Iranian officials are skeptical but \u201cready to engage in earnest and with a view to seal a deal,\u201d Foreign Minister Abbas Araghchi <a class=\"css-yywogo\" href=\"https:\/\/www.washingtonpost.com\/opinions\/2025\/04\/08\/iran-indirect-negotiations-united-states\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">wrote in The Washington Post<\/a> this week.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The goals of Saturday\u2019s meeting are modest, reflecting the gap between the two sides: to agree on a framework for negotiations and a timeline. It is not clear whether the envoys will speak directly, as Mr. Trump has insisted, or pass messages through Omani intermediaries shuttling between rooms, as Mr. Araghchi has indicated.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Iranian delegation plans to convey that it is open to talking about reductions to its enrichment and allowing outside monitoring, according to two senior Iranian officials who spoke on condition of anonymity to discuss a sensitive matter. But, they said, the negotiators are uninterested in discussing dismantlement of the nuclear program, which Trump administration officials have insisted on.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Experts predict that <a class=\"css-yywogo\" href=\"https:\/\/www.theguardian.com\/world\/2015\/sep\/29\/iran-foreign-minister-obama-handshake\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a handshake<\/a> or another brief encounter would be a way to satisfy both sides and send a gesture of good will without direct negotiations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump said he would rely on instinct as to whether Saturday\u2019s talks, expected to be held at a seaside compound, could blossom into further negotiations. \u201cWhen you start talks, you know if they\u2019re going along well or not,\u201d he said this week. \u201cAnd I would say the conclusion would be when I think they\u2019re not going along well. And that\u2019s just a feeling.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-4260b111\">What\u2019s at stake?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">At issue is the dwindling power of the original nuclear deal \u2014 which European leaders have kept limping along since 2018, when Mr. Trump withdrew the United States \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.atlanticcouncil.org\/blogs\/iransource\/2025-will-be-a-decisive-year-for-irans-nuclear-program\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">before its most punishing restrictions expire in October<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Known as the Joint Comprehensive Plan of Action and completed under President Barack Obama, the accord was the result of years of painstaking, technical negotiations that agreed to lift international sanctions against Iran in exchange for limits on its nuclear program.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Only nine countries in the world have nuclear weapons, and adding Iran to the list could pose an existential threat to its main adversary, Israel, and possibly other nations. <a class=\"css-yywogo\" href=\"https:\/\/www.armscontrol.org\/act\/2004-12\/iran-nuclear-briefs\/iran-case-addressing-why-countries-want-nuclear-weapons\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Experts also have raised concerns<\/a> that Iran could share its nuclear capabilities, potentially with terrorist groups.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Iran has long maintained its nuclear activities are legal and meant only for civilian purposes, like energy and medicine, and not for weapons. But it has enriched uranium, the key ingredient for a nuclear bomb, <a class=\"css-yywogo\" href=\"https:\/\/onu.delegfrance.org\/iran-joint-statement-by-france-germany-united-kingdom-on-non-proliferation\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">beyond the levels necessary for civilian use<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In the years since Mr. Trump withdrew from the accord, Iran has steadily accelerated uranium enrichment to the point where some experts estimate it could soon build a nuclear weapon. Its economy has crumbled under American sanctions, and Mr. Trump just this week <a class=\"css-yywogo\" href=\"https:\/\/www.state.gov\/sanctions-on-irans-oil-network-to-further-impose-maximum-pressure-on-iran-2\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">imposed new measures<\/a> targeting Iran\u2019s oil trade.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Israel\u2019s government believes Tehran will expand its nuclear program and is pushing to destroy it.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe deal with Iran is acceptable only if the nuclear sites are destroyed under U.S. supervision,\u201d Prime Minister Benjamin Netanyahu of Israel <a class=\"css-yywogo\" href=\"https:\/\/x.com\/VividProwess\/status\/1909638032577167381\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said<\/a> this week. \u201cOtherwise, the military option is the only choice.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While Mr. Araghchi was closely involved in the earlier negotiations, the expected American envoy, Steve Witkoff, has little experience in the technical aspects of Iran\u2019s program. He was set to arrive in Oman after a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/11\/world\/europe\/ukraine-trump-witkoff-talks.html\" title=\"\">visit Friday to<\/a> St. Petersburg for talks with President Vladimir V. Putin about a potential cease-fire between Russia and Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Iran will all but certainly extend diplomatic talks for as long as possible \u2014 both to delay any Israeli military action and to push past an Oct. 18 deadline when the United Nations\u2019 authority to impose quick \u201csnapback\u201d sanctions expires.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey have an opportunity to tie Israel and the United States in knots by getting into negotiations in which they dupe Witkoff into thinking that negotiations will produce a lot,\u201d said Elliott Abrams, who served as Mr. Trump\u2019s Iran envoy during his first term. \u201cAnd so the negotiations start, which holds Israel off, and they continue, and they continue.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A new deal, he said, \u201ccould be reached pretty quickly\u201d \u2014 but Iran would most likely commit to little more than what it agreed to in the 2015 accord. Such an outcome would irritate Israel.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It also might not be enough for Mr. Trump, who previously demanded more limits both on Iran\u2019s missiles and its Shiite proxy forces in Iraq, Lebanon and Yemen, to claim he struck a better deal than his Democratic predecessors.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-418e0d57\">Diplomacy or conflict?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Abrams predicted Israel would eventually strike Iran anyway. Since at least last fall, Israel <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/19\/us\/politics\/us-intelligence-israel-iran.html\" title=\"\">has been preparing<\/a> highly precise long-range missiles, including ones that can hit underground targets, for an airstrike on Iran.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration also has deployed an extraordinary military buildup in range, including two aircraft carriers, additional B-2 stealth bombers and fighter jets, as well as air defenses.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Yet Mr. Trump keenly wants to avoid a new war in the region, which his <a class=\"css-yywogo\" href=\"https:\/\/www.theamericanconservative.com\/j-d-vance-says-a-war-with-iran-is-not-in-the-u-s-interest\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">advisers have warned<\/a> would siphon military resources away from <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/08\/us\/politics\/china-weapons-yemen-bombing.html\" title=\"\">other potential threats<\/a>, like China, and detract from his efforts to be a president of peace.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe president really doesn\u2019t want to use the military here,\u201d said <a class=\"css-yywogo\" href=\"https:\/\/www.washingtoninstitute.org\/experts\/dana-stroul\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Dana Stroul<\/a>, who was the Pentagon\u2019s top official for Middle East policy during the Biden administration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Similar to how other recent presidents dealt with Iran, she said, Mr. Trump appears to have considered \u201cwhat a military campaign would look like, and what it could actually accomplish, and opt to try the diplomatic track first.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">She noted that Mr. Trump is <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/trump-planning-visit-saudi-arabia-mid-may-axios-reports-2025-03-30\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">planning to visit<\/a> Qatar, Saudi Arabia and the United Arab Emirates as soon as next month. \u201cWhat he is hearing from all Arab leaders he\u2019s talking to is that they do not want more war,\u201d she said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has said he is prepared for the worst. \u201cIf it requires military, we\u2019re going to have military,\u201d he said on Wednesday, adding that Israel would \u201cobviously be the leader of that.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Iran is also steeling itself. \u201cMark my words: Iran prefers diplomacy, but it knows how to defend
