But as conservative legislators across the country restrict books that they consider obscene, the ultimate fate of the Iowa law remains uncertain.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The same judge, Stephen Locher of the Federal District Court in Des Moines, first <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/29\/us\/iowa-book-ban-blocked.html\" title=\"\">blocked<\/a> the measure from taking effect in 2023. But an appeals court lifted his <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/08\/09\/books\/booksupdate\/iowa-book-ban-books.html\" title=\"\">injunction<\/a>, saying he had applied \u201ca flawed analysis of the law.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Iowa officials could also appeal Tuesday\u2019s ruling, which granted another preliminary injunction. The case has not yet gone to trial on its merits.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In his ruling, Judge Locher, who was appointed by former President Joseph R. Biden Jr., said the law \u201cmakes no attempt to evaluate a book\u2019s literary, political, artistic or scientific value before requiring the book\u2019s removal.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe result is the forced removal of books from school libraries that are not pornographic or obscene,\u201d the judge added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Attorney General Brenna Bird, a Republican whose office has defended the measure, said in a statement that she was \u201cgoing to keep on fighting to uphold our law that protects schoolchildren and parental rights.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cParents shouldn\u2019t have to worry about what materials their kids have access to when they\u2019re not around,\u201d Ms. Bird said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"> Gov. Kim Reynolds, a Republican, has previously said that \u201cthere should be no question that books containing sexually explicit content \u2014 as clearly defined in Iowa law \u2014 do not belong in a school library for children.\u201d <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The publisher Penguin Random House and the best-selling authors John Green and Jodi Picoult were among the plaintiffs who challenged Iowa\u2019s law and said it violated their free speech rights. After the appellate court lifted the first injunction and returned the case to Judge Locher, the plaintiffs filed a motion seeking a new injunction.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The fight over the Iowa law is part of a broader national debate over how sexuality should be discussed in schools. Like conservatives elsewhere, Iowa Republicans have brushed off concerns about free expression and said the restrictions safeguard students from harmful materials.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Republicans nationally have emphasized their objections to a handful of titles, including some books that contain graphic descriptions of sex. But many other books, some of them highly regarded and not primarily about sex, have been taken off the shelves.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For instance, the school district in the city of Nevada, Iowa, removed dozens of titles, including \u201c1984\u201d by George Orwell, \u201cThe Color Purple\u201d by Alice Walker, \u201cLooking for Alaska\u201d by Mr. Green and \u201cBrave New World\u201d by Aldous Huxley.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><script async
