The power that coal plants produce typically can\u2019t compete with cheaper, cleaner alternatives. And many plants that burn coal are simply too old and would need extensive and expensive upgrades to continue running.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt will be very difficult to reverse this trend,\u201d said Dan Reicher, an assistant energy secretary in the Clinton administration and a former climate and energy director at Google. \u201cThere are a variety of forces at work that don\u2019t paint a very bright future for coal.\u201d<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-3894064b\">Why has coal use declined?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Once the primary source of electricity in the United States, coal plants now produce just 17 percent of the nation\u2019s power. The main reason is that natural gas, another fossil fuel, became abundant and cheap because of the shale fracking boom that began in the early 2000s. Use of renewable energy sources, like wind and solar, has also grown a lot.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Natural gas now provides about 38 percent of U.S. electricity, according to the Energy Information Administration. Renewable energy technologies such as solar, wind and hydroelectric power produce about 25 percent, and nuclear energy generates about 20 percent.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some regions, like <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/28\/climate\/new-england-coal-plants.html\" title=\"\">New England<\/a>, are scheduled to shut down their last coal power plants soon. The most populous state in the country, California, uses virtually no coal for electricity generation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Coal has also been under pressure because burning it releases greenhouses gases responsible for climate change and pollutants that harm people and nature. To get around those concerns, Mr. Trump said, <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/04\/fact-sheet-president-donald-j-trump-lifts-burdensome-epa-restrictions-on-coal-plants\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">he will waive certain air-pollution restrictions<\/a> for dozens of coal plants.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-7f6a212c\">Where is coal still used?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">In the Southeast and the Midwest, many utilities continue to generate electricity from coal plants. Companies such as Alabama Power, Georgia Power, Duke Energy and the Tennessee Valley Authority \u2014 the nation\u2019s largest government-run power provider \u2014 are among the largest users of coal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">States that have a long history of coal mining are still very reliant on the fuel. They include West Virginia, which got 85 percent of its electricity from coal last year, and Kentucky, which got 67 percent, according to the Energy Information Administration.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has directed the Energy Department <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/strengthening-the-reliability-and-security-of-the-united-states-electric-grid\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">to use emergency powers<\/a> to keep unprofitable coal plants operating. The president said this was necessary to prevent power outages. He <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/06\/01\/climate\/trump-coal-nuclear-power.html\" title=\"\">tried a similar strategy<\/a> during his first term.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He has also issued <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/08\/climate\/trump-order-coal-mining.html\" title=\"\">orders to repeal any regulations<\/a> that \u201cdiscriminate\u201d against coal production, to open new federal lands for coal mining and to explore whether coal-burning power plants can serve data centers used for artificial intelligence services like chatbots.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Peabody, the largest coal producer in the United States, said the world used more coal in 2024 than in any other year in history, a fact that it said highlighted the need for the resource to support expanding energy demands.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cTo support our country\u2019s growing needs for affordable, reliable energy, we believe the U.S. should halt coal plant retirements, use existing plants at higher utilization and restart shuttered coal plants,\u201d Vic Svec, a spokesman for Peabody, said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-387d3fc0\">Can the Trump administration revive coal?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">While federal policies can play a role, utilities and the state lawmakers and regulators that oversee them ultimately determine how much coal is burned in power plants.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Edison Electric Institute, or E.E.I., a utility trade association, said in a statement that it agreed with the administration that the United States needed more sources of electricity, but it declined to speak for or against the use of coal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cDemand for electricity is growing at the fastest pace in decades, and E.E.I.\u2019s member electric companies are using a diverse, domestic and balanced energy mix to meet this demand while keeping customer bills as low as possible,\u201d the institute said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some large utilities, like Xcel Energy, have been converting coal plants to solar farms, in part to take advantage of federal incentives created during the Biden administration. For example, in Becker, Minn., Xcel has been building a large solar and battery installation to replace its <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/08\/19\/business\/energy-environment\/coal-solar-power-minnesota.html\" title=\"\">Sherco coal power plant<\/a>. The company is converting another <a class=\"css-yywogo\" href=\"https:\/\/www.xcelenergy.com\/staticfiles\/xe-responsive\/Environment\/Responsible-Coal-Transition-info-sheet.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">coal plant, in Colorado,<\/a> to natural gas.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">An Xcel spokesman, Theo Keith, said that the utility was reviewing Mr. Trump\u2019s orders \u201cto understand whether they could impact our operations,\u201d but that in the meantime, it would work to provide clean energy at low cost to its consumers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Conservative lawmakers in some states, like Texas, have proposed legislation to require greater use of fossil fuels to ensure adequate power supply and to meet rising demand from data centers, electric cars and heat pumps. But energy analysts expect that, if passed, such measures would primarily benefit natural gas, not coal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Environmental activists said efforts to revive coal were misguided. They point out that states that use more coal tend to have higher electricity bills, more health problems and greater risk of power plant failures because of aging equipment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019re really reversing decades of work here,\u201d said Holly Bender, chief program officer at the Sierra Club, which has run a campaign called Beyond Coal to end the use of that fuel. \u201cIt\u2019s obvious that Trump is trying to put his finger on the scale to keep coal open.
