And late Friday, Mr. Trump exempted smartphones, computers, chips and other electronics from some of his tariffs on China.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">By pausing some tariffs for dozens of countries for 90 days and exempting electronics from some of his tariffs, he also gave away something to his main rival, the Chinese leader Xi Jinping, with whom he has engaged in a game of chicken that risks <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/10\/business\/us-china-tariffs-trade-war.html\" title=\"\">decoupling<\/a> the world\u2019s two biggest economies and turning the global economic order upside down.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Xi learned that his adversary has a pain point.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As reckless and ruthless as Mr. Trump may seem to some parts of the world, in Mr. Xi and China he is squaring off with a leader and a party state that have a long history of single-minded pursuit of policies, even when they resulted in economic and human catastrophe.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Among Chinese, a consensus among both Beijing\u2019s critics and its supporters is that the endgame may come down to which leader will be able to make his people endure misery in the name of the national interest.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cTariffs and even economic sanctions are not Xi Jinping\u2019s pressure points,\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/03\/magazine\/chinese-literature-censorship.html\" title=\"\">Hao Qun<\/a>, an exiled Chinese novelist who writes under the name Murong Xuecun, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/hawking197428\/status\/1910170498664997043\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">wrote<\/a> on X. \u201cHe is not particularly concerned about the hardships tariffs may cause for ordinary people.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Unlike Mr. Trump, Mr. Xi does not speak to the Chinese public through social media platforms, although he controls all of them. Everything he says and does is choreographed. It is impossible to get into his head because the public knows little about him beyond his official facade. But insights into how he might react in his standoff with Mr. Trump can be found by looking at how he views hardship, his relations with the Chinese public and his record as the leader of a nation of 1.4 billion people.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Chinese internet is full of nationalistic chatters about the need to \u201cresolutely fight back and stand our ground to the very end.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">People shared a <a class=\"css-yywogo\" href=\"https:\/\/v.cctv.com\/2025\/04\/08\/VIDEsPEQ0gp2boZegSbtxBNs250408.shtml?spm=C12120290324.Ps6ySUNiMIzG.0.0\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">video<\/a> clip of Chairman Mao Zedong talking about the Korean War: \u201cWe will fight for as long as they want to fight, and we will fight until we win completely.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mao Ning, a spokesperson for China\u2019s foreign ministry, shared comments made by Chairman Mao in 1964, calling the United States \u201ca paper tiger.\u201d \u201cDon\u2019t believe its bluff,\u201d Chairman Mao told a French Parliament delegation visiting China. \u201cOne poke, and it\u2019ll burst!\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some commentators online invoked the Great Leap Forward to show the Communist Party\u2019s ability to enforce austerity at times of difficulty. The party waged the campaign between 1958 and 1962 to rapidly industrialize China. Its policies defied science and the laws of nature, resulting in a famine and tens of millions of deaths.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While starving people in the countryside were resorting to cannibalism, Chairman Mao <a class=\"css-yywogo\" href=\"https:\/\/marxistphilosophy.org\/maozedong\/mx8\/021.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">instructed<\/a> the farmers to eat grain bran and edible wild plants. \u201cEndure hardship for one year, two years, even three years, and we\u2019ll turn things around,\u201d he said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Xi, whom some Chinese view as Mao\u2019s successor to the mantle, likes talking about the benefits of withstanding hardship.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Born in a revolutionary family, Mr. Xi experienced political turmoil and adversity at a young age. His father, a vice premier, was purged when Mr. Xi was 9 years old. During the Cultural Revolution, Mr. Xi\u2019s father was severely persecuted. The son, not yet 16, had to move to a village deep in the Loess Plateau and work as a farmer.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe seven tough years I spent living and working in the countryside were a great test for me,\u201d he was quoted as saying in a long <a class=\"css-yywogo\" href=\"http:\/\/paper.people.com.cn\/rmrb\/html\/2023-05\/04\/nw.D110000renmrb_20230504_2-01.htm?utm_source=substack&amp;utm_medium=email\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">feature<\/a> by the official Xinhua News Agency. \u201cWhenever I encountered difficulties later on, I would think of how, even under such harsh conditions back then, I was still able to get things done.