The enemy, Russia, was nowhere in sight, yet ever-present. In the command room, Captain Mykhailo and his crew scanned screens showing color-coded zones marking Russian mine-laden waters and red arrows tracking drones prowling the area.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The crew\u2019s mission was to defend the waters off Odesa, Ukraine\u2019s largest Black Sea port city, and keep them safe for commercial traffic. It has been grueling work \u2014 clearing Russian mines by day, shooting down drones by night \u2014 but after more than a year of patrols alongside other Ukrainian navy vessels, they have succeeded.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Russian Navy has been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/12\/world\/europe\/ukraine-navy-admiral-black-sea.html\" title=\"\">pushed far from Ukrainian shores<\/a>, allowing Ukraine\u2019s commercial shipping to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/12\/world\/europe\/ukraine-black-sea-grain-exports.html\" title=\"\">rebound to near prewar levels<\/a>. On Tuesday, the fruits of Captain Mykhailo\u2019s efforts materialized on the horizon: the silhouette of a 740-foot, Panama-flagged ship gliding toward a Ukrainian port to be loaded with grain.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cBig ship. Nice,\u201d said Captain Mykhailo, speaking on the condition that only his first name and rank be used, in keeping with Ukrainian military rules. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Kyiv and Moscow committed to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/25\/world\/europe\/russia-ukraine-deal-black-sea.html\" title=\"\">a cease-fire on the Black Sea<\/a> last month during separate U.S.-mediated talks, but Ukraine\u2019s military and commercial achievements in those waters have led many in Odesa to ponder this question: Does Ukraine have anything to gain from such a truce?<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Despite the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/26\/world\/europe\/russia-ukraine-black-sea-cease-fire.html\" title=\"\">cease-fire commitment<\/a>, the countries are still negotiating whether or how it will come into force. And navy officers and business owners in Odesa have used the delay to weigh the deal\u2019s pros and cons. A cease-fire could spare the ports from Russian drone and missile strikes, but it might also mean relinquishing Ukraine\u2019s strategic advantage at sea, perhaps the only area of the battlefield where it holds the upper hand.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI don\u2019t want a cease-fire,\u201d said Tariel Khajishvili, the head of Novik LLC, a Ukrainian shipping agent operating in Odesa. \u201cThe only side that wants a cease-fire is Russia because they no longer control the Black Sea.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine\u2019s skepticism has only deepened with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/26\/world\/europe\/russia-ukraine-us-peace-talks.html\" title=\"\">Moscow\u2019s conditions for a truce<\/a>: the lifting of some Western economic sanctions and a return to a previous U.N.-backed deal that allowed Russia to control commercial ships leaving Ukrainian ports for weapons inspections \u2014 two demands that are non-starters for Kyiv.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhy should we make concessions now? We\u2019ve effectively closed the Black Sea,\u201d Pavlo Palisa, a senior military adviser to President Volodymyr Zelensky of Ukraine, told reporters last week, pointing to Kyiv\u2019s success in pushing Russian ships out of key parts of the sea.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Deep mistrust also persists between the countries. Both sides have agreed in principle to temporarily halt strikes against energy infrastructure, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/21\/world\/europe\/russia-ukraine-power-energy-grid.html\" title=\"\">only to accuse each other of violations<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It remains unclear if a cease-fire in the Black Sea will ever take effect. Ukrainian military officials have noted that Russia has refrained from attacking Ukrainian ports since last month\u2019s talks, aligning with one of Kyiv\u2019s main demands, but they caution that it is too soon to call it a truce.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That Ukraine can now afford to reject a cease-fire in the Black Sea speaks volumes about the drastic shift in fortunes there.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Shortly after Russia launched its <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/news-event\/ukraine-russia\" title=\"\">full-scale invasion<\/a> three years ago, its navy ships came within 15 miles of Ukraine\u2019s coast, close enough to fire at it directly. Captain Mykhailo, 27, recalled a strike that \u201cdestroyed a reconnaissance station\u201d on the southern outskirts of Odesa. In the city, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/03\/02\/world\/europe\/odessa-black-sea-ukraine-russia.html\" title=\"\">residents filled sandbags<\/a> to fortify defensive positions, bracing for an assault.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russia never managed to breach Odesa. But its navy controlled enough of the Black Sea to blockade Ukrainian ports, choking the country\u2019s economy and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/03\/20\/world\/americas\/ukraine-war-global-food-crisis.html\" title=\"\">threatening global food security<\/a> because Ukraine is a major grain exporter.