Putin of Russia and vowed to impose tariffs on global rivals, according to a transcript of the interview provided by the network.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cA lot of people want me to do it,\u201d he said to the program\u2019s host, Kristen Welker, about the possibility of a third term. \u201cBut we have \u2014 my thinking is, we have a long way to go. I\u2019m focused on the current.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Any attempt to seek a third term would run afoul of <a class=\"css-yywogo\" href=\"https:\/\/constitution.congress.gov\/constitution\/amendment-22\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the 22nd Amendment<\/a>, which begins, \u201cNo person shall be elected to the office of the president more than twice.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On Sunday, after the release of the interview, the White House reiterated Mr. Trump\u2019s point that he was focused on his current term, and added that it was \u201cfar too early to think about\u201d the idea.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAmericans overwhelmingly approve and support President Trump and his America First policies,\u201d Steven Cheung, the White House communications director, said in a statement. He added that Mr. Trump was focused on \u201cundoing all the hurt\u201d done by the Biden administration and \u201cMaking America Great Again.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/10\/us\/politics\/trump-third-term.html\" title=\"\">has often mused about the idea<\/a> of a third term, particularly in rallies and speeches that have delighted his supporters, though he has often treated it more as a humorous aside. The interview was the first time that Mr. Trump indicated that he was seriously considering the idea, which his allies have continued to amplify. Already he has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/us\/politics\/trump-king-image.html\" title=\"\">likened himself to a king<\/a>, shown an affinity for autocratic leaders and displayed governance tactics constitutional experts and historians <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/23\/us\/politics\/trump-alternative-reality.html\" title=\"\">have compared to authoritarianism<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Three days after Mr. Trump was sworn in for the second time, Representative Andy Ogles of Tennessee <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/04\/us\/politics\/gop-lawmakers-trump.html\" title=\"\">proposed an amendment to the Constitution<\/a> that would make Mr. Trump eligible for a third term. Such a measure would be extraordinarily difficult: Constitutional amendments require approval by a two-thirds vote of Congress and then the ratification of three-fourths of the states.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the interview, Ms. Welker noted that she had heard him joke about serving a third term a number of times. Mr. Trump made it clear he considered it a real possibility.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cNo, no I\u2019m not joking,\u201d he said. \u201cI\u2019m not joking.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Welker asked Mr. Trump whether he had been presented with plans, and he said that he had not \u2014 but added that there were \u201cmethods which you could do it.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Welker suggested one possibility: having Vice President JD Vance at the top of the ticket in 2028, only to pass the office on to Mr. Trump after winning. Muller, <a class=\"css-yywogo\" href=\"https:\/\/electionlawblog.org\/?author=26\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a law professor at the University of Notre Dame<\/a> and a scholar in election law, said there has been a dissenting view about the provision of the 22nd Amendment \u2014 which focuses on being \u201celected\u201d president without addressing the idea of ascending to the office. However, he said, such a route would be complicated by the 12th Amendment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Muller pointed out that the 12th Amendment states that \u201cno person constitutionally ineligible to the office of president shall be eligible to that of vice-president of the United States.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Muller said he very much doubted that would provide a path to a third term for Mr. Trump.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYou\u2019d have to have so many pieces fall into place for this even to be practically viable, on top of this complicated legal theory,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In his remarks to Ms. Welker, the president also leveled his strongest criticism to date against Mr. Putin, threatening to impose \u201csecondary tariffs\u201d on Russia\u2019s oil if the country thwarted negotiations on a cease-fire deal with Ukraine that would stop the fighting.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The comments signaled growing impatience with the negotiations. Mr. Trump said that tariffs of 25 to 50 percent on Russian oil could be imposed at \u201cany moment\u201d and that he planned to speak with his Russian counterpart this week.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf Russia and I are unable to make a deal on stopping the bloodshed in Ukraine, and if I think it was Russia\u2019s fault \u2014 which it might not be \u2014 but if I think it was Russia\u2019s fault, I am going to put secondary tariffs on oil, on all oil coming out of Russia,\u201d Mr. Trump said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump has previously referred to secondary tariffs as levies on imports from countries that purchase products from a nation he\u2019s targeted in his foreign policy. The White House did not immediately respond to a request for comment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The comments were notable given the steps that Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/28\/world\/europe\/trump-europe-ukraine-russia.html\" title=\"\">has taken to align himself<\/a> with Mr. Putin, despite the United States\u2019 support for Ukraine since Russia\u2019s full-scale invasion more than three years ago. Since taking office, Mr. Trump has declined to acknowledge that it was Russia who started the war, falsely declared President Volodymyr Zelensky of Ukraine a \u201cdictator,\u201d but not Mr. Putin, and accused Mr. Zelensky of not wanting peace.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s remarks also underscored his increasing promise to use tariffs to compel countries to bend to his domestic and foreign policy goals. In the same phone call, he said he would consider secondary tariffs on Iran if it did not reach a deal with the United States to ensure it did not develop a nuclear weapon, Ms. Welker said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump told Ms. Welker that he was \u201cvery angry, pissed off\u201d at Mr. Putin for questioning the credibility of Mr. Zelensky, and for discussing the prospect of new leadership in that country. Mr. Trump suggested that such comments could set negotiations back, and that they were \u201dnot going in the right location.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cNew leadership means you\u2019re not going to have a deal for a long time, right?\u201d Mr. Trump said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russia and Ukraine <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/25\/world\/europe\/russia-ukraine-deal-black-sea.html\" title=\"\">have agreed to a limited truce<\/a>, but that has fallen short of the complete pause in combat that Trump administration officials have sought, with Ukraine\u2019s support. The limited cease-fire remains tenuous as Russia seeks more concessions and Ukraine has expressed doubt that a truce would be upheld.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On negotiations about Iran\u2019s nuclear capabilities, Mr. Trump said officials from both countries were \u201ctalking,\u201d according to NBC\u2019s account of Ms. Welker\u2019s call with the president, although he raised the prospect of military action if economic and other measures do not succeed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf they don\u2019t make a deal,\u201d Mr. Trump said about Iran, \u201cthere will be bombing. It will be bombing the likes of which they have never seen before.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Earlier this month, Mr. Trump sent a letter to Iran\u2019s supreme leader, Ayatollah Ali Khamenei, urging direct negotiations with the government in Tehran on a deal to curb the country\u2019s advancing nuclear program. The letter said Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/07\/us\/politics\/trump-iran-nuclear-deal-letter-khamenei.html\" title=\"\">preferred diplomacy over military action.<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s raising of secondary tariffs on oil from Russia and Iran was the latest example of the president\u2019s interest in using