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It was 2023, and China\u2019s economy was struggling to recover from the Covid pandemic. Youth unemployment skyrocketed. Mr. Xi told young people that they should learn to \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/05\/30\/business\/china-youth-unemployment.html\" title=\"\">eat bitterness<\/a>,\u201d using a colloquial expression that means to endure hardships.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a state media <a class=\"css-yywogo\" href=\"http:\/\/politics.people.com.cn\/n1\/2023\/0505\/c1001-32679282.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">article<\/a> about Mr. Xi\u2019s expectations for the young generation, the word \u201chardship\u201d was mentioned 37 times.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Early in 2022, it was evident that the Omicron variant was too contagious to contain, but that nearly all other countries that had embraced vaccines were able to reopen their economies. But Mr. Xi insisted that China live through his draconian \u201czero Covid\u201d measures while resisting importing Western vaccines. Hundreds of millions of people endured lockdowns, daily tests and forced quarantines. Many lives and livelihoods were ruined.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the past few years, Mr. Xi has resisted the calls of many economists and even his own officials to provide cash support to the public to boost consumption. In a 2021 speech, he urged against \u201cwelfarism,\u201d saying, \u201cOnce welfare benefits go up, they don\u2019t come back down.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The truth is 600 million Chinese take home less than <a class=\"css-yywogo\" href=\"https:\/\/www.caoss.org.cn\/news\/html?id=13834\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">$140<\/a> a month and have minimum social benefits, a major reason they save so much and consume less than the economy needs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Xi did end zero Covid eventually, but did so abruptly without proper vaccination. Many were quickly infected, seniors died and long lines formed outside crematories.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">China\u2019s chronic real estate meltdown seems to have finally pushed Mr. Xi closer to accepting the idea of helping consumers, although some economists believe it may be too late, especially in the face of the trade war.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Xi does have a pain point on the economy: He can\u2019t let things get so bad that it jeopardizes the legitimacy of the party\u2019s rule. Nationwide protests in November 2022 helped bring the zero Covid to an end. The tariffs threaten China\u2019s exports, which are driving the country\u2019s economy. On Friday, Mr. Xi made his first public comments about the tariff war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cChina\u2019s development has always relied on self-reliance and hard work; never on the charity of others, and never fearing any unjust suppression,\u201d he was quoted saying by the state media.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As the world learned this week, Mr. Trump cannot completely ignore the financial markets or the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/08\/business\/trump-tariff-wall-street-reaction.html\" title=\"\">Wall Street<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/07\/us\/politics\/elon-musk-tariffs-trump.html\" title=\"\">tech<\/a> billionaires who supported his campaign. They reached out to his cabinet members to convey their concerns. Even loyalists like <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/07\/us\/politics\/elon-musk-tariffs-trump.html\" title=\"\">Elon Musk<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/x.com\/billackman\/status\/1909215779305992338?s=61&amp;t=mvshv-2GAX9rupGX_CMqug\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">William A. Ackman<\/a>, the hedge fund manager, expressed their disagreement with the president\u2019s tariff policies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It\u2019s hard to imagine that any Chinese entrepreneurs would dare to do the same or, like Mr. Musk, have the channel to convey their concerns to Mr. Xi, who has pushed aside his political opponents and cracked down on private companies. If Mr. Trump aspires for absolute power like Mr. Xi, he has a long way to go.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">I have been checking Chinese social media the past few days hunting for any well-known company or entrepreneur complaining about the trade war. I found none. Ordinary people who lamented online that they faced pay cuts or lost business because of the tariffs were shot down by nationalistic commenters and labeled \u201cunpatriotic.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That\u2019s a base Mr. Trump can\u2019t compete with.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSubmitting to hegemony has never been an option for China,\u201d a Weibo user wrote on Thursday. \u201cIf we could kick out the Americans during the Korean War, we have nothing to fear its tariff stick. We must respond with an iron fist.\u201d The comment was liked more than 3,000 times.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><script async
