He sent the video minutes after the two had a telephone call discussing a police officer&#8217;s suicide.<\/p>\n<p>Ross asked Stalheim to delete the video, not to watch it and to keep the incident between them, the report said. Ross told an interviewer he had recorded the video at home during a lunch break and meant to send it to his romantic partner, not to Stalheim. He had said it was &#8220;a sexy video for his girlfriend.&#8221;<\/p>\n<p>The report said Ross intended to send the video to his romantic partner, whose name begins with &#8220;C&#8221; but mistakenly sent it to the contact &#8220;City Attorney,&#8221; according to <a href=\"https:\/\/www.kfyrtv.com\/2025\/04\/01\/minot-mayor-tom-ross-submits-resignation-letter-following-release-report-over-internal-complaint\/\" target=\"_blank\" rel=\"nofollow noopener\">KMOT<\/a>.<\/p>\n<p>The report said Stalheim struggled with whether to make a formal report. Ross was her direct supervisor, and Stalheim&#8217;s annual review was pending at the time, the report said. Her complaint asked for an apology from Ross and that he consider resigning as mayor.<\/p>\n<p>The investigator found Ross&#8217;s conduct &#8220;directly caused Stalheim&#8217;s inability to work in an environment free from unreasonable sexual harassment and created an offensive work environment.&#8221;<\/p>\n<p>Ross said Wednesday he takes full responsibility and holds Stalheim &#8220;in the utmost regard and respect.&#8221; He said he had not resigned earlier &#8220;to respect the process.&#8221; He plans to focus on himself, healing and moving forward with his family, he said.<\/p>\n<p>Ross submitted his resignation letter just after 3:00 p.m. Tuesday, after the investigative report became public, <a href=\"https:\/\/www.kxnet.com\/news\/top-stories\/minot-mayor-tom-ross-resigns\/\" target=\"_blank\" rel=\"nofollow noopener\">CBS affiliate KXNET reported<\/a>.<\/p>\n<figure class=\"embed embed--type-twitter-tweet embed--float-none embed--size-medium lazyload\" data-require=\"third-party\/twitter-widgets\">\n<div class=\"embed__content-wrapper\">\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">Minot Mayor Tom Ross resigns <a href=\"https:\/\/t.co\/t5XP7dFZLx\" rel=\"nofollow noopener\">https:\/\/t.co\/t5XP7dFZLx<\/a><\/p>\n<p>\u2014 KX News (@KXMB) <a href=\"https:\/\/twitter.com\/KXMB\/status\/1907168327614546291?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\">April 1, 2025<\/a><\/p><\/blockquote><\/div>\n<\/figure>\n<p>&#8220;I have tried to be too much to too many people. I failed,&#8221; Ross wrote <a href=\"https:\/\/minotnd.portal.civicclerk.com\/event\/1494\/files\/attachment\/2874\" target=\"_blank\" rel=\"nofollow noopener\">in his letter<\/a>. &#8220;I have had a professional and respectful relationship with every City of Minot staff member that I have come across. I am proud of that. Unfortunately, I have let them down as a leader, as I have with many in our community.&#8221;<\/p>\n<p>Telephone and email messages seeking comment were left for Stalheim Tuesday. She was <a href=\"https:\/\/www.kfyrtv.com\/2022\/11\/10\/stefanie-stalheim-named-new-minot-city-attorney\/\" target=\"_blank\" rel=\"nofollow noopener\">named the new city attorney<\/a> in 2002 after serving as assistant city attorney for seven years.<\/p>\n<p>The Minot City Council voted on Tuesday to appoint a mayor from within the council after 15 days, which is the timeframe for citizens to petition for a special election.<\/p>\n<p>Ross was elected mayor in 2022 after serving two years on the city council.