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/10\/29\/world\/europe\/grain-deal-russia-ukraine.html\" title=\"\">A U.N.-brokered deal<\/a> in July 2022 reopened a shipping corridor for Ukrainian exports, but only under a deal allowing Russia to inspect all commercial ships for weapons. Kyiv said Moscow deliberately slowed inspections to strangle trade. After a year, barely two dozen ships were <a class=\"css-yywogo\" href=\"https:\/\/www.blackseanews.net\/en\/read\/226674\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">using the corridor each month<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russia <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/07\/17\/world\/europe\/ukraine-grain-deal-russia-war.html\" title=\"\">withdrew from that deal in July 2023<\/a>, complaining about the same economic sanctions it now seeks to have lifted, and threatened all commercial ships heading to and from Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">To restart exports, Ukraine began a campaign to drive back Russia\u2019s Black Sea Fleet, using sea drones and missiles to destroy or damage more than a quarter of its major warships, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/DefenceHQ\/status\/1859183794642722983\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to British defense intelligence services<\/a>. The assaults forced Russia\u2019s fleet to retreat to the eastern part of the sea, far from Ukrainian shores, allowing Ukraine to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2023\/09\/27\/world\/russia-ukraine-news\/a-new-grain-corridor-highlights-ukraines-military-successes-in-the-black-sea-experts-say?smid=url-share\" title=\"\">secure a new shipping corridor<\/a> that hugs its coast before entering the territorial waters of NATO members.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Captain Mykhailo said his patrol boat \u2014 an Island-class vessel <a class=\"css-yywogo\" href=\"https:\/\/militarnyi.com\/en\/news\/ukrainian-fastiv-and-sumy-patrol-boats-set-to-the-sea-for-the-first-time\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">donated by the United States in 2021<\/a> \u2014 accompanies commercial ships sailing off Ukrainian shores, \u201cproviding safety from the mines, from the air attacks of Russia.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">More ships now travel through the new corridor than during the U.N.-backed agreement. Black Sea food exports are also nearing prewar levels. Last year, Ukraine shipped 42 million metric tons of grain and oilseed, roughly 80 percent of its prewar volume, according to data compiled by the Ukrainian investment firm Dragon Capital.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Against that backdrop, experts see little benefit for Ukraine in a Black Sea cease-fire.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A return to the U.N.-backed agreement, as requested by Russia, \u201cmay reverse all the success of the Ukrainian corridor secured by the Ukrainian military, especially if vessels\u2019 inspections are reintroduced,\u201d said Natalia Shpygotska, a senior analyst at Dragon Capital. \u201cI can\u2019t see why Ukraine should accept\u201d that demand, she added. \u201cIt makes no sense.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">All Ukraine could gain from a cease-fire would be an end to Russian strikes on its ports, experts say. Those attacks have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/13\/world\/europe\/russia-ukraine-ports-odesa-grain.html\" title=\"\">damaged several ships<\/a> and destroyed numerous containers and grain silos. At the peak of the assaults, in the second half of 2023, the export capacity of Odesa\u2019s ports dropped by up to 20 percent, according to Yurii Vaskov, Ukraine\u2019s former deputy minister of infrastructure.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Capt. Dmytro Pletenchuk, a Ukrainian navy spokesman, said that \u201cfor Ukraine, a cease-fire in the Black Sea primarily means stopping attacks on port infrastructure so that our grain corridor can operate without disruption.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere is nothing more that Russia can offer us in this agreement,\u201d he said during an interview in Odesa.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That offer, however, was absent from the White House statements <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/25\/world\/europe\/russia-ukraine-deal-black-sea.html\" title=\"\">announcing the Black Sea cease-fire last month<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Andrii Klymenko, the head of the Black Sea Institute of Strategic Studies, said he did not expect the two sides to ever establish a maritime truce given their conflicting demands. He suspects that Russia wants to use the truce to move some of its ships back into the central part of the Black Sea, something Kyiv has <a class=\"css-yywogo\" href=\"https:\/\/x.com\/rustem_umerov\/status\/1904549709349339531\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">already warned<\/a> would prompt counterattacks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Back on Captain Mykhailo\u2019s boat, a cease-fire feels as distant as ever. Iron boxes of machine-gun rounds sit ready to be used on the deck.
