He is neck and neck with Luisa Gonz\u00e1lez, a candidate backed by Rafael Correa, the populist former president.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In the past five years, Ecuador has experienced an explosion in violence linked to drug trafficking. A justice system plagued by overcrowding, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/13\/world\/americas\/ecuador-drug-gangs-unrest.html\" title=\"\">corruption<\/a> and underfunding has become fertile ground for prison gangs allied with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/07\/12\/world\/americas\/ecuador-drug-cartels.html\" title=\"\">international drug cartels<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That has transformed the country from an oasis of peace in a turbulent region to an important player in the global drug trade, wreaking havoc on the lives of millions of Ecuadoreans.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the same time, just <a class=\"css-yywogo\" href=\"https:\/\/www.mites.gob.es\/mundo\/consejerias\/ecuador\/es\/trabajar\/condiciones-laborales\/index.html#:~:text=La%20tasa%20de%20empleo%20es,%2C%20empleo%20no%20pleno%2C%20etc.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">36 percent of Ecuadoreans<\/a> have adequate employment, according to government data, making the economy a top concern.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Voters are split between Mr. Noboa, who has pledged to crack down on the violence but has so far achieved minimal results, and Ms. Gonz\u00e1lez, who is running on a former president\u2019s record but facing a very different country from the one he led.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-1c14c87f\">Who are the top candidates?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Noboa, a Harvard-educated heir to a multibillion-dollar banana empire, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/15\/world\/americas\/ecuador-election-president.html\" title=\"\">took office in 2023<\/a> after his predecessor called for early elections amid impeachment proceedings.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Noboa first entered politics four years ago, when he ran for a seat in the national legislature. In the 2023 presidential contest, he managed to rise from the bottom of the polls in the first round of voting to second place after a strong debate performance. He then beat Ms. Gonz\u00e1lez in the second round.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Gonz\u00e1lez, who served in various positions in the Correa government, is largely seen as the representative of the former president, a divisive figure in Ecuador. Many revere Mr. Correa for the booming economy, low crime rates and investment in health and education that Ecuador experienced under his government, but others revile him for his <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/04\/07\/world\/americas\/ecuador-correa-corruption-verdict.html\" title=\"\">corruption conviction in 2020<\/a> and his authoritarian tendencies.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He also drew international attention when he ordered the police to enter the Mexican Embassy in Quito to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/06\/world\/americas\/ecuador-mexico-arrest-embassy.html\" title=\"\">arrest a politician who was facing a prison sentence for corruption<\/a>. Critics saw the move as a violation of diplomatic norms and an abuse of power.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Yet supporters see Mr. Noboa as a decisive leader who is unafraid to challenge entrenched corruption and bend the rules when necessary. Last year, Ecuadoreans backed his tough-on-crime agenda by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/21\/world\/americas\/ecuador-referendum-vote-noboa.html\" title=\"\">voting in favor of a referendum<\/a> that formally expanded the military\u2019s role in law enforcement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Although rights groups have condemned his hard-line tactics as excessive and harmful, many voters \u2014 even some who oppose him \u2014 say they want more action from the authorities, not less. Homicides declined early in his presidency, but soon began rising again.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Noboa has also sought to cast himself as Ecuador\u2019s best representative on the world stage, emphasizing his ability to build relationships with global leaders, including President Trump.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Ecuadorean president was one of the few Latin American leaders invited to Mr. Trump\u2019s second presidential inauguration, and recently met with him at his Mar-a-Lago resort in South Florida.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cNoboa has really been playing up the Trump card and the relationship with the U.S.,\u201d said Risa Grais-Targow, the Latin America director for Eurasia Group, a political risk consultancy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Grais-Targow said that Ecuadoreans favored foreign security assistance, making the issue a potential asset for Mr. Noboa. But his effort to court Mr. Trump, she added, \u201chasn\u2019t really led to any material commitments from the U.S.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Under Mr. Correa, Ecuador\u2019s ties with the United States were strained.
