Statistically speaking, that would mean China.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The E.U. has the <a class=\"css-yywogo\" href=\"https:\/\/data.worldbank.org\/indicator\/NE.CON.PRVT.CD?view=map&amp;year_high_desc=true\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">second-largest consumer market<\/a> in the world behind America; China is third. But China and the E.U. have not exactly been cozy in recent years. Europe has regularly blasted China for overproducing and dumping artificially cheap products on the global market, and European leaders have criticized China\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.brookings.edu\/articles\/rivals-and-responders-the-us-china-and-global-crisis-management\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">stance toward<\/a> Russia\u2019s war in Ukraine, among other political and social issues.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, the E.U. is staring down 20 percent across-the-board tariffs in the United States, and even higher levies on major products like cars and trucks. China is confronting rates in excess of 50 percent. There\u2019s a small chance that those tariffs could drive the two large economies closer together, experts said \u2014 an unintended consequence at a time when Mr. Trump\u2019s America has been trying to weaken China.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There have been early hints of a thaw. The E.U. imposed higher tariffs on Chinese-made electrical vehicles last year, but China\u2019s commerce ministry said at a news conference on Thursday that the two sides <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/economy\/trade\/china-says-it-has-agreed-to-ev-tariffs-negotiations-with-eu-cb27f8ec\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">had agreed to restart<\/a> negotiations. Olof Gill, an E.U. spokesman for trade, said officials had agreed to \u201ccontinue discussions\u201d on electric vehicle supply chains and take a \u201cfresh look\u201d at pricing.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But there is an even greater possibility that this moment will tear the E.U. and China further apart. China\u2019s reduced access to American consumers could prod its companies to send even more cheap metals, chemicals and other products in Europe\u2019s direction, worsening concerns about dumping and heightening already-high tensions on other matters. Relations between the two nations could deteriorate, widening the damage as America blows up longstanding global trade patterns.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere\u2019s two ways that this could play,\u201d said Theresa Fallon, an analyst at the Center for Russia, Europe, Asia Studies in Brussels. \u201cEurope is in a really tough position.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Europe is responding quickly to Mr. Trump\u2019s trade war. It <a class=\"css-yywogo\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_25_965\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">plans to finalize<\/a> next week initial lists of goods destined for retaliatory tariffs, and officials have promised more will come. It is also trying to negotiate to get rid of the tariffs, with the E.U. trade commissioner set to meet his U.S. counterparts through teleconference on Friday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">If the U.S. tariffs are not quickly negotiated away, Europe \u2014 and China \u2014 could find themselves looking for new consumers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Another big part of Europe\u2019s strategy? Making new friends.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since late last year, the bloc has worked to expand relations with <a class=\"css-yywogo\" href=\"https:\/\/www.weforum.org\/stories\/2025\/03\/eu-india-free-trade-agreement\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">India<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/mercosur\/eu-mercosur-agreement_en\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">South American countries<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-summit\/2025\/03\/13\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">South Africa<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_25_730\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">South Korea<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/mexico\/eu-mexico-agreement_en\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Mexico<\/a>. It has also drawn nearer to Canada and the United Kingdom, especially on defense issues.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Yet the U.S. is difficult to replace with one-off trade deals elsewhere because of the sheer size of its consumer market: $18.8 trillion in 2024, according to World Bank data. The E.U. trails at about $10 trillion, China at about $7 trillion. America is the E.U.\u2019s <a class=\"css-yywogo\" href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=International_trade_in_goods_by_partner\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">most important<\/a> export market.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Filling a U.S.-shaped void with China, while mathematically obvious, would be tricky. China and the E.U. have been moving further apart in recent years, with <a class=\"css-yywogo\" href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/china_en\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">declining<\/a> trade flows, and regular accusations by the E.U. that China is using trade practices that distort the market.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Europe\u2019s dilemma when it comes to China has been on full display in the way that European leaders have talked about the Asian nation in recent months.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe must engage constructively with China,\u201d Ursula von der Leyen, who heads the E.U.\u2019s executive arm, said during a speech in Davos, Switzerland, in January. She talked about expanding trade and investment ties \u201cwhere possible.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But when Mr. Trump\u2019s tariff announcements came out this week, a flood of cheap goods coming from Asia was an immediate concern.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe will also be watching closely what indirect effects these tariffs could have, because we cannot absorb global overcapacity, nor will we accept dumping on our market,\u201d Ms. von der Leyen warned in <a class=\"css-yywogo\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_25_964\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">her televised response<\/a> on Thursday to the Trump tariffs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The E.U. and China are <a class=\"css-yywogo\" href=\"https:\/\/www.euractiv.com\/section\/politics\/news\/eu-china-to-hold-anniversary-summit-despite-tensions\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">to have a summit<\/a> this year, though details on timing and location have yet to be determined.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Noah Barkin, a senior adviser at the Rhodium Group in Berlin and a specialist on China, said: \u201cTrump\u2019s tariffs are likely to divert a massive amount of Chinese exports into the E.U.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe bloc is likely to throw its entire trade policy toolbox at Beijing in response,\u201d he added. \u201cIt is difficult to envision a scenario where this ends well for the E.U.-China relationship.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><script async
