But when he bent down and examined them closely, he was stunned by what he saw.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Names and ranks of soldiers. Detailed base patrols. Drug test results. Codes to weapon armories.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI thought, bloody hell, this shouldn\u2019t be here,\u201d said Mr. Gibbard, a 41-year-old owner of a delivery service.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Gibbard&#8217;s accidental discovery this month of what appeared to be hundreds of military documents on an industrial street in Northern England has shocked a country known for zealously protecting state secrets. It also comes as the United States, Britain\u2019s close military ally, has been facing its own crisis over the handling of sensitive national security information, after battle plans in Yemen were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/24\/us\/politics\/hegseth-classified-war-plans-group-chat.html\" title=\"\">discussed in a group chat<\/a> that included a journalist.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But while the United States\u2019 security breach came about because of a technological blunder on the encrypted app Signal, the apparent error in the United Kingdom was much more analog.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI thought a lot of this would be online, and there would be military software you\u2019d need to access it,\u201d Mr. Gibbard said. \u201cBut here it was, printed off for all the world to see. It was very old-school.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As he picked documents off the street and out of the gutter, he became aware of just how much material, from threat assessments to mundane requests for leave, he had stumbled upon. \u201cIt was like a library of information,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A Ministry of Defense spokesperson said that the incident was being investigated and that \u201cno sensitive operational defense information is contained within the documents.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The papers appeared to originate from a black trash bag slumped against a nearby brick wall. As Mr. Gibbard dug through the bag, he noticed a name repeated on the top of some documents: Catterick Garrison.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Gibbard, who said he had no interest in the military, didn\u2019t know what that was, so he typed the term into Google.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The garrison, he discovered, is a major military base in North Yorkshire, about 50 miles south of Newcastle. It\u2019s the largest garrison in the British Army, and home to <a class=\"css-yywogo\" href=\"https:\/\/www.yorkshire.com\/catterick-garrison\/?srsltid=AfmBOoo_hxEPQTVSQTpxtag-4i-j0pKiTU1p1_EXHPdXhm3SuEuVd9dJ\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">more than 13,000 people<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI was like, How on earth has this bag traveled like 50 minutes away?\u201d Mr. Gibbard said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">More surprising, he added, was that the documents had been printed at all.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYou put your safety in the hands of the military and the government to make sure that this information is kept away from us, so it doesn\u2019t potentially get in the wrong hands,\u201d he said. \u201cAnd they\u2019re still printing loads and loads of paperwork out, explaining everything.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After spending a few minutes reading through lists of weapons and phone numbers of high-ranking officers, Mr. Gibbard began to feel uneasy about the position he had found himself in.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He decided to take a photograph \u2014 but only one, he said, because he didn\u2019t know if it was legal to have images of the documents. \u201cI can\u2019t imagine the army would let me into the base and start taking photos of all their paperwork, would they?\u201d he said. \u201cSo this felt no different.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After he snapped an image, he called the police.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When no one arrived after about 15 minutes \u2014 and with the kickoff to the soccer match moments away \u2014 he collected what he judged to be the most sensitive documents and took them to the police at the soccer arena. They found his tale highly suspicious.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cTheir reaction was like, \u2018Riiiiiight,\u2019\u201d he said. \u201cI said, \u2018Wait a minute, I\u2019ve done nothing wrong here, I\u2019m just passing on the information.\u2019\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A Northumbria Police spokesperson confirmed that the department had received a report on March 16 that potentially confidential documents had been found near the center of Newcastle, and said that they had been given to the Ministry of Defense.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When Mr. Gibbard left the soccer match about four hours later, he said, many of the papers were gone, but some remained scattered in the area.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe timing is quite ironic,\u201d Mr. Gibbard said, pointing to the leaked Signal conversation in the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI mean, you\u2019ve got these two powerhouses, the U.K. and America,\u201d who, he said, love to \u201cbrag about how great they are at everything.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">If that\u2019s true, he added, then \u201cwe\u2019re a country that should know how to handle our military paperwork better \u2014 same with America.\u201d<\/p>\n<p class=\"css-798hid etfikam0\">Susan C.
