedy\u2019s case late last year.
